BUDGET WORKSHOP SESSION OF THE CITY COUNCIL
AUGUST 29, 1990
The Schertz City Council convened in Special Budget Workshop
Session, Wednesday, August 29, 1990 at 9:30 p.m. in the
Conference Room of the Municipal Complex, 1400 Schertz Parkway,
Schertz, Texas. The following members were present: Mayor Pro
Tem Ken Greenwald, presiding; Joe Potempai Hal Baldwini Barbara
Stanhope; and Mary Marsh. Absent: Mayor Earl W. Sawyer. Staff
present were City Manager Kerry Sweatt and City Secretary June
Krause.
#1 BUDGET WORKSHOP
Mr. Sweatt reminded Council they had finished going over the
departmental budgets and he has just furnished some corrected
information on General Fund Revenues, revised expenditures on
police service and park department, and a corrected Table of
Organization. He said he had also developed some cost estimates
for painting the pavilion. We were only able to get one estimate
and that was for $14,000i and this does not include sand
blasting, which is not real I y needed this time. As there were
several corrected copies of portions of the budget, a complete
corrected copy of the budget will be furnished by public hearing
date.
Mrs. Stanhope asked about the memory writer to be purchased for
the City Manager's secretary's off ice. Mr. Sweatt said that
there would be a terminal going into that office with the
purchase of the new data processing system but not a memory
writer. The printer will remain in the City Secretary's office.
He said that depending on how things go, they may not have
anything but an inquiring CRT in the City Manager's office this
first year.
Mrs. Stanhope also asked if we were gOing to earmark purchases
for the 3rd and 4th quarter this year - she said the area that
bothered her is the Legal portion is so low.
Mr. Sweatt advised that there is very little capital outlay in
our budget this year that could be deferred, except the truck for
the Street Department. We really need the data processing right
away.
Mrs. Marsh called attention to the error on the Position
Author ization Sheet, the Building Maintenance Supervisor should
be a Service Grade 10. Mrs. Marsh also said that there was not
money in the budget to be found to fund two additional pol ice
officers. She did not like to transfer from the Water Department
to fund these positions. She said, as badly as we need the two
additional officers, she just did not see how it could be done
this year. However, a concerted effort should be made to add
them next year.

Mr. Baldwin said it is a shame we could not hire one officer this
year to move toward the goal of two full-time patrolmen.
Mr. Sweatt said personnel cost for one officer would be $22,814
and that does not include the car and other items - just the
personnel related costs for that one officer.
Chief Agee said that if only one was brought on board, probably
what they would do is establ ish a power shift to over lap the
other two shifts, five days a week from 6:00 p.m. to 2:00 a.m. -
that would be the most efficient way to use one officer from a
patrol standpoint.
Mr. Potempa asked about the officer on the Task Force and if it
was necessary to keep him there. Chief Agee said it was for now
and we are fully reimbursed for this officer.

After discussion on this concept, Council agreed to this
additional tax to finance one additional officer. Mr. Sweatt
said he would work up figures as to what it would take to produce
the $22,814 and will have the exact numbers at the next meeting.
Mr. Baldwin said he still has concerns about the Municipal Court
fines projected in this budget. It is a real sensitive area in
this town. He said he is getting a lot of cr i ticism about the
amount of radar run. He said that, in his own mind, he perceives
a policeman as being more into security than traffic enforcement
in Schertz. He added that he would not I ike to see our city
being called a "Speed Trap" city instead of the "Friendly City"
that is on our logo.
Mr. Sweatt said we have played with this number and believe this
to be a realistic figure and it is not our intent to be in the
money making business. Our traffic work has been in response to
people saying "we never see our officers out there working". He
said he felt achieving compliance with speed laws is important.
Mr. Potempa questioned the officers taking meal breaks together
and calling in an officer off the road to come to the office to
take care of a complaint. Chief Agee said this was not the norm.
Mr. Sweatt recalled that at the last meeting, there was some
discussion of the consultant report prepared for the library. A
copy of that has been made for Councilmembers. It is intended as
a gUide and a suggestion as to how we rate.
Mr. Sweatt referred to the letter from Mr. Murray concerning his
water leak, saying that we do not think we should adjust a water
bill just because someone has a water leak. We can empathize but
feel his landlord should shoulder some of the responsibility.
