Tuesday, May 19. 1992 at 7:00 p.m. in the Council Chambers of the Municipal Complex. 1400 Schertz Parkway. Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Joe Potempa, Hal Baldwin, Barbara Stanhope. Mary Marsh and Ken Greenwald. Staff present were City Manager Kerry Sweatt and City Secretary June Krause. Mayor Sawyer welcomed everyone to the meeting and requested they join him in the Pledge of Allegiance. #1 APPROVAL OF MINUTES: Special meeting of 4-29-92. Mrs. Marsh ~Qyed to approve the minutes of Meeting of April 29. 1992. Mr. Greenwald motion. which carried with the following vote: the special seconded the AYES: Councilmembers Potempa, Baldwin. Stanhope, Marsh and Greenwald. NAYS: None #2 HEARING OF RESIDENTS: None #3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 92-L-ll AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ. TEXAS. AMENDING THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS. CHAPTER 10. ARTICLE VI GARAGE SALES. SECTION 10-100 DEFINITIONS AND SECTION 10-106 NUMBER OF GARAGE SALES LIMITED AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. Mrs. Stanhopemov~g to approve on final consideration an ordinance amending the Code. Chapter 10. Article VI Garage Sales. Mr. Baldwin seconded the motion, which carried as follows: AYES: Councilmembers Potempa. Baldwin, Stanhope. Marsh and Greenwald. NAYS: None #4 RESOLUTION: Mayor Sawyer introduced a resolution and read the caption as follows: RESOLUTION NO. 92-R-6 A RESOLUTION REQUESTING THE TEXAS DEPARTMENT OF TRANSPORTATION'S ASSISTANCE IN CONSTRUCTING. RECONSTRUCTING AND WIDENING OF LOOKOUT ROAD. Mr. Greenwald moved to aoorove the resolution oertaininq to Lookout Road imorovements. Mrs. Marsh seconded the motion. which carried with the following vote: AYES: Councilmembers Potempa. Baldwin. Greenwald. NAYS: None Stanhooe. Marsh and #5 EXECUTIVE SESSION: Mavor executive session at 7:03 p.m. under Section 2 (f) land acquisition and 2 Vernon's Texas Civil Statutes. Sawyer called an Article 6252-17. (g) Dersonnel of The Regular Meeting was reconvened at 8: 13 p.m. #6 Consider and take action, if any, on the above executive session items. Mayor Sawyer advised the Council did have an executive session under Vernon's regulations and discussed land acquisition. They informed the City Manager to proceed with the purchase. They also discussed the evaluation of the City Manager. #7 CITY MANAGER'S REPORT: A. As has been discussed on several occasions. the Kiwanis will De doina some landscaping work at the Municipal Buildina over the weekend. This is the next phase of the landscaping here and the Kiwanis will be furnishing the labor and staff is furnishina the planning. B. Gave a brief report of Guadalupe County financial woes There has been quite a bit of information in the papers aid on television. It is a shortfall in general revenues due to lessening receipts in fines and forfeitures and other areas: as well as 4ail receiDts for housing contract prisoners. There has been a projected shortfall of between $300.000 and $600.000. There has been a request that a number of county offices reduce their cost by closing their offices one day a month. We understand that there are no olans at this time o~ closing the Schertz County office. C. We had a question last meeting about septic tanks in Mohile Villa. It is a state requirement and the size of the lots can be grandfathered prOVided that the septic tank ana retention and drainage fields are engineered properly. -~ g4 D. Another question dealt with street lights in that area. We found out from CPS that the current street lights fit our basic criteria - roughly every four hundred feet. After a question by Mr. Potempa. Mr. Sweatt said he would look into changing out the lights so that they could be brighter. Mayor Sawyer advised that County Commissioner Brannon was probably going to ask Schertz to support their purchase of the bank bUilding for county office space. #8 ITEMS BY COUNCIL:H:r;-,__B~!].dVJJIl - A. Reminded everyone about the Senior Citizen Appreciation Day on June 20th and asked Council contact businesses for prizes. He said that Bill Neller has constructed some games that he has offered to be used that day. Maybe we could offer some type of casino type thing and give them chips and whoever got the most chips at the end could exchange them for gifts. ~~p~Ma~~h advised that on May 24 the Business Club would be sponsoring a jamboree. 1SerL_Gr~~n"",alg - A. BVYA is hosting mid-season tournament this year. weather permitting. B. Asked the City to trim the tree out in front as it rakes the top of his truck. #9 ITEMS BY MAYOR: On the 14th of May. he attended the CDBG grant application meeting with Mr. Sweatt and Ken Greenwald. There were lots of requests made and Mrs. Dutmer said the main things they are looking for are safety. well-being and health but not necessary in that order. Mr. Sweatt made a very masterful appeal on our behalf. Mark Marquez made a presentation on our Development Foundation and Mike DeLeon. representing Rittimann Addition. gave their sanitation system presentation. There were quite a large group from Schertz. including a large group from Schirmerville and SAFES. He said one of our group, Coralee Fenner gave a good presentation of the needs on Pfeil Road. #10 ADJOURNMENT: Mr. adjourned at 8:30 p.m. Mr. which carried unanimously.
