ccreg 11-20-1990 92 REGULAR MEETING OF THE CITY COUNCIL NOVEMBER 20, 1990 The Schertz City Council convened in Regular Session, Tuesday, November 20, 1990, at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presidingi Joe Potempa i Barbara Stanhope i Ken Greenwald. Absent: Hal Baldwin and Mary Marsh. Staff present were City Manager Kerry Sweatt and City Secretary June Krause. Mayor Sawyer opened the meeting by asking everyone to jOin him in the Pledge of Allegiance. #1 APPROVAL OF MINUTES: A. Regular Session 9-18-90 B. Special Session 9-25-90 Mrs. Stanhope moved to approve the minutes of the Regular Session of September 18th and the Special Session of September 25th. Mr. Potempa seconded the motion, which carried as follows: AYES: Councilmembers Potempa, Stanhope and Greenwald. NAYS: None #2 DRAWING: Christmas Decorating Committee drawing regarding Christmas Program. Mr. Steve Simonson, Chairman of the Decorating Committee, said the committee is very excited about the very good response they have received so far. He said everybody seems very excited about the decorating that is being done in the City. He advised they received $250 in donations campaign and added that the Economic Development Task Force had donated the prizes. He then asked each Councilmember to draw a name. Mr. Potempa drew Barbara Clower of 2605 Cedar to receive fourth prize of a capi Mrs. Stanhope drew Sherwin Malkowski for a T-shirti Mayor Sawyer drew the name of Rose Adams of 717 Aviation for a tote bagi and Mr. Greenwald drew Nina Artzt who won the first prize, which was a watch. Mr. Simonson thanked Council for drawing the names and everyone for participating. Mr. Bob Andrews said the boxes are going out allover Schertz with the entry forms for the decorating contest. There will be first, second and third place for best residential i and first, second and third place for business outdoor lighting. The Committee will do the viewing and judging will be between the 15th and 22nd of December. On the 22nd, the winners will be notified. He added that if we get as much response as last year, it will be another hard decision to be madei because they had over 40 responses last year. Mr. Andrews wanted to make it clear that if the people do not register, they will not be judged. They have to know in advance where to go for the judging. Mr. Andrews said that in going around last year, he noticed a lot of beautifully decorated places that had not entered. / on -::J~ Mr. Simonson said that this year they will have signs made to be placed in the winning yards and on the businesses, as well as the plaques to be presented after the fact. He then reminded everyone of the Annual Tree Lighting to be held on December 6th, starting at 6:00 p.m. They have added a lot of extra lights and decorations this year. #3 HEARING OF RESIDENTS: None #4 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 90-F-31 AN ORDINANCE PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS BE AMENDED BY REVISING ARTICLE V, CHAPTER 7 1/2 AND PROVIDING FOR PENALTIES NOT TO EXCEED $200.00 FOR VIOLATION THEREOFi REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. Mrs. Stanhope moved to approve the final reading of an ordinance amending the Code by revising Article V, Chapter 7 1/2 Municipal Solid Waste Collection and Disposal. Mr. Greenwald seconded the motion, which carried with the following vote: AYES: Councilmembers Potempa, Stanhope and Greenwald. NAYS: None Mr. Sweatt advised that the purpose of this ordinance is to provide guidance and information regarding the awarding of a franchise for the collection and disposal of Municipal Sol id Waste. This establishes various code provisions not only for the current franchise that is under consideration, but any other future consideration that might be given to franchises for Municipal Solid Waste. This merely sets up the standards. #5 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS, BE AMENDED BY REVISING SECTION 19, EXHIBIT 4 WATER RATES ESTABLISHEDi PROVIDING AN EFFECTIVE DATEi AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT. Mr. Greenwald moved to approve the first reading of an ordinance amending the Code by revising Section 19, Exhibit 4 Water Rates Establ ished. Mrs. Stanhope seconded the motion, which carried with the following vote: 94 \. AYES: NAYS: Councilmembers Potempa, Stanhope and Greenwald. None Mr. Sweatt said the ordinance makes a change in the base rate charges from $6.00 to $6.50 and changes the consumption rate from $1. 01, for each 1000 qallonqs over 3000 gallons, to $1. 11 for each thousand qallons over the 3000. The primary purpose of the increase is to recoqnize the increased debt service incurred as a result of the 1990 Certificates of Obligation. The corresponding percentage of increase is appropriate throuqhout the full ranqe and size of meters. The same percentage of increase applies to outside the city 1 imi t rates. We feel our current rate or proposed rates compare with other area cities and does not place our rates at a disadvantage. #6 CITY MANAGER'S REPORT: A. We have received notice of a Chamber of Commerce meeting on November 21st, at 3:30 p.m. at Humana Hospital, Village Oaks. B. We have a meeting scheduled for November 29th with the consultinq engineers representing the subdivision of Savannah Square pertaining to the Deer Haven drainaqe question. C. Mark your calendar for the Employee Awards Program on December 14th beginning at 6:30 p.m. in the Community Center. #7 ITEMS BY COUNCIL: Mr. Potempa asked if someone would check out the 600 block of Maple, something about a drainage problem. #8 ITEMS BY MAYOR: None #9 ADJOURNMEMT: Mr. Greenwald moved the meeting be adjourned at 7:14 p.m.i Mrs. Stanhope seconded the motion, which carried unanimously.
