REGULAR MEETING OF THE CITY COUNCIL
JANUARY 17, 1989
The Schertz City Council convened in Regular Meeting, Tuesday,
January 17, 1989, at 7:00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The
following members were present: Mayor Earl W. Sawyer, presiding;
Earl P. Hartzog; Adolph Aguilar and Ken Greenwald. Absent: Hal
Baldwin and Ray Stanhope. Staff present were City Manager Kerry
R. Sweatt and City Secretary June G. Krause.
Mayor Sawyer first read a proclamation naming January 20th, 1989
as "ARBOR DAY".
Mr. Wayne Wol ter, Vice President of the Schertz Business Club
presented Sgt. Steve Starr with the "Employee of the Quarter"
award for his exceptional work especially during the time of his
tenure of Acting Chief of Police.
Police Chief Agee then introduced tow of his personnel who had
recently been promoted to the rank of sergeant - John Reidy and
Mike Tacquard. Both of these men went through a rigorous
process. He also commended the people who participated in the
selection process for a fine job. There were several personnel
from the Police Department present for these presentations.
#1 APPROVAL OF MINUTES: Mr. Aguilar move~ to approve the
minutes of the Regular Meeting of December 10, 1989 with
corrections. Mr. Greenwald seconded the motion.
Mr. Aguilar requested that the last sentence of the 4th paragraph
of item # 1 be corrected to read: "The investment is based on
each of those homes, not just the ones that take cable TV." He
also asked that the second sentence of the 5th paragraph of item
# 1 be corrected to read: "In 1974 there were 4 basic channel s
and today there are 33 basic channels."
Mayor Sawyer then called for a vote on the motion, which carried
as follows:
AYES: Councilmen Hartzog, Aguilar and Greenwald.
NAYS: None
#2 HEARING OF RESIDENTS: None
#3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the
caption as follows:
ORDINANCE NO. 89-D-2
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF

ORDINANCES, CITY OF SCHERTZ, TEXAS BE AMENDED
BY REVISING SECTION 18-32 STOP INTERSECTIONS,
PROVIDING FOR STOP STREETS IN SILVERTREE
SUBDIVISION; AND REPEALING ALL ORDINANCES OR
PARTS OF ORDINANCES IN CONFLICT.
Mr. Greenwald moved to approve the final reading of an ordinance
amending Section 18-32 of the Code, providing Stop Intersections
in Silvertree Subdivision. Mr. Aguilar seconded the motion,
which carried with the fOllowing vote:
AYES: Councilmembers Hartzog, Aguilar and Greenwald.
NAYS: None
#4 ORDINANCE: Mayor Sawyer introduced an ordinance and
read the caption as follows:
ORDINANCE NO. 89-S-3
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, AMENDING THE ZONING
ORDINANCE NO. 87-S-1 TO CONFIRM THE REZONING
OF LAND OUT OF GUADALUPE AND COMAL COUNTIES
AND REFLECTING SUCH CHANGES ON CERTAIN ZONING
MAPS IN ACCORDANCE WITH THE SCHERTZ ZONING
ORDINANCE.
Mr. Hartzog moved to approve the final reading of an ordinance
confirming the zoning of land out of Comal and Guadalupe
Counties. Mr. Greenwald seconded the motion, which carried with
the following vote:
AYES: Councilmen Hartzog, Aguilar and Greenwald.
NAYS: None
#5 ORDINANCE: Mayor Sawyer introduced an ordinance and
read the caption as follows:
ORDINANCE NO. 89-S-4
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS AMENDING THE MOBILE HOME
ORDINANCE NO. 87-S-8, SECTION XI, MOBILE HOME
PARKS, PARAGRAPH B.2.q DESIGN AND LOCATION OF
STORAGE FACILITIES.
Mr. Greenwald moved to approve the final reading of an ordinance
regarding design and location of storage facilities. Mr. Aguilar
seconded the motion.
Mr. Aguilar stated that this ordinance will give the
latitude. Mr. Greenwald said it would and that
amendment worked well in one area but not in another.

Mr. Sweatt advised that the inspectors would not bend to violate
a set back line.
Mayor Sawyer then called for a vote on the motion, which carried
as follows:
AYES: Councilmembers Hartzog, Aguilar and Greenwald.

#6 ORDIHAlICE: Mayor Sawyer introduced an ordinance and
read the caption as follows:
AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, PROVIDING THAT THE CODE OF ORDINANCES,
CITY OF SCHERTZ, TEXAS BE AMENDED BY REVISING
SECTION 18-32 STOP INTERSECTIONS AND
REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT.
Mr. Sweatt said that after discussing at workshop, staff has
added four different locations to bring them all up at one time.
Mr. Hartzog moved to approve the first reading of an ordinance
amending the Code Section 18-32 Stop Intersections. Mr. Aguilar
seconded the motion, which carried as follows:
AYES: Councilmembers Hartzog; Aguilar and Greenwald
NAYS: None
Mayor Sawyer advised that Mr. Stanhope has been admitted to the
hospital and our prayers are with him.
#7 CITY MANAGER'S REPORT: A. Mr. Sweatt said both he and
the Mayor had received letters from Converse, who desire to start
a YMCA for the area. There will be a meeting on this subject at
7:00 p.m. Tuesday, January 31st at the Converse Complex. Notify
everyone who might have an interest in establ ishing a YMCA of
this meeting.
B. Report with a great deal of regret, our neighboring city has
denied Schertz' request to purchase a tract of land on which to
drill a well. Our plan called for drilling an additional well so
we approached the City of Selma with a request that they concur
with our purchase of land for this purpose.
#8 ITEMS BY COUNCIL: Mr. Hartzoa: A. We had an Economic
Development meeting last Thursday at the Library and developed an
Economic Development Plan. Invited the P&Z, Business Club,
Industrial Development Committee and Schertz Housing Finance
Corporation as well as the public. About 22 or 23 attended.

B. At previous meeting we had mentioned about the Highway
Department working on Lower Seguin Road. Mr. Hartzog said he did
not advocate curbs and gutters but just wanted to straighten out
the road.
C. Asked what happened to the Joint Land Use Plan. Mayor Sawyer
said we would be gettinq a letter from the Council of Mayors on
thatj but do not believe we will be joining.
Mr. Aauilar: A. Advised that the previous Friday he and Mr.
Sweatt went to San Marcos to attend the Austin-San Antonio
Corridor Meetinq. The whole idea was to reorganize the continue
the theme or imaqe and not duplicate either the Chamber of
Commerce or AACOG activities. Mayor Cooke from Austin seemed to
be the driving force. He advocated maintaining some type of
toqetherness - maybe even having some other name other than the
Corridor and to strive for tourism. He wants to have more small
ci ties participate. Mayor Cooke wants to continue and present
some Charter rules, work on the budget and change it so that
those that pay should be on the board. They have sugqested that
Austin and San Antonio should pay $65,000 - the COG $4 1000 -
Universities would be $4,000 - Commercial units $5,000 and small
cities $1,500. If one cannot afford that much, they could qet
together with other cities. The By-laws will be worked on at the
Executive Board meetinq to be presented at the January 27th
meeting.
Mr. Greenwald: CVADAC will be hOlding another seminar on the
19th at the Library from 7 to 8:30 on "Audit Children of
Alcoholics".

#10 ADJOURNMENT: Mr. Aquilar moveg the meeting be adjourned
at 7:26 p.m. Mr. Greenwald seconded the motion, which carried
with a unanimous vote.
