REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 18, 1988

The Schertz City Council convened in Reqular Session, Tuesday,
October 18, 1988, at 7:00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The
followinq members were present: Mayor Earl W. Sawyer, presidinq;
Earl P. Hartzoq; Hal Baldwin; Ray Stanhope; Adolph Aquilar and
Ken Greenwald. Staff present were Deputy City Manaqer ICi ty
Secretary June G. Krause.
After welcominq everyone to the meetinq, Mayor Sawyer advised
that he had the pleasant duty of presentinq letters of
appreciation to some deservinq citizens who helped durinq the
recent Humane Society Fund Raiser. He asked to delay the
presentations until the photoqrapher was present.

B. Reqular Meetinq of Sept. 20th.
Mr. Baldwin requested the minutes of September 14th, item fl8
paraqraph 5 be corrected to show the first sentence as readinq:
WDurinq the last electrical outaqe some houses in Lone Oak
really had difficulties.w Mr. Baldwin also requested the first 0\
sentence of the 9th paraqraph of this item be corrected as
follows: WMr. Baldwin said he looked at the news about the City
raisinq the Municipal Court revenues.w
Mr. Hartzoq requested the second sentence of the minutes of
September 14th, item 18 be corrected to read: "Converse, Leon
Valley and Universal City paid for the attorney for Tuesday I s
meetinq.w Mr. Hartzoq requested the fOllowinq sentence be added
to the 3rd paraqraph of item 19-B of the minutes of September
14th: wConcensus of the Council was to permit the Girl's
Basketball team use of the Community Center as requested.w
Mr. Stanhope moved to approve the minutes of the Workshop Meetinq
of September 14 and the Reqular Meetinq of September 20, 1988 as
corrected. Mr. Baldwin seconded the motion, which carried with
the followinq vote:
AYES: Councilmen Hartzoq, Baldwin, Stanhope, Greenwald and
Mr. Aquilar for the minutes of September 20.
NAYS: None
ABSTAINING: Mr. Aquilar for the meetinq of September 14,
1988.

Recorder Times, Kountry Kitchen and Ladies Auxiliary of the VFW.
Mayor Sawyer told them the City appreciates their help on behalf
of the Humane Society. He also recoqnized the work done by Mr.
Stanhope on behalf of the Humane Society, adding that these are
some of the people who make Schertz a qood place in which to
live. There were others who were unable to attend to receive
jtheir letters of appreciation.
'3 BID AWARD: Consider and take action on awardinq bid on
Seal Coat, Phase II.
~r. Hartzoq moved to approve the bid of H & C Construction, in
the amount of $49,130.58. Mr. Aquilar seconded the motion, which
carried with the followinq vote:
AYES: Councilmen Hartzoq, Baldwin, Stanhope, Aquilar and
Greenwald.
NAYS: None
, '4 RESOLUTIOR: Mayor Sawyer introduced a resolution and
read the caption as follows:
RESOLUTION NO. 88-R-12
A RESOLUTION BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, SETTING A TIME, DATE AND
PLACE FOR PUBLIC HEARINGS PURSUANT TO THE
PROPOSED ANNEXATION OF APPROXIMATELY 30.63
ACRES OF LAND, OUT OF COMAL AND GUADALUPE
COUNTIES.
kr. Baldwin moved to approve the resolution settinq the time,
date and place for public hearinqs on the proposed annexation of
30.63 acres of land out of Coma 1 and Guadalupe Counties. Mr.
Stanhope seconded the motion, which carried as follows:
, AYES: Councilmen Hartzoq, Baldwin, Stanhope, Aquilar and
~reenwald.
NAYS: None
Mayor Sawyer explained that the first public hearinq would be
held on November 1st and the second on November 15th, 1988.

