REGULAR MEETING OF THE CITY COUNCIL
MARCH 5, 1991
The Schertz City Council convened in Regular Session, Tuesday,
March 5, 1991 at 7:06 p.m. in the Council Chambers of the
Municipal Compl ex, 1400 Schertz Parkway, Schertz, Texas. The
following members were present: Mayor Earl W. Sawyer, presiding;
Joe Potempa; Hal Baldwin; Barbara Stanhope; Mary Marsh and Ken
Greenwald. Staff present were City Manager Kerry Sweatt and
Deputy City Secretary Alice Austin.

Mrs. Marsh moved to approve the minutes of the Special Meeting of
1-30-91, the BOA Meeting of 2-5-91, the Regular Meeting of 2-5-91
and the Special Meeting of 2-13-91. Mr. Greenwald seconded the
motion which carried as follows:

Mayor Sawyer advised that they had an award to give out tonight.
He then introduced Mr. Potempa. Mr. Potempa requested Mr. Torn
Dovey corne forward. Mr. Potempa said that on behal f of the
Schertz Business Club that he took great pleasure in presenting
Mr. Dovey with a plaque which reads Torn Dovey, City of Schertz,
Employee of the Quarter for October I November and December. He
then tal d Mr. Dovey that on behal f of a 11 the members and the
citizens of Schertz he thanked Mr. Dovey for doing such a
wonderful job.
Mayor Sawyer congratulated Mr. Dovey and advised him that he and
his wife were invited to go to dinner on the City.

#3 BID AWARD: Mr. Sweatt advised that the Schertz
Vol unteer Fire Department has taken bids for a one-ton cab and
chassis. He advised that we had reviewed the bids with the Fire
Department and it is their recommendation that the bid of
Bluebonnet Motors be accepted in the amount of $15,775.50 and an
additional purchase of a 100 amp alternator for $281.12.
Mr. Potempa moved to award the bid to Bluebonnet Motors. Mrs.
Stanhope seconded the motion which carried with the following
vote:

#4 ORDINANCE: Mayor Sawyer introduced an ordinance and
read the caption as follows:
ORDINANCE NO. 91-L-4
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, AMENDING THE CODE OF ORDINANCES CITY OF
SCHERTZ, CHAPTER 10, ARTICLE VI, SECTION 10-100
DEFINITIONS, SECTION 10-101 PERMIT REQUIRED,
SECTION 10-102 APPLICATION FOR A PERMIT; SECTION
10-103 PERMIT COST; AND REPEALING ALL ORDINANCES
IN CONFLICT.
Mrs. Marsh made the motion to approve on final reading an
ordinance amending the Code of Ordinances City of Schertz,
Chapter 10, Article VI, Section 10-100 Definitions, Section 10-
101 Permit Required and Section 10-102 Application for a Permit
and Section 10-103 Permit Cost. Mrs. Stanhope seconded the
motion which carried with the following vote:

#5 ORDINANCE: Mayor Sawyer introduced an ordinance and
read the caption as follows:

AMENDING THE ZONING ORDINANCE, NO. 87-S-1, ARTICLE
XX, OVERLAY DISTRICTS, SECTION 2, SPECIAL OVERLAY
DISTRICT JACK HAYS BOULEVARD AND SECTION 4,
SPECIAL OVERLAY DISTRICT SCHERTZ PARKWAY; AND
PROVIDING A REPEALING CLAUSE.

Mrs. Stanhope made the motion to approve on first reading an
ordinance amending the Zoning Ordinance, No. 87-S-1. Article XX,
Overlay Districts. Section 2, Special overlay District Jack Hays
Boulevard and Section 4. Special Overlay District Schertz
Parkway.
Mr. Greenwald seconded the motion.
Mr. Sweatt advised that the net effect of the amendment is to
remove the prohibition from the overlay for placement of
political signs.

read the caption as follows:

AMENDING THE SIGN ORDINANCE, NO. 86-S-28, ARTICLE
V. SIGNS PERMITTED IN RESIDENTIAL DISTRICTS,
SECTION 6, POLITICAL SIGNS; AND ARTICLE VI, SIGNS
PERMITTED IN ALL BUSINESS, COMMERCIAL AND
MANUFACTURING DISTRICTS, SECTION 10, POLITICAL
SIGNS; AND PROVIDING A REPEALING CLAUSE.
Mr. Greenwald made a motion to approve on first
ordinance amending the Sign Ordinance, No. 8 6-S-28 .

for placing signs and set out the formal process for posting and
removing political signs.

#7 CITY MANAGER'S REPORT: 1. Mr. Sweatt advised that
notice had been received for the TML Region 7 meeting and that we
have to RSVP no later than March 10th. The meeting is on the
23rd with concurring programs from 3 p.m. to 5 p.m. and dinner
program at 6 p.m.

2. He advised that on the 20th of March we would have a tree
planting program at 11 a.m. at the Municipal Complex.
3. He advised that he had received information on a meeting to
be held by the City of San Antonio and the International Banking
Commission on Thursday March 7 at 5 p.m.
#8 ITEMS BY COUNCIL: JOE POTEMPA: Advised that there was a
brand new cable company coming to San Antonio.
HAL BALDWIN~ Asked how thing were going with drainage and what
was the purpose of the meeting between the engineers and the
homeowners. Mr. Sweatt advised that the feeling of the City was
that those were the parties who should resolve the problem and
that the meeting had already been held and he would be making a
report to Council.

the ordinance but this was not ready to come to Council.
MARY MARSH: Mrs. Marsh advised that she, Mrs. Stanhope and the
Mayor had attended a function at the Bluebonnet Palace to honor
volunteers of the year. She advised that Mr. Willman, Schertz
Volunteer of the Year, and his wife attended and that the flowers
provided looked wonderful. She advised that Mr. Willman received
a very nice plaque.
KEN GREENWALD: 1. Advised that the closing ceremony for BVYA
basketball would be held on Saturday at noon at Corbett Middle
School, He invited anyone interested to attend.
