ccswks 01-11-1989 54 SPECIAL SESSION OF THE CITY COUNCIL JANUARY 11, 1989 The Schertz City Council convened in Special Workshop Session, Wednesday, January 11, 1989, at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presidingi Earl P. Hartzog; Hal Baldwin; Adolph Aquilar and Ken Greenwald. Absent: Ray Stanhope. Staff present were City Manager Kerry R. Sweatt and City Secretary June G. Krause. #1 HEARING OF RESIDENTS: A. Mrs. Doris Courtney had the following list of questions: (1) has the printer been purchased from revenue sharing funds for June Krause. (2) who has the contract for the landscaping (3) has the City's official newspaper been decided (4) when the garbage rates were discussed, citizens were promised a large container - what is the status of that; (5) requested an up-date on the P&Z Committee for the City Plani and (6) who did the City lease-purchase police cars from and when the sergeant positions are filled, will they be going in house. Mayor Sawyer advised that the printer was being purchased; we have not let a landscape contract nor have we named a different official newspaper. Mr. Sweatt advised that the large container mentioned in the garbage contract is designed for more sparse areas and would only have one pick-up per week. He said we do not feel it appropriate for concentrated areas we believe the current method is sufficient. (5) the P&Z Committee has not been named as yet but a recommended list of names will be submitted to Council soon. (6) The lease-purchase for police cars is throuqh the Houston- Galveston Council of Governments. The bids have been awarded and we have notified them and expect 60 to 90 days delivery. Sometime in February we should be notified the vehicles are ready. The promotions consists of two additional Patrol Sergeants that will be filled from within the department based on criteria from the Chief. The positions are available to all police personnel and those that stated an interest were given some background information to study. The reviews began this date. The Review Board consists of area law enforcement personnel. Each applicant will be tested and rated on the same basis. As to the printer, we will solicit quotations and will upgrade the City Secretary's office. B. Mr. Ed Mazian asked if the two new Patrol Sergeants were goinq to be on the street. Mr. Sweatt said they would because they are supervisors of their shifts. C. Mr. Jerry Graham said that bout one year ago he and one of his department personnel had presented plans for a City Shield. '--- ( 55 He said neither of them had received any reply, so they feel it is being considered. He said that Mr. Myers had called him from California, where he is now located, to again address this item. He said they did not feel their design was that complicated. Mayor Sawyer said the design had been on display and Council had asked for comments. '2 Discussion of January 17th agenda items: A. Ordinance amending the Code, Section Intersections in Silvertree Subdivision. from Council. 18-32, providing Stop No additional comments B. Ordinance amending the Zoning rezoning of land out of Comal and additional comments from Council. ordinance Gaudalupe confirming Counties. the No C. Ordinance amending the Mobile Home Ordinance regarding the design and location of storage facilities. No additional comments at this time. '3 Discussion of selecting a name for the newsletter. Mayor Sawyer advised that he had asked everyone to come prepared for a final selection of a name. He said he fel t the one most prevalent at the previous meeting was "Schertz Tales". Mr. Hartzog said he would like to pick a name that shows professionalism - such as "Statesman" or "Communicator". Mr. Baldwin said he did not know if it would be so necessary to be dead serious about the newsletter name. He did not have any favorites but could go along with any. Mr. Greenwald and Mr. Aguilar favored "Newsletter". Mayor Sawyer asked some of the audience for their op~n~ons and the most often expressed was the "Schertz Newsletter". The Mayor then advised we would stay with the "Newsletter" designation and if the citizens did not like that, it could always be changed. '4 Discussion of an ordinance amending the Code, Section 18-32 Stop Intersections (primarily in the Schirmerville area) Mr. Sweatt commented that in the course of checking various parts of town, it was found that these intersections were in the Code. Staff recommends these be added secondary and major intersections. He said that in are covered already but we would like to add them to not included they are a sense they the code. Council briefly discussed the various areas and said they would be ready to vote at the next meeting. I \ -L:.. Ov '\ j #5 CITY MANAGER'S REPORT: A. Mr. Sweatt called attention to a 'Property Handling Procedure' memorandum, saying staff had a lot of help from the auditor, Chief Agee and other law enforcement personnel on this procedure. It is a pol icy for management of the property room. Mr. Hartzog asked about the property that was not logged. Mr. Sweatt said we have