SPECIAL MEETING OF THE CITY COUNCIL
JANUARY 29, 1992
The Schertz City Council convened in Special WorkshOp
Session, Wednesday, January 29, 1992 at 7:00 p.m. in the
Conference Room of the Municipal Complex, 1400 Schertz
Parkway, Schertz, Texas. The following members were
present: Mayor Earl W. Sawyer, presidingi Joe Potempai
Hal Baldwini Barbara Stanhope; Mary Marsh and Ken
Greenwald. Staff present were City Manager Kerry Sweatt and
Deputy City Secretary Alice Austin.
Mayor Sawyer opened the meeting and read and presented a
proclamation proclaiming the week of February 9th through
15th, 1992 as "HOSA WEEK". There were 4 members of the HOSA
organization present to receive the proclamation.
'1 HEARING OF RESIDENTS: Bill Neller: He had an
opportunity to look at the sign at the animal shelter and
found it to be in rather dilapidated condition. He said
that he had been offered help to take down and rehab the
sign in front of the Animal Shelter but that after looking
at the sign he found that it was in such a dilapidated
condition that it would not be worth the effort. He said
that he had been led to believe that a new sign would be
available for the new shelter and that he would be willing
to do the same for sign at the new shelter as he had done at
the old.
'2 Discuss Austin-San Antonio Corridor
activities and present membership dues.

Mr. Sweatt advised that the check for payment of membership
dues had been prepared but that we felt it was appropriate
to introduce Mr. Greg Davenport Executive Director of the
Corridor Council to the members of City Council.
Mayor Sawyer presented Mr. Davenport with a check for
$1,500 for Schertz membership dues.
Mr. Davenport said that he knew for smaller communities
$1500 was a significant amount of money and that he
appreciated the monetary investment and that he also
appreciated the investment in time and ideas and work that
Mark Marquez has invested in the past few months. He
advised that the primary areas the Corridor Council would be
concentrating on were transportation and under that the
Austin-San Antonio Parkway or alternate highway and the high
speed rail transportation project study.

Mr. Davenport further advised that Mark Marquez had been
chairman for the sub-committee for one of the Corridor
Councils major pushes this year which was going to the
Westcon Electronics Show. He said that they got several
leads out of that show that they were following up on.
Mr. Davenport provided brochures for the Cuatro Comino
International Conference and advised that he would like to
use a portion of the $1500 to send Mark Marquez to the
conference because it would be worth the money and effort if
we get one contact.
Mrs. Marsh said that she appreciated the gesture of funding
Mr. Marquez.
#3 Discussion of public hearing on the
annexation of approximately 250.96 acres of land

Mr. Sweatt advised that Planning and Zoning had reviewed
the areas in question and felt that it makes sense to fill
in areas that have been isolated in previous annexations.

Mr. Greenwald advised that this land would come

and that the property could remain PD forever.

Mr. Sweatt advised that they could do this but they might
want to request the property be rezoned to prevent problems
in the future.
Mr. McKarty advised that he would like to have help from
the Police Department with the hunters who are using rifles
on the property.
Mr. Sweatt advised that February 4 was the date scheduled
for the public hearing. Mayor Sawyer advised that we were
ready for public hearing.
#4 Discussion of proposed ordinance amending the
Plumbing Code regarding backflow protection and water saving
fixtures.
Mr. Sweatt advised that the ordinance deals with two areas
of the code (backflow and cross connections and
flow/conservation requirements. He said that this ordinance
would clarify backflow requirements and pull these
requirements together under the plumbing code.

Mr. Sweatt advised that we have always had requirements
covering backflow prevention and that backflow devices are
designed to keep from pulling foreign matter into the
system.
Mr. Sweatt advised that the other part of the ordinance
deals with conservation matters. He said that new state
standards would require the new water saving fixtures be
installed in new structures and when replacing fixtures in
eXisting structures.
Mrs. Marsh advised that she felt this was violating her
rights as a homeowner. She said that the new fixtures would
require more water because showers would have to be longer
and that they would require several flushes of the water
closet.
Mayor Sawyer said to place this item on the February 4
agenda.
'5 Discussion of a resolution proposed by City of New
Braunfels regarding opposition to the storage and burning of
hazardous waste by LaFarge Corporation.
Mr. Sweatt advised that New Braunfels had forwarded a
letter and copies of resolutions objecting the LaFarge
Corporation burning toxic waste at their plant. He further
advised that Southwest Research has been commissioned to
study this issue which should be completed in June.
Concensus of Council was to place this item on the February
4 agenda for consideration.
#6 CITY MANAGER'S REPORT: 1. Advised that the first
quarter fiscal report shows that we are fairly well on
target as far as expenditures and revenues are concerned.
2. He advised that he would like permission to place an
item on the February 4 agenda concerning awarding a bid for
repair of the Community Center roof. He advised that we had
received one bid of $5,890 from Foam and Coating. Concensus
of Council was to place on agenda.
3. He advised that we had received the profile from the
Chamber of Commerce and that it had been returned because of
the many errors it contained.
4. Reminded Council that the February 4 meeting would
convene at 6:00 p.m.
'7 ITEMS BY COUNCIL: Mary Marsh:. 1. Gave a report
on the Business Club. She advised that the treasurers
report shows them to be in better shape with $5,003.16. She
further advised that they would be sponsoring a 50's dance
on Ma rch 14 and a Jamboree on May 24 at the VFW. They

would be assisting with the trail riders
celebrating their 30th anniversary and would be
stew at the rest stop for trail ride participants.

and that they had voted to incorporate as a non-profit
organization. She advised that Veryl Brown has volunteered
to do the paperwork.
The float committee is looking for design help. The theme
this year is "Let Freedom Ring".
2. Mrs. Marsh advised that the Business Club had
discussed becoming a Chamber of Commerce and that they have
appointed a committee composed of Sharon Fruge as Chairman,
W.J. Sweatt, Chuck Sharpe and Jean Stewart. She advised
that they have no objections to becoming a Chamber but that
they do not want to lose the close knit citizens
organization they currently are.
Joe Potempa: 1. Advised that we need to look at the sign
at the Library because it cannot be seen very well.
2. Advised that he wanted to thank the Fire,
Safes Departments and especially Nan and Juan
assistance at the wreck involving his wife.

Hal Baldwin: 1. Advised that an article in the Herald
Newspaper concerning tax rates showed the City of Schertz to
be one of the very lowest taXing agencies.
2. Said he would like to thank everyone for their concern
for his mother.
Ken Greenwald: Advised that BVYA Basketball closing
ceremonies would be on March 7 and that they were looking at
hosting probably 3 tournaments this year.
#8 ITEMS BY MAYOR: Read a proclamation proclaiming
February 10, 1992 as "VFW Auxiliary Day".
#9 ADJOURNMENT: Mayor Sawyer adjourned the meeting at
8:35 p.m.
