REGULAR MEETING OF THE CITY COUNCIL
JUNE 2.. 1992
The Schertz City Council convened in Reaular Session
Tuesday. June 2. 1992 at: 7:00 D.m. in the:::ouncil Chambers
of the Municipal CampI ex. 1400 Schertz Parkway. Schertz.
Texas. The fOllowing members were Dresent: Mavor Earl W.
Sawyer, presiding; Joe Potemna; Barbara Stanhope and Ken
GreenVlald. Absent: Hal Baldwin and Mary Marsh. Staff
present were City Manager Kerry Sweatt and City Secretary
June Krause.
Mayor Sawyer opened the meeting and asked everyone to rise
and join him in the Pledge of Allegiance.
Mayor Sawyer recognized a group of scouts from Troop 171 ana
their Scoutmaster Francis Tetreault. The following scouts
worked on Rikki Medel's Eagle Scout project of scrubbing.
scraping and painting the small pavilion in Pickrell Park:
Rikki Medel. Trinidad Medel III. Zane Cannon. Spencer Woody,
Jim Woody. Geoff Edwards. David Luschen Jr.. Keith Felty,
Jayar Griffith. James Pipes. John Franco. Robert Scirnney
and Scoutmaster Francis Tetreault. Mayor Sawyer presented
plaques to these scouts and thanked them for the hard work
they performed for the City. saying he looked forward to
their help again in the future.

#1 PUBLIC HEARING: The City Council tc receIve
citizen input on the following proposals:
A. Alnendnlent tCJ t118 Zoninq' (Jrclinance reQ-ardinq a SDecial
District for Schertz Parkway from East Live Oak Road to
within 750 feet of IH-35 right of way.
Mr. Sweatt noted that 117 notices were sent to property
owners within 300 feet of this proposed dist:rict Five were
returned as undeliverable, four returned that were in favcr
of the proposal and one said he was unable to comment.
Mayor Sawyer then asked for input or Questions from the
Councilor audience.
Mr. Harvey Land of 1213 Fawn Drive asked how this would
affect his property but it was determined that he should be
commentino on the next amendment.

Mayor Sawyer advised that this would make the zonina more
restrictive than it was before and would cover the areas 500
feet back from Schertz Parkway.

B. Revision to the Zoning Ordinance Map regarding property
along Jack Hays Boulevard and property along Schertz Parkway
from East Live Oak Road to the Southern Pacific Railroad.
Mr. Sweatt advised that this oarticu1ar Droposal along Jack
Hays Boulevard refers to the city owned property in front of
Oak Forest and will change the zoning to public use as
apposed to General Business. He informed Mr. Harvey Land
that this property was across Jack Hays from his property.
He said the City acquired the additional land between the
two streets into Oak Forest as part of the right of way for
widening of FM 3009.
Mr. Land asked if they were going to do anything with
he called the "creek"? Mr. Sweatt said there will be
reshaping and redesigning and drainage ditch work in
area and on beyond Circle Oak.

Mrs. Pellerin asked what type of public use does the City
intend for that parcel. Mayor Sawyer answered that it would
be used for a park just like it is now but could be used for
fire station, police station or something such as that.
C. Rezoning of Beck Concrete property off FM 78 from PD
(Predevelopment) to M2 (Heavy Manufacturing).
Mr. Sweatt said that this property is now zoned
predevelopment and this would place the proper zoning on
this property. In this case where the use is clear.
Planning & Zoning felt the property zoning was for M2.
There being no further comments. Mayor Sawyer closed the
public hearings at 7:20 p.m.

The City of Schertz oroposes to reCOGnize a lonG
emoloyee, Ed Melton. on his retirement All
volunteers and friends of Mr, Melton are
will be at 7:00 p.m. at the Community Center.
B. He called attention to an announcement from CVADAC
entitled "Couples in Recovery". Registration will begin on
June 4th with the program commencing June 24 and runnina
thr"ough July 29th. This is a program for couples who have
been affected by the addictive process.

anyone on our answering machine.
#8 ITEMS BY COUNCIL: M~_Yo~~mpa asked if staff had
had anything back on the posting of signs because of road
closing because of high water.

asking about putting up some type of sign when we have high
water and bridge closings. Mr. Sweatt said that upon being
contacted the Resident Engineer thought it a very good
project but he has to deal with others.
