REGULAR MEETING OF THE CITY COUNCIL
MARCH 19, 199 1
The Schertz City Council convened in Regular Session, Tuesday,
March 19, 1991 at 7:00 p.m. in the Council Chambers of the
Municipal complex, 1400 Schertz Parkway, Schertz, Texas. The
following members were present: Mayor Earl W. Sawyer, presiding;
Joe Potempa; Hal Baldwin; Barbara Stanhope; Mary Marsh and Ken
Greenwald. Staff present were City Manager Kerry R. Sweatt and
City Secretary June G. Krause.
Mayor Sawyer opened the meeting by asking everyone to join him in
the Pledge of Allegiance.
Mayor Sawyer then requested June Krause to come forward and read
a proclamation publicly expressing his and the Council's thanks
and appreciation for the continuing professional development and
dedication to duty shown by Mrs. Krause by completing required
education for re-certification as a Certified Municipal Clerk.
Mayor Sawyer then presented a proclamation to American Legion
Commander Jerry Graham proclaiming the month of April as
"American Legion Children and Youth Month".

Mrs. Stanhope moveg to approve the minutes of the Regular Meeting
of February 19th, the Special Meeting of February 27th, the BOA
Meeting of March 5th and the Regular Meeting of March 5, 1991-
Mrs. Marsh seconded the motion, which carried as follows:

#2 HEARING OF RESIDENTS: A. Mr. Earl Hartzog advised
Council of the death of Converse Councilman Bill Wear, stating
the funeral would be the following day at Colonial Funeral Home.
B. Mr. Adolph Aguilar, former Councilman, said he appreciated
the fact that everyone had done a great job the past year. He
said he has heard nothing but good about our police force.

A RESOLUTION BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ. TEXAS, REQUESTING THE AREA
DIRECTOR AND THE AUSTIN STATE SCHOOL TO
SUPPORT THE RANDOLPH OPPORTUNITY ASSOCIATION
FOR THE DISABLED CENTER AND FURNISHING COPIES
OF THIS RESOLUTION TO SEVERAL INTERESTED
PARTIES.
Mrs. Marsh m~~~g to approve the resolution requesting support for
the R.O.A.D. Center. Mr. Greenwald seconded the motion, which
carried with the following vote:

#4 ORDINANCE: Mayor Sawyer introduced an ordinance and
read the caption as follows:
ORDINANCE NO. 91-S-5
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, AMENDING THE SIGN
ORDINANCE, NO. 86-S-28, ARTICLE V, SIGNS
PERMITTED IN RESIDENTAIL DISTRICTS; SECTION
6, POLITICAL SIGNS; AND ARTICLE VI, SIGNS
PERMITTED IN ALL BUSINESS, COMMERCIAL AND
MANUFACTURING DISTRICTS. SECTION 10,
POLITICAL SIGNS; AND PROVIDING A REPEALING
CLAUSE.
Mrs. Stanhope illQved to approve the final consideration of an
ordinance amending the sign ordinance regarding political signs.
Mr. Baldwin seconded the motion, which carried as follows:

Greenwald.

# 5 BID AWARD:
for an ambulance.
Consider and take action on awarding bids
Mr. Sweatt related that bids were received for the purchase of a
1991 ambulance from five suppliers. After reviewing the bids,
SAFES Board and staff recommend awarding the bid to the apparent
low bidder, Wheeled Coach, in the amount of $62,760.
Mr. Greenwald m9y~g to purchase the ambulance from Wheeled Coach
in the amount of $62.760. Mr. Baldwin seconded the motion, which
carried with the following vote:

#6 AGREEMENT: Consider and take action on an Agreement
between Bexar County and the City of Schertz on the Schirmerville
Water Project.
Mr. Sweatt explained the project. covering material only,
included 12,902 linear feet of 8" water pipe, 6219 linear feet of
6" pip, 2940 linear feet of 3" pipe with approximately nine
service connections and nine water meters and seven fire
hydrants, totaling approximately $75,000. The work will be
furnished by the City of Schertz and will provide service to the
families we proposed to serve under the grant application.
Mrs. Marsh moved to approve the agreement between Bexar County
and the City of Schertz on the Schirmerville Water Project. Mr.
Greenwald seconded the motion, which carried as follows:

