Staff prf?sent were Cit.y Manager Kerry SWeatt and Cit.y Secret.ary Jtme Krause. #1 HEARING OF RESIDENl'S: A. Mrs. Terelet.sky asked when t.he budget Sf?ssion would st.art.. Mr. SWeat.t. said t.hey would be start.ing in lat.e July or early A~~t.. B. Mr. Chuck Sharpe said it. had been a ntl'fi>er of years since t.he project. went in out. at Deer Haven that created sane drainage problems - probably about five Yf?~rs - and nothing has been done since then. He said that sanething has to be done. It. is even to the point now t.hat propert.y val Uf?S are being prot.est.ed because of damage t.hat has been done t.o drainage. He urged Counci I t.o do sanething soon. Mr. SWeatt. informed. that. t.he City At.torney has met. on t.wo occasions wit.h the at.t.orney of the engineer. He said he expects any day a report. frcrn our att.orney. C. Mr. Wi lltran asked if SAFES is noti fied when t.he low water crossing is closed and opened? Mr. SWeat.t. said that. normally t.he dispat.cher, frcrn fire, police and SAFES, is not.ified and before asking anyone t.o make a nm. who handlf?s calls t.hey annotmce that. D. Mr. Leon Davis said he had a bad experience with a dirt. bike. At Rich'oond and Gett.ysburg they are nmning up and down the alley. The Police told him there was no ordinance spf?~king to dirt bikf?s. He said it seems to him there should be an ordinance on this, specifically excessive noise. Mr. SWf?~tt advised that the officer could not initiate a complaint tmlf?ss he registered it as excf?ssive noise or if the person making the call will regist.er a complaint. Mayor Sawyer St~gf?sted he give the complaint prOCf?SS a try. #2 Appraisal District reprf?sentative t.o discuss btrlget and other matters pertaining to the Appraisal District.. Mr. Chuck Sharpe advised that if Council would look back through the records for the last few Yf?~rs, t.hey would find that the Appraisal District has provided a certified tax roll so that the t.aXf?S could be got.ten out on time. Also, over the last t.hree or four Yf?~rs t.heir btldget. has bef:on reduced and they have cane in I / ,... 253 I tmder budget.. At. t.he same time, t.hey have upgraded t.heir comput.er syst.em, and did some microfi lming of records and improved t.heir operation and got. t.heir budget. down t.o a more st.able document. easier to work wit.h. He said he felt t.hey have t.he propert.y values at a litt.le closer to real market. value. He said they were not 100%, yet. much bet.t.er t.han they were. Mrs. Pat. Fox, Chief Appraiser, first expressed her appreciat.ion to the Cound 1 for allowing t.hem t.o visit. She then discussed their budget, which had been sent. t.o Cotmcil several weeks previously. She said the tot.al budget was $615,939 and t.his incl\ldes $7,500 amort.izat.ion of t.he addit.ion t.o t.heir btrilding. Without. this figure the budget would be $608,439 and for 1991 it. . was $634,793; for 1990 $647,000 and 1989 it. was $644,000 which indicat.es it. is dropping. Mrs. Fox said t.hat. in addition t.o adopting the new budget., she is proposing t.hey adopt. a resnluHon to change the method of calculating allocation t.o the jurisdiction. She advised t.hat. t.he Property Tax Code mAndates that t.he levy for all propert.ies wit.hin t.he Cmmt.y be calculat.ed according t.o a st.raight percent.age levy met.hod. She said for those properties outside the cotmt.y lines, the Code just says t.he Chief Appraiser must. det.ennine the cost of appraising those properties. She said she believes the straight percent.age method t.o be t.he best. method. Mrs, Marsh said that in t.he past, we difficulty of t.rying t.o work our budget. on t.he Appraisal Dist.rict, only to get. half allocat.ions change. Is t.here a way t.o do change? have always had t.he t.he figure provided by way through, and the it. where it would not Mrs. Fnx said what. happens is that when they calculate the allocation to t.he jurisdicHon, t.hey use t.he previous ye~r's t.ax levies. The re.ason you get another figure later is that t.hey have to recalculate their figures when the jurisdiction.s have set their t.ax rates. Mr. Sweatt. t.ried to clear up the subject by saying Mrs. Fox is talking about. our port.ion of t.he budget. and Mrs. Marsh was talking about t.otal tax values that we btrild our budget on. Last. year t.he initial figtlre we were t~ing dropped considerably when we were well into t,he budget,. Mrs. Fnx said we shmlld not have that. problem this year, however they stj 11 have several lawsuits pending. She said Schertz had about $4,500,000 in new improvement.s and we are running about. $4;000,000 over nur 1990 appraiserl value. She said they are now in the middle of t.he appeal process and when she compares apples to apples Scherb~ will probably lose 1% t.o 1-1/2% - this does nnt t.ake int.o consideration t.he new improvement.s. 254 1 'T'hey sent out. about. 34000 not.ices of appraised value. There were two types of notices - the long form went to those whose value increased more than $1,000. There were about 6,000 of those and the remainder either decreasAd, remained t.he Sal1"le or had a value tmder $1,000. Mrs. Fox said she knew t.hey had an equalization probl F'ffi and this YE."..ar they hit the hot spots - the very high or t.he very low. she said she felt. that. over the next twenty-four month period the Dist.rict. would redo all land values wit.hin t.heir jurisdiction. she ended by saying t.he appeal process is going very well - this year t.hey had 44 people file to appear before t.he Appraisal Review Board. She said t.hey are visiting with about 300 people a week. she did not. expect. a suit problem as they had in t.he past. Mr. Sweatt. slmnarizAd by saying our total assessed value will be approximately the same, exClltsive of the new propertiE."5 - will dec:rease by about 1% to 1 -1/2% before the new properties are added. Mayor Sawyer thanked Mrs. Fox and Mr. Sharpe for giving Council this briefing. #3 HEALTH/LIFE INSURANCE: Consider and t.ake action on awarding bid on the anployee's health/life insurance. Sane would not. bid and others offered bids nearly 28% over last year's cost..