everything and will discuss with the city attorney on what can be destroyed. He went on to say, we are looking at found property - later we will be talking about an auction for City property with vehicles. He advised that staff believes auction is the most effective way to dispose of property. Some property will be traded in, such as radars. Mr. Hartzog then stated that it has been a tradition that bicycles have been given to the Library/Humane Society for their auction. Mr. Sweatt advised that is not improper if that is what Council wants to do. We were to drill a test well first. He said that some complications have arisen. Selma has objected to Schertz drilling a well inside their city limits. He said we have not been turned down officially. Mr. Sweatt said there are two choices (1) we can withdraw or (2) go to City of Selma and have them turn down our request. He said he did not feel it that important to drill in this particular area. We were to receive some alternative bids on the 10th and they will at least give us some cost figures. The more immediate question is does Council feel it appropriate to make this request to the City of Selma or look at other sites. It was agreed by Council that the Selma Council should turn us down officially. #7 ITEMS BY COUNCIL: Mr. Aauilar: A. The Library and Humane Society will have their annual auction and dance on Saturday, February 4th at the VFW from 8 until 1 p.m.. There will be door prizes and donations for these will be appreciated. B. On the weekend after Easter, March 31st, they will have the Library Book Sale. C. Visited with Mr. Stanhope and he is holding his own. Mr. Hartzoa: A. January 12th at 7:30 a.m. the Chamber of Commerce and Economic Development Committee will meet at Corner Restaurant. ( 57 B. The City of Schertz Economic Development meeting will be at the Library at 7:00 p.m. on January 12th. The Council is invited to attend. C. On Friday morning January 13th, will be going to San Marcos for the Austin-San Antonio Corridor meeting at 10:00 a.m.. They will be up dating on what the Board has decided as to where they will be going in the future. D. Concerning the logo brought up by Mr. Graham, Mr. Hartzog said he felt it had too much on it and felt we should look at something plainer. E. There seems to be a lot of overtime being reported for the Animal Shelter. Mr. Sweatt said generally it is because they are called out for specific items after working hours; but he would check to be sure. Mr. Hartzog asked if it would be possible for the police to take care of these calls and Mr. Sweatt said he would rather the police not be involved in checking on animals. G. Concerning the fire at the Rio Vista Apartments, the reports showed unit 125 responded and he thought the fire department used 200 numbers. Mr. Sweatt said it might have been his number. Mr. Sweatt said this was a good cooperative venture among the fire, water, EMS and police. They did a good job. Mr. Baldwin: He had a call from a gentleman that was disgusted about all the abandoned cars around the city. Mr. Sweatt said we do have an ordinance but it needs strength to give us a bit more authority to file a lien or we can look at Code Enforcement so several recommendations and hopefully will have a good attack on the issue. Mr. Baldwin said Council may need to look at strengthening the department that will be handling that to include weeds, etc. Mr. Sweatt said he would like for us to do the best with the resources we have; and if we cannot handle it then we will come back to Council. Mr. Greenwald: A. Noticed on the monthly Fire Department report, is there any reason why we went all the way to Quintana Road? Mr. Sweatt said this was a train derailment and we do have a mutual aid agreement to respond when needed. B. At the end of Schertz Parkway at FM 78, there are only three lights. When you come up the road from the trailer park, there is no light. Mr. Sweatt said that is not a street but private property according to the State. Mr. Greenwald suggested doing something to control access to F.M. 78. #7 ITEMS BY MAYOR: A. Under the item concerning overtime for Animal Control, we need to know what hours we are paying for. If it is evening hours, then maybe a shift differential is called for. \ 58 ~ B. One of our citizens asked about the committee on planning for the P&Z. Mayor Sawyer suggested two names: Bob Booth and Jim Todd. Council needs to come up with more names from various parts of the city. Mr. Baldwin suggested Harold Bowman and Dick Howe. Mr. Aguilar sugqested Steve Lamm. Mr. Hartzog requested Jim Shriver or someone from the Business Club. Mr. Greenwald wanted to check with some people. The P&Z will have their suggestions at their February 24th meeting. Michelle Tereletsky advised that the Humane Society had received a check from Charlotte Dowman for hand rails at the Animal Shelter steps. She requested they be notified if this is a good or bad idea. #8 ADJOURNMENT: There being no further business to come before Council, Mayor Sawyer declared the meeting to be adjourned at 8:27 p.m. ATTEST:
