ccreg 06-20-1989 214 ~ REGULAR MEETING OF THE CITY COUNCIL JUNE 20, 1989 The Schertz City Council convened in Reqular Session, Tuesday, June 20, 1989, at 7:00 p.m. in the Council Chambers, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presidinq; Earl P. Hartzog; Hal Baldwin; Barbara Stanhope j Mary Marsh and Ken Greenwald. Staff present were Assistant City Manaqer Steve Simonson and City Secretary June G. Krause. #1 HEARING OF RESIDERrS: There were none wishing to speak. #2 JOHN LUND ZONING CASE: Consider and take action on a request by John Lund and recommendation from the P&Z for placement of mobile homes on lots on FM 1518. Mr. Simonson advised that Planning & Zoning had recommended that instead of granting an exception to the Zoning Ordinance as requested, a Specific Use Permit be issued and be extended from the usual six months to a two-year period. He said something will have to be happening to the property or the permit will be revoked. Mr. Simonson also said that research has been done on the Air Installation Compatible Use Zone for this property and the AICUZ zoninq specifies one house per acre or half acre; however this will be one mobile home right after another. Mr. Hartzoq said he was shocked that P&Z missed this AICUZ zoninq and recommended they be briefed on this subject. Mr. Hartzog then moved to deny Mr. Lund's request. Mr. Greenwald seconded the motion. Mr. Baldwin asked if Mr. Lund had been advised of this. Mr. Simonson said we have not been able to get in touch with him as he is on vacation. He was advised of the dates of the hearings and meetinqs. Mr. Baldwin then asked if, when he came in for a request, anyone advised him this was in the AICUZ. Mr. Baldwin thouqht it would be better to discuss this if Mr. Lund was present. Mayor Sawyer suqqested tabling this item until Mr. Lund could be present. Mr. Baldwin said this man already wants to be disannexed and now he has paid for the public hearinq, when technically he was not authorized to qo to public hearing to begin with. Mr. Hartzoq then amended his motion to include that Mr. Lund's fee for the public hearing be refunded. Mr. Greenwald amended his second. (/ 215 Mr. Greenwald said this property has been in the AICUZ every since it was annexed into the City. Mr. Hartzog added that this is one of the reaSons we annexed this property. Mayor Sawyer then called for a vote on the motion before Council and the motion carried as follows: AYES: Councilmembers Hartzoq, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None Mrs. Marsh asked if all the mobile homes currently there, as well as other bUildings, were qrandfathered. Mayor Sawyer said they were. #3 EDTF BUDGET: Consider and take action on amending the budget to establish a budqet for Economic Development Task Force. Mr. Baldwin moved to approve the Economic Development Task Force budget as presented. Mr. Hartzoq seconded the motion, which carried with the following vote: AYES: Councilmembers Hartzoq, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #4 RESOLUTION: Consider and take action on a resolution supportinq Karnes County I s application for a maximum security facility and City of Dilley for a medium to minimum security facility. Mayor Sawyer explained that he had a request from Mr. Sweatt asking that Council hold off taking action on this resolution until the City of Hondo can get their application into AACOG for review. Mrs. Marsh moved to table this item. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmembers Hartzog, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #5 BID AWARD: Consider and take action on awardinq bid on City Employee's medical/hospital insurance. Council briefly discussed with Mr. Bob Feike the bids submitted as well as the former insurance with G.I.C. Mr. Feike advised that the State has taken over G.I.C. and will be paying the claims up to June 30th, when the new insurance will become effective. Ms. McCloud, representinq Blue Cross and Blue Shield, advised that they would honor the deductibles established through G.I.C. \ 216 '\ Mr. Baldwin then moved to award the bid to Blue Cross and Blue Shield. Mrs. Stanhope seconded the motion, which carried as follows: AYES: Councilmembers Hartzoq, Baldwin, Stanhope, Marsh and Greenwald. NAYS: None #6 CIry MABAGER'S REPORr: Mr. Simonson reminded Council of the Randolph Metrocom Chamber of Commerce Mixer on June 29th from 5-7 p.m. at 213 E. Aviation in Universal City, sponsored by Len Boyd and Associates, Inc.. They would like an RSVP by June 26th. # 7 IrEMS BY COORCIL: Mr. Hartzoa: recommended that arrangements be made for someone to come out from Randolph AFB to brief P&Z on AICUZ. Mr. Greenwald: Advised that one of our local people said that if someone has a junked car and wants it removed, the National Kidney Society will remove it if they have clear title papers. Mr. Hartzog asked when Council would meet again and the Mayor explained that he would leave it up to the City Manager. If an emergency arises, he can call a meeting. *8 IrEMS BY MAYOR: Mayor Sawyer advised that our crews will be putting more sand on some of the streets where the asphalt is bleeding through. Mr. Sawyer also asked again when the tombstone type siqn would be taken down at the Animal Shelter. Mr. Simonson said he would take care of that. #9 ADJOURRMERr: Mr. Baldwin moved the meeting be adjourned at 7: 26 p . m. Mr. Hartzog seconded the motion, which carried unanimously.
