REGULAR MEETING OF THE CITY COUNCIL
MARCH 1 7, 1992
The Schertz City Council convened in Regular Session,
Tuesday, March 17, 1992 at 7:00 p.m. in the Council
Chambers of the Municipal Complex, 1400 Schertz Parkway,
Schertz, Texas. The following members were present: Mayor
Earl W. Sawyer, presiding; Joe Potempa; Hal Baldwin;
Barbara Stanhope; Mary Marsh and Ken Greenwald. Staff
present were City Manager Kerry Sweatt and City Secretary
June Krause.
Mayor Sawyer opened the meeting and asked everyone to join
him in the Pledge of Allegiance.
#1 APPROVAL OF MINUTES: A. Special Meeting 2-26-92
B. Regular Meeting 3-3-92
Mrs. Marsh corrected the tense of a word in the third
paragraph of Item #3 of the minutes of the Special Meeting
of February 26, 1992.
Mrs. Stanhope moved to approve the minutes of the Special
Meeting of February 26, 1992 and the Regular Meeting of
March 3, 1992. Mr. Greenwald seconded the motion, which
carried with the following votes:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
ABSTAINING: Mr. Potempa and Mr. Baldwin for the minutes of
the meeting of March 3, 1992.
#2 HEARING OF RESIDENTS: None
#3 ORDINANCE: Mayor Sawyer introduced an ordinance
and read the caption as follows:
ORDINANCE NO. 92-A-7
AN ORDINANCE PROVIDING FOR THE EXTENSION OF
THE BOUNDARY LINES OF THE CITY OF SCHERTZ,
TEXAS BY THE ANNEXATION OF THREE TRACTS OF
LAND CONTAINING 250.96 ACRES OF LAND OUT OF
GUADALUPE COUNTY.
Mr. Greenwald moved to approve the final consideration of
an ordinance annexing 250.96 acres of land out of Guadalupe
County. Mrs. Marsh seconded the motion, which carried with
the following vote:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None

AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, AUTHORIZING THE USE OF THE MUNICIPAL
COMMUNITY CENTER OWNED AND CONTROLLED BY THE
CITY OF SCHERTZ, TEXAS; SETTING FORTH THE
POLICIES, RULES, RENTAL RATES AND LEASE AND
RESERVATION AGREEMENTS; PROVIDING A PENALTY
FOR VIOLATION OF THIS ORDINANCE; PROVIDING
AN EFFECTIVE DATE; AND REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT WITH THIS ORDINANCE.
Mrs. Stanhope moved to approve the first reading of an
ordinance setting rates and policies for the Community
Center. Mrs. marsh seconded the motion, which carried with
the following vote:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
#5 POLICY: Consider and take action on the

Mayor Sawyer introduced the policy and read it in full.
Mrs. Marsh moved to pass the policy regulating distribution
of handouts at polling places. Mrs. Stanhope seconded the
motion.
Mr. Baldwin asked if it would be illegal to hand out cards
at the polls.
Mrs. Marsh said no, but just do not stop traffic.
Mayor Sawyer then called for a vote of the Council and the
motion passed as follows:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
