REGULAR MEETING OF THE CITY COUNCIL
AUGUST 20, 1991
The Schertz City Council convened in Regular Session, Tuesday,
August 20, 1991 at 6:00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The
following members were present: Mayor Earl W. Sawyer,
presiding: Joe Potempa; Hal Baldwin; Barbara Stanhope: Mary
Marsh and Ken Greenwald. Staff present were City Manager Kerry
R. Sweatt and Deputy City Secretary Alice Austin.

Mayor Sawyer advised that Council would now leave
chambers for a tour of the Fire Department and the
Regular meeting was reconvened after tour at 7:00 p.m. in the
Council Chambers.
Mayor Sawyer opened the meeting by aSking everyone to join him in
the Pledge of Allegiance.
#2 APPROVAL OF MINUTES: A. Regular Meeting of 7-16-91.
B. Special Meeting of 7-31-91.
Mrs. Stanhope moved to approve the minutes of the Regular
Meeting of 7-16-91 and the Special Meeting of 7-31-91. Mr.
Greenwald seconded the motion which carried with the following
vote:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
#3 HEARING OF RESIDENTS: None
#4 APPOINTMENT: Consider and take action on appointing David
Barker to the Housing Authority Board.
Mrs. Stanhope move to approve the appointment of David Barker to
the Housing Authority Board. Mr. Baldwin seconded the motion
which carried with the following vote:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
#5 APPOINTMENT: Consider and take action
recommendation to appoint Bobbie Vonada to fill
Planning & Zoning Commission.

Mr. Greenwald move to approve the appointment of Bobbie Vonada
to the Planning & Zoning Commission. Mrs. Marsh seconded the
motion. Mrs. Marsh advised that Mrs. Vonada is a joy to have
as a citizen. She further stated that Mrs. Vonada had become
involved in the city approximately one and one/half years ago and
that she had made herself aware of many facits of the city.

The motion and second to appoint Mrs. Vonada carried with the
fOllowing vote:
AYES: Councilmembers Potempa, Baldwin, Stanhope, Marsh and
Greenwald.
NAYS: None
Mayor Sawyer welcomed Mrs. Vonada and advised that he felt
that she was indeed a good citizen and that he appreciated the
time and effort that she had put in so far.
#6 CITY MANAGER'S REPORT: A. Mr. Sweatt advised that he
had a discussion with Dale Stein of the Texas Highway Department
regarding consideration of preparing a median strip in lieu of a
continuous left turn lane on FM 3009. Outlined a number of items
that were of concern if that were to take place. There would be
an estimated additional two year period in the process due to
revising the plan specifications and the need for additional
right-of-way. The additional cost would be in the neighborhood
of $300,000.00 and that it would be the city's responsibility to
maintain the landscaping and for maintenance of the median and
the adjacent curbs. We have completed acquisition of
right-of-way on FM 3009 and will be signing papers with the title
company within the next several days. There is still one tract
to be obtained by the City of Cibolo. The Highway Department
still estimates a 1993 letting but Representative Kemple has
suggested that now the right-of-way has been acquired he would be
happy to intercede in our behalf.

Sweatt advised that we are preparing a draft of a
discussion with Economic Development Task Force

#7 ITEMS BY COUNCIL: None
#8 ITEMS BY MAYOR: Advised that he would like to have a
brief statement in the Newsletter on what Phase 1 of the Water
Conservation Effort is,
Mr. Baldwin advised that he had passed three people watering
on his way to the meeting. These people were on both sides of
the street and that obviouslY people were not aware of the plan.
He also advised that he had received a call from a man behind
Wuest and that the man was realy upset and indicated that we did
not have any enforcement and that everyone knows this.
Mr. Sweatt advised that we had all spoken with him and that
we had not been extremely hardline. When he and Mr. Bierschwale
had discussed this with Council last year they had understood
that Council wanted us to encourage compliance instead of taking
a hard line.

*9 ADJOURNMENT: Mr. Potempa moved the meeting be adjourned
at 7:10 p.m.. Mrs. Marsh seconded the motion which carried with
a unanimous vote.