reappointinq members to the P&Z Commission.
fr. Greenwald moved to approve the reappointment of Keith Van
ine, Georqe Vick, Ty Br isqill and Merwin Willman to the P&Z
ommissioni and to appoint Ty Brisqill Chairman and Mary Marsh
~s V ice-Chairman. Mr. Stanhope seconded the motion, which
carried as follows:

that Council had a recommendation from P&Z on the request for an
exception to allow a basketball backboard in the city riqht of
way.
Mr. Stanhope moved to concur with P&Z recommendation to deny the
request. Mr. Greenwald seconded the motion, which carried with
the followinq vote:
AYES: Councilmen Hartzoo, Baldwin, Stanhope, Aouilar and
Greenwald.
NAYS: None
'7 BUDGEr AMBBDMERr: Mayor Sawyer said that Mr. Sweatt had
asked that this item be tabled until he is available to present
it.
Mr. Aouilar moved to table this item. Mr. Baldwin seconded the
motion, which carried with the followino vote:
AYES: Councilmen Hartzoo, Baldwin, Stanhope, Aouilar and
Greenwald.
NAYS: None

Mayor Sawyer explained the reason Mr. Sweatt was not present was
because of the death in his family and that Mr. Sweatt would be
back in town on Wednesday or Thursday.

Mr. Hartzoq moved to appoint Mr. Stanhope to the landscapinq
commi ttee and to appoint Mr. Baldwin and Mayor Sawyer to the
audit committee. Mr. Greenwald seconded the motion, which
carried as follows:
AYES: Councilmen Hartzoo, Baldwin, Stanhope, Aouilar and
Greenwald.
NAYS: None
Mayor Sawyer added that Mr. Stanhope is oettino a oroup tooether
to come up with a oood viable plan to landscape the front of this
buildinq and has said that donation to the landscapinq will be
qratefullY accepted. Mayor Sawyer added that he had donated twdo 0"1
trees. Mr. Stanhope said first he would like to oet a plan an
then would know what was needed.

*9 CITY MAllAGER'S REPORT: None
*10 ITEMS BY COUMCIL:
Mr. Hartzoa: A. On the october 26th workshop he and the Mayor
will not be able to attend and asked the possibility of Council
chanqinq the date of this meetinq. Mayor Sawyer suqqested
leavinq this to the discretion of the City Manaqer to call the
meeting, probably for Tuesday niqht.
B. The Samuel-Clemens high school band scored a 1 in the UIL
competition and will be going on to Regionals the 29th of
October. We are real proud of them because most of the kids in
the band or freshmen.
Mr. Stanhope: A. He wanted to personally thank all the people
who participated in the Humane Society fund raising.
B. He will be approaching some senior citizens and other
citizens in the city to help him on the landscapinq committee.
Mr. Aauilar: Last Friday he and Mr. Hartzog went to Austin to
hopefully get a good briefing on the plans of the Corridor
Council; but were told that they would be taking a hiatus for 90
days and would come up with new plans to get the smaller cities
involved. Mayor Cook is full of vigor so Mr. Aguilar hoped they
would do well in regrouping the committee. Mr. Edwards is no
longer workinq for the Corridor Committee. They now want more
participation from the smaller cities - not just Austin and San
Antonio. Mr. Barnard was representinq us but he is now secretary
to the committee.
Mr. Greenwald: A. The VFW Post 8315 is havinq their first
Annual Country Music Jamboree the next Sunday from 3:00 to 7:00
p.m.
B. Cibolo Valley Druq Abuse is sponsorinq another lecture from 7
to 8 Thursday the 27th at the Library. Terry Lewis of CPC Afton
Oaks Hospital, San Antonio, will present a lecture on "Co-
Dependency-Loss of Control in Personal Relationships". This
seminar is free and open to the public.
*11 ITEMS BY MAYOR: We are tryinq to start the Historical
Society in the City of Schertz to map the history and families of
the City of Schertz since 1843. The Chairman's name is Meryl
Denny from an old family in the area. They will be meetinq the
third Monday of each month. This will be placed on our Monthly
calendar.

Mayor Sawyer said reqardinq the Cable TV franchise, he and Mr.
Sweatt have met with them and they are hopinG for a smooth
transfer. Mr. Sawyer said he told them the main complaint our
citizens have is poor service - not beinq able to contact them by
phone. He has asked them to come to a meetinq and talk with the
City Council. All the people now employed will be moved to the
new company.

adjourned at 7:25 p.m.. The motion was seconded and unanimously
carried.
