REGULAR MEETING OF THE CITY COUNCIL APRIL 17, 1990 The Schertz City Council c~mvened in Regular Session, Tuesday, April 17, 1990. at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Earl W. Hartzog; Hal Baldwin; Barbara Stanhope; Mary Marsh and Ken Greenwald. Staff present were City Manager Kerry Sweatt and City Secretary June Krause. Mayor Sawyer read a proclamation designating the week of April 22nd through 28th as "National Library Week". Mayor Sawyer then opened the meeting by leading everyone in the Pledge of Allegiance. #1 APPROVAL OF MINUTES: Mr. Hartzog moved to approve the minutes of the Special Meeting of March 14th and the Regular Meeting of March 20, 1990. Mr. Greenwald seconded the motion, which carried with the following vote: AYES: Councilmember Hartzog, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None ABSTAINING: Mr. Baldwin for the meeting of March 20, 1990. #2 HEARING OF RESIDENTS: None # 3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 90-K-13 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AUTHORIZING THE ABANDONMENT OF CERTAIN LAND AND REAL PROPERTY INTERESTS CURRENTLY OWNED BY THE CITY; AND OTHER MATTERS IN CONNECTION THEREWITH. Mrs. Marsh moved to approve the final consideration of an ordinance conveying 0.0003 acres of land unto Von Scheele Company. Mrs. Stanhope seconded the motion, which carried with the following vote: AYES: Councilmembers Hartzog, Baldwin, Stanhope. Marsh and Greenwald. NAYS: None #4 BID AWARD: Mayor Sawyer advised that three bids were received on the Official Notice of Publication and these bids were discussed at the last workshop. ) p' (); ,-', Mr. Hartzog IJlQY~pd to award publication to the Herald seconded the motion. the bid for the official Newspaper Group. Mrs. Notice of Stanhope Mr, Hartzog said he really hoped that the Herald would seriously look into his suggestion of using recycled paper. Mr. Sweatt asked the council to designate an alternate newspape~ and said staff recommended the Seguin Gazette, Mr. Hartzog then ~mend€)g his motion to include the designation of the Seguin Gazette as the al ternate newspaper. Hrs. Stanhope seconded the amendment, and the motion carried as follows: AYES: Councilmember Hartzog, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #5 CITY MANAGER'S REPORT: A. Planning & Zoning has reviewed the request and set their public hearing and recommend the Council hold their public hearing on May 15th for the rezoning of the Van Scheele land on Pecan. P&Z'S public hearing will be on the 5th of May. B. The Chamber of Commerce has provided notice of their Mixer for April 25th from 5:00 to 7:00 p.m. to be held at the Recorder- Times office in Universal City. C. Each of Council has received notice of a meeting scheduled by the Canyon Regional Water Authority for April 23rd at the Immaculate Conception Catholic Church Hall, Santa Clara Street. Marion. Texas. D. There was an article in identified Schertz as a 'Speed that article. the Texas Monthl Y magazine that Trap'. We will be replying to #6 ITEMS BY COUNCIL: Mr.._I3alciwi,n: A reminder that May 12th is Senior Citizen Appreciation Day. Thanked everyone for going out to the BVYA opening Saturday - had a great day. B. We need an update from the attorney on what is the latest status on screening of junked vehicles. P&Z members are getting a lot of calls on screening. Mr. Sweatt said that P&Z recommended some changes to the ordinance and staff had asked for more definitive information on covers. He said he was not aware of anything else needed from the attorney. #7 ITEMS BY MAYOR: A. Mayor Sawyer announced that "Earth Day" was April 22nd and "Arbor Day" April 27th. 198 B. Live Oak Fire Department will be celebrating the 20th anniversary and have invited everyone to their rededication. C.