Consider and take action regarding new
Mr. Sweatt said this has been discussed a number of times with
the Economic Development Task Force and they have recommended
that we use the City of Schertz Newsletter to advise of new
businesses and to welcome those businesses.
Mrs. Marsh said it has been difficult, in the past, to identify
new businesses. They have now developed a system whereby they
will be able to identify and let citizens know there is a new
business in Schertz. This will just be an announcement that a
new business is coming into our community and to welcome them.
Mr. Potempa moved to approve this listing in
News letter. Mrs. Stanhope seconded the motion,
with the following vote:

#8 EXECUTIVE SESSION: Mayor Sawyer called an Executive
Session at 7:15 p.m. under Article 6252-17 Vernon's Texas Civil
Statutes, Section 2 (e) to consul t with the City I S attorney on
Savannah Square drainage matters.
The Regular Meeting was reconvened at 8:40 p.m.

Mrs. Marsh mov~g that the City Manager continue negotiations with
all parties involved in the Deer Haven land dispute. Mr.
Greenwald seconded the motion, which carried as follows:
AYES: Councilmembers Potempa, Baldwin. Stanhope, Marsh and
Greenwald.
NAYS: None
# 10 CITY MANAGER'S REPORT: A.

B. The Regular Chamber Board Meeting will be held here on March
20th, starting at 1:00 p.m. in the conference room.
C. The Community Development Block Grant program operated by
Bexar County has announced a series of public meetings and public
hearings that will be held slightly earlier this year on the
16th, 17th, 18th and 19th of April as public hearings on CDBG
programs for the coming year.

The funeral ~f a member of City Council in Converse, Bill
will be 10:00 a.m. Wednesday at Colonial Funeral Home.
E. The Texas Legislative Conference will be held in New
Braunfels on March 21-23 and this year r S Texan of the Year is
Representative Kika De La Garza.
F. Remind of TML Regional Meeting on Saturday in Kirby.

the Financial Report, it does not have any details of what is
being spent. He asked for a more detailed report.
Mrs. Marsh reminded Mr. Sweatt and Mr. Potempa that Council was
also suppose to get a quarterly verbal expanded report in
addition to the monthly report being furnished.
1:1:!:"u.13J':l.LgwJn: A. Announced that the principal of Schertz
Elementary School returned from active duty and to work.
B. He called attention to an article from the Light newspaper
about a Mr. Bill Hamm, a Schertz Triathlete. He suggested that
there might be some way Council could recognize people such as
this.
C. He asked about the State funds we received in the past in
connection with a State Highway. Mr. Sweatt said that was the
Urban Systems Funds and reminded Council that we had asked them
to redesignate a portion of Doerr Lane and we have not had a
reply. He said he felt the program is still in existence but the
money is tied up in the Highway Department freeze.

Mr. Baldwin said he would like to see if we can get some interest
in another route across the Cibolo Creek connecting Pat Booker
Road and FM 78, with this type funding.
Mr. Greenwald: A. Announced that it is baseball time again with
opening day being April 6th at 9:00 a.m. at the park. They
already have about 440 children signed up with 30 teams. They
have three tournaments set up, with a possible fourth.
#12 ITEMS BY MAYOR: Mayor Sawyer announced that the next
day at about 4:00 p.m. the National Commander of the VFW will be
coming into the City and invited everyone to be present.
Mr. Greenwald added that the State Commander and Quartermaster
would also be present.
Mr. Sweatt announced the Earth Day tree planting at
the following day.

at 9:01 p.m., with the motion being seconded by Mr. Greenwald
and unanimously carried.
