ccreg 10-04-1988 r 265 r I REGULAR MEETING OF THE CITY COUNCIL OCTOBER 4, 1988 The Schertz City Council convened in Reqular Session, Tuesday, October 4, 1988, at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The followinq members were present: Mayor Earl W. Sawyer, presidinq; Earl P. Hartzoq j Hal Baldwin j Ray Stanhope j Adolph Aquilar and Ken Greenwald. Staff present were City Manaqer Kerry R. Sweatt and City Secretary June G. Krause. #1 HEARIlIG OF RESIDElITS: Mrs. Michelle Tereletsky on behalf of the Humane Society thanked Council for their support at their recent Hoedown. #2 ORDIIIAlICE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 88-D-18 r- AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS, BE AMENDED BY REVISING SECTION 18-76 MAXIMUM LIMITS ON SPECIFIC STREETS, OF SAID CODE j PROVIDING SPEED LIMITS ON SOUTH FARM TO MARKET ROAD 1518. Mr. Stanhope moved to approve the final consideration of an ordinance requlatinq speed limits on FM 1518 South. Mr. Baldwin seconded the motion, which carried with the followinq vote: AYES: Councilmen Hartzoq, Baldwin, Stanhope, Aquilar and Greenwald. NAYS: None #3 ORDIDlICE: Mayor Sawyer introduced an ordinance and read the caption as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AMENDING THE MOBILE HOME ORDINANCE NO. 87-S-8, SECTION XI, MOBILE HOME PARKS, PARAGRAPH B.2.q DESIGN AND LOCATION OF STORAGE FACILITIES. Mr. Greenwald moved to approve the first readinq of an ordinance amendinq the Mobile Home Ordinance on desiqn and location of storaqe facilities. Mr. Aquilar seconded the motion. Mr. Stanhope asked why P&Z were recommendinq puttinq the doors r- facinq the back of the lot. NAYS: None #4 CITY SECRETARY POSITION: Mr. Sweatt explained this is i to clarify and refrain from having to bring the salary of the i City Secretary up every year. A survey was done of the area and staff recommends placement of this position into the program at a 17-A level, which would place this position in line with other departments. Mr. Hartzog moved to place the City Secretary into the Personnel Program at 17-A. Mr. Stanhope seconded the motion, which carried with the followinq vote: AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #5 CITY MAKAGER: Mayor Sawyer explained that since the City Manaqer is an at-will employee of the Council, he recommended authorizing Mr. Sweatt to participate in the City's health and retirement plan immediately by waivinq the probation period. Mr. Greenwald moved to authorize the City Manager to be placed on the Health and Retirement plans, waivinq the probation period. IMr. Hartzog seconded the motion, which carried as follows: AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and . Greenwald. NAYS: None #6 UNIFORM AGREEMElft': Mr. Sweatt said as aresul t of problems with the current carrier, we went out for proposals for iuniforms for the various departments. He said staff finds that the lowest and best proposal is that of Dickies. We are now paying $244 per person per year. The lowest bid of Dickies is ifor $228.80 per person per year with the supervisors being i $30 1.60 per person per year and we recommend execution of the aqreement. ,Mr. Aguilar moved to approve the Dickies agreement to furnish uniforms for City departments. Mr. Hartzog seconded the motion, which carried with the following vote: r- AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None l lllO~ 1 Mayor Sawyer introduced Mrs. Wanda Jean Sweatt, the City Manager's wife, to the citizens. o '7 ORIrED SUBURBAB CITIES: Mayor Sawyer said that the USC has asked that each entity continue to support them in their negotiations with the City Public Service. Mr. Hartzog reminded Mayor Sawyer that some action is being taken on this now and they had asked that this be delayed for the time being. Mr. Hartzog then moved to table this item. Mr. Greenwald seconded the motion. Mr. Baldwin requested to know about the action being taken by the USC. Mayor Sawyer said that he and Mr. Hartzog had attended the last meeting of the USC and they discussed quite a few things they wanted to do. Then later on he received a call from them aSking that Council not act on anything they had talked about at the meeting. As Mr. Sweatt already had this on the agenda, Mayor Sawyer said he would like for it to be tabled and bring it up at the next workshop and maYQe get Mr. Kent Meyers to explain just what their plans are for the USC. Mayor Sawyer then called for a vote on the motion, and the motion carried as follows: .0 AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None '8 CITY NABAGBR'S REPORr: A. Have placed before you a draft of a letter I would like for you to review, together with a letter we received, concerning the creation of a fire district in our Extraterritorial jurisdiction. No action is necessary _ just wanted to place it in your hands - it can be discussed further at the next workshop. We are planning a meeting with the people before then. B. On October 27th, want to remind Council there will be the Annual Snake Dance to celebrate a home coming and bon fire. C. Mr. Sweatt introduced a new employee, Mr. William Baca who will assist the inspector. He comes to us with a good background. D. Mayor & I have received an invitation to the next RandOlph Community Council meeting at the officer's club at Randolph at 7:00 p.m. on Thursday. '9 ITEMS BY OOUBCIL: o Mr. Aguilar: A. At the Library Board Meeting, they mentioned the fact that they have two persons that have filled in for unexpired terms - David Arneson and Gerald Thurmond- and they ;" ~ti..^',~mil!"'" ".:"A;..,." ~ ( I i I I I r- I r-- I I ~ 269 would like for these two qentlemen to finish out the year. They will present recommendations for the new members at the end of the year. Mr. Aquilar said he told Gail Douqlas to let these two men continue to work with them. B. Another item is that the Library is still having Idifficultieswith their air conditioninq system. It may not have been hooked up right because when all three units come on, it cuts out. Mr. Sweatt said he would look into that. #10 ITEMS BY MAYOR: A. There will be a meeting Wednesday night at the Library at the High School at 7:00 p.m. pertaining to the snake dance and bon fire and he and Mr. Sweatt would attend. B. Mayor Sawyer said Council would encourage any citizen that would like to talked with Mr. Sweatt to give him a call and make an appointment. You will find that he is very knowledgeable and very available. We want everyone to know that the City Manager has an open door and is willing to talk with any citizen about anything. Council is also willing to talk with citizens. #11 ADJOURRMEMT: On a motion by Mr. Baldwin, seconded by Hr. Aguilar and unanimously carried, the meeting was adjourned at 7:16 p.m. ATTEST: i City r
