SPECIAL MEETING OF THE CITY COUNCIL
AUGUST 20, 1991
The Schertz City Council convened in Special Session, Tuesday.
August 20, 1991 at 7:12 p.m. in the Conference Room of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The
following members were present: Mayor Earl W. Sawyer,
presiding; Joe Potempa: Hal Baldwin; Barbara Stanhope; Mary
Marsh and Ken Greenwald. Staff present were City Manager Kerry
R, Sweatt and Deputy City Secretary Alice Austin.
#1 BUDGET WORKSHOP: Mr. Sweatt advised council that Budget
Workshops would be held on August 28, September 3 and September
11 if necessary.
The Public Hearing on the Tax Rate is scheduled on September 10
and the Public Hearing on the Budget was scheduled for September
17. He further advised that the Budget Ordinance and the Tax
Ordinance would be scheduled for the September 17th meeting for
emergency consideration.
Council began discussing, line by line, budget requests for the
Police Department.
Mr. Brown advised that they had sat through the previous
meeting for nearly 2 hours and went through 6 departments. He
advised that there was not one dollar cut from the budget. He
asked council if they were considering that there were three
salary figures throughout the budget. He said that he understood
that it was at the discretion of the City Manager to raise
salaries. Mr. Sweatt advised that this is not right. Mr.
Brown asked what longevity is. Mr. Sweatt advised that this was
a payment of $2.00 per month for length of service for each
employee. He further said that salaries, overtime and longevity
are all the same thing when considering budget request. Mr.
Sweatt advised that salaries are salaries, overtime is an
estimate of what we will pay in overtime during the year and
longevity is a payment once a year of the $2.00 per year of
service with the City. Mr. Sweatt further advised that all of
these items go together to make up personnel costs.
Mrs. Marsh advised that the citizens would have to understand
how Council works, They first go through the entire budget and
ask questions. After they have gone over the entire budget they
go back using the notes they have made and then determine where
their priorities lie and what needs to be cut, if anything. She
said they would not hear anything about dollars until after
Council had reviewed the entire budget.
Mr. Brown advised that he wanted to be sure that the citizens
would not be locked out of any decision when the Council got down
to the final meeting.

Council continued reviewing the budget requests for the
Police, Fire, Inspection, Street, Park, Municipal Building,
Animal Control, Swimming Pool, Administration, and the Library.
