ccreg 11-21-1989 60 REGULAR MEETING OF THE CITY COUNCIL NOVEMBER 21, 1989 The Schertz City Council convened in Regular Session, Tuesday, November 21, 1989, at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presidingi Earl Hartzoqi Hal Baldwini Barbara Stanhopei Mary Marsh and Ken Greenwald. Staff present were City Manager Kerry R. Sweatt and City Secretary June G. Krause. 11 PRESENTATION OF AN AWARDS PROGRAM FOR THE POLICE DEPARTMENT. Mayor Sawyer said he was very pleased to be a part of this presentation for the Police Department, which has grown and prospered under the leadership of Chief Agee and City Manager Kerry Sweatt. He told all the members of the department present that Council was proud of each and everyone one of them. Chief Agee said the awards program is designed to honor those officers and other members who have distinquished themselves in some manner. Chief Agee first introduced five new members of his department, including two dispatchers and three police officers. He said he fel t they would all be valuable members of the department. He then thanked the Council for the support the police department has gotten during the past year. Mr. Sweatt said staff has asked Council to participate in this program because it is a new program and so specially oriented for the police department and to share with the families of the department. The one award that will not be awarded at this time is the Department Employee of the Year Award - that will be awarded at the Annual Awards Night in December. He then asked the Mayor if he would step down and present the awards and the Council to step down to the opposite side to serve as a receiving line. Awards were then presented as follows: Reserve Officers Todd - Marksmanship; Lambert - Marksmanshipi Webb - Marksmanship, 2-year Service and Good Conduct. Reserve Commander Young _ Marksmanship, 5-year Service, Life Saving, and Good Conduct. Patrol Officers - Marksmanship to Pruitt, Cantrell, Harris and Smith, as well as Sergeant Tacquard. Communications Officers Case - 2-year Service and Good Conducti Aikman - 5-year Service and Good Conduct. Office Manager Galloway - 10-year Service, and Good Conduct. Warrant Officer Shupp - 2-year Service and Good Conduct. Patrol Officers Zambrano - 2-year Service and Good Conduct; Garland - Marksmanship, 2-year Service and Good Conducti Flowers - Marksmanship, 2-year Service, Life Saving and Good Conduct. Corporal MacSorley - Marksmanship, 5-year Service, 5- year Safe Driving, Police Shield and Good Conduct. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmembers Hartzog, Baldwin, Marsh and Greenwald NAYS: None ABSTAINING: Mrs. Stanhope, as she was not present at the meeting. #3 HEARING OF RESIDENTS: None #4 ORDlHAIICE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 89-M-34 AN ORDINANCE BY THE CITY COUNCIL OF OF SCHERTZ, TEXAS, APPROVING THE ADJUSTMENT AGREEMENT BETWEEN THE SCHERTZ AND THE CITY OF SAN ANTONIO THE CITY BOUNDARY CITY OF Mr. Greenwald ~oved to approve the final reading of an ordinance approving the Boundary Adjustment Agreement between the City of Schertz and the City of San Antonio. Mrs. Marsh seconded the motion, which carried with the following vote: AYES: Councilmembers Hartzog, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #5 RESOLUTION: Mayor Sawyer introduced a resolution and read the caption as follows: RESOLUTION NO. 89-R-15 A RESOLUTION BY THE CITY COUNCIL DESIGNATING "FIGHT BACK AGAINST DRUGS" WEEK IN SCHERTZ, TEXAS. Mr. Hartzog moved to approve the resolution designation "Fight Back Against Drugs" week as December 3 - 9, 1989. Mr. Baldwin seconded the motion, which carried as follows: 62 AYES: Councilmembers Hartzog, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #6 RESOLUTION: Mayor Sawyer introduced a resolution and read the caption as follows: RESOLUTION NO. 89-R-16 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, CASTING THE CITY'S 166 VOTES FOR GUADALUPE COUNTY APPRAISAL DISTRICT DIRECTORS. Mr. Baldwin moved to approve the resolution casting the City's votes for Charles B. Sharpe for Guadalupe County Appraisal District Directors. Mrs. Marsh seconded the motion, which carried as follows: AYES: Councilmembers Hartzog, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #7 RESOLUTION: Mayor Sawyer introduced a resolution and read the caption as follows: RESOLUTION NO. 89-R-17 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, APPOINTING THE COUNCIL LIAISON TO THE HOUSING AUTHORITY BOARD TO ASSIST THE SENIOR CITIZENS IN THEIR ARTS AND CRAFT PROGRAM. Mrs. Marsh moved to approve the resolution designating the Housing Authority Board Liaison to assist the senior citizens in their Arts and Craft Program. Mr. Greenwald seconded the motion, which carried with the following vote: AYES: Councilmembers Hartzog, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None Mayor Sawyer announced that Mrs. Stanhope is the appointed liaison and at the last senior citizen arts show, they carne up short on prizes. Mrs. Stanhope, Bud Cyr and Warren Klebig donated the prizes needed. We feel that by naming the Council Liaison to be in charge of this in the future, things will go much smoother. #8 EXECUTIVE SESSION: Mayor Sawyer called an Executive Session under Article 6252-17, Section 2 (g) of Vernon's Texas Civil Statutes, to discuss with the attorney pending litigation, at 7:19 p.m. ) / tr> C The Regular Session was reconvened at 8:20 p.m. '9 Consider action regarding the above referenced litigation. Mayor Sawyer explained that Council was briefed by the attorney and no action was necessary at this time. #10 CITY MANAGER'S REPORT: A. We have been invited by the Schertz Volunteer Fire Department to their Christmas party on December 16th. Happy Hour from 6-7 p.m. and dinner at 7:00 p.m. They would like an RSVP. B. Will schedule for the next action agenda, action on the Bexar Metro 9-1-1 District Budget. C. Mr. Sweatt then wished everyone a happy Thanksgiving and reminded them that the Municipal offices would be closed both Thursday and Friday. #11 ITEMS BY COUNCIL: Mr. Hartzog: A. Asked if anything was planned for "Fight Back Against Drugs Week". Mr. Sweatt said there was an article of historical interest on this subject available at the Police and Library Departments, but nothing formal was planned. B. Concerning the car lot that just went in on Main Street, the City paid to have a house torn down on that property. He asked if the City ever received their money back for this. Mr. Sweatt said he would look into it. C. Said he had been questioned by a citizen concerning the house that burned on Curtiss - is it going to be boarded up? Mr. Sweatt said that normally after the Insurance investigator completes his report, that will be done. He said he would ask Chief Melton about that. Mr. Baldwin: Said he was very pleased that the Police Department personnel were recognized and thought it a first class presentation and would like to see it continued. Mrs. Stanhope: A. The Schertz Humane Society /Senior Citizen Craft show was canceled and has been rescheduled for December 2nd. B. She also felt the Police Department awards program was just great. Mrs. Marsh and Mr. Greenwald agreed with other Councilmembers about the awards program. 64- # 12 ITEMS BY MAYOR: Mayor Sawyer also agreed, saying we are all very proud of our Police Department and intend to continue this type program, not only for the Police Department, but for all employees. # 13 ADJOURIIMEIIT : adjourned at 8: 28 p. m. unanimously.
