ccswks 12-30-1987 // I 5 SPECIAL MEETING OF THE CITY COUNCIL DECEMBER 30, 1987 The Schertz City Council convened in Special Workshop Session, Wednesday, December 30, 1987, at 7:~~ p.m. in the Conference Room of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Ear 1 W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 BEARING OF RESIDENTS: None #2 Discussion of BVYA request to revise two ballfields and e1, t:1( the renewal of the BVYA contract for 1988. JS3 Mayor Sawyer said he felt the contract has worked well in the past and was in favor of renewing. He also called attention to a memo from the Assistant City Manager regarding the turning of the ballfields. The memo states that while understanding BVYA' s desire to rotate and revise two ballfields as quickly as possible; in light of the City's pending application for park grant, this request be referred back to staff for planning and coordination with BVYA. One of the BVYA representatives said they would like to turn the adult field and make it into a Colt field; then make the pony field into an Adult field by taking the grass out and filling in with clay. Mayor Sawyer said the City does not want to spend the money right now for lighting until we know if we can get the grant as the work done will be our portion of the in-kind contributions. Jim Dixon of BVYA asked what time frame was being considered. Mr. Gilmore said we should know by April. Mr. Dixon said they hoped to have a significant number of tournaments this year. However with this delay, they would probably have to do the work after August. One member said they really did not need the lights this year. Mr. Gilmore explained that what work will be done was placed in the grant, which goes toward matching funds. He said the City is looking at $125,000 to $150,000 grant because we were able to put the in-kind services into the grant. Mr. Greenwald reminded BVYA members that any kind of work done by them this year needs to be well documented for this purpose. Mayor Sawyer said the City still does plan to turn the fields around and put in new lights and do everything as originally planned but just need to wait and see if the grant is approved. ~- 6 \ Refer ring to the contract renewal, Mr. Dixon said the Board is working on new By Laws at present and some things might have an impact on the contract. He said some of them would like to start offering adult recreation for Schertz - that could change some wording of the contract. Mayor Sawyer suggested addressing the adult recreation on a different contract rather than include in the Youth program. Mr. Sawyer suggested Council wait on the contract until after the Board had their new By Laws in place. Mr. Dixon asked several questions on the contract, especially as it affects the concession and restroom facilities. He indicated they are in bad condition and should be torn down. Mayor Sawyer said that vandalism and disrespect for property is a big problem allover the park and suggested BVYA advise parents and the small children of ways to help protect property. When the concession stand is moved, this will all be addressed. Mayor Sawyer also asked that the Board let Mr. Greenwald, the Council's liaison, know when the meetings are taking place so that he can answer some of their questions and bring their needs to Council. This item will be discussed again at the next workshop session. Before proceeding with the next item, Mayor Sawyer introduced Mr. John Ling, who wished to address Council but was not present at the time of hearing of residents. Mr. Ling, representing ACS (Academic Community Support), said he is committed to helping raise needed funds for the local school clubs and organizations, through sponsorship of the business community by providing useful cover and shelters for children waiting for transportation to school during normal and inclement weather. He proposed putting up covered shelters at various school bus stops with advertising. He went on to explain that he would like to work with the City and appropriate organizations to help fill these needs and in lieu of the normal City's fee, provide the City a percentage as done in other communities. Mayor Sawyer wondered how something like this would fit in with the City's overlay districts. Mr. Baldwin said in rural areas it would be good but we have a problem now with kids standing in people's yards. Mr. Ling said the stands would be plexiglas with the advertising on the benches or on top. Mr. Ling said they do maintain the structures. / I '1 Mr. Gilmore asked Mr. Ling if he would get with the School Board and establish areas and acquire the spots if the City agreed and Mr. Ling said yes he would. Mayor Sawyer thanked Mr. Ling for coming in, saying he felt there was a need but just did not know where they could be placed and comply with out sign ordinance. #3 Consideration of Highway Department recommendation for speed limit on Fm 1518 south. ,., :i .-' C?'J,'~I':;;; j:Jt Council had no questions regarding this ordinance. #4 Discussion of recommended speed limits for Schertz Parkway. ~'A;{J ~1 .-; ( ( . Mr. Gilmore explained and a representative several times and established. that he asked Jerry Graham, Steve Simonson of Ford Engineering to tour the street these are the suggested limits they .'- /' ! ct':.,... Mr. Aguilar asked if we would also be putting a load limit on this street and Mr. Gilmore said yes. After Council discussion, it was agreed that the recommendations should be changed to reflect that the speed limit should be 30 miles per hour from East Live Oak Road to Maske Road, then 40 miles per hour to 500 feet south of the 1-35 access road and then back to 3~ mph to the access road. #5 Discussion of the Randolph Metrocom Chamber of Commerce contract. /" . .' t' Mr. Gilmore said this is a renewal contract and will be the same cost as last year. Mr. Sharpe explained some of the things the Chamber does for the communities. Mr. Gilmore said the City has had some referrals from the Chamber of Commerce. Mr. Sharpe said they gather data generated by the different cities to show what each city has to offer. Then of course it is up to the business to decide what they want. Mr. Stanhope suggested at some workshop Council discuss what the City can give businesses to corne into our city. Council agreed they wanted to renew the contract. #6 City Manager's Report: A. Mr. Gilmore informed Council that one of the banks that holds some of our bond issues has lost some of the certificates. For the last four months, we have been working with Torn Anderlitch and Richard Harris to reissue these bonds. We now need to pass an ordinance to allow the reissuance of these bonds. Does Council want the recently discussed GVEC rate increase on the next agenda. Council said yes. C. We are working on the restriping of streets. They are now grinding off the yellow lines. D. We have gone out for bids on Schertz Parkway. The plans were reviewed last Thursday and a few minor changes were made. We are working with both Ackermann and Bindseil since they have to put in their own water lines under the parkway. Bids will be opened in January. Unless something comes up, we are looking at April or May for completion. E. We have not gone to court as yet with Bindse'il and Ackermann but have put the money in Escrow for the completion of Schertz Parkway. #7 Itegs by Council: Mr. Greenwald called attention to the memo in their packets from Mr. Graham showing the number of traffic signs missing from the Schirmerville area. Council discussed perhaps corning up with some cheaper wooden traffic signs. Mr. Gilmore said that he had given Mrs. Fenner a list of the missing signs so she could bring it up to the association. Mr. Baldwin asked if the New Braunfels water proposal would be on the next workshop. Mr . Greenwald explained we are waiting for some figures from Ford Engineering. Mr. Gilmore said he should have the figures next week and also some information put together on the sewer plant. Mr. Stanhope said he felt the Bell Ringer should be updated. \. Mr. Sharpe: A. Concerning the meeting in Austin on the sewer permit, there was no one there to contest it but it still took about 2 to 2-1/2 hours ~f testimony. Will probably have a decision in from 38 to 6~~aays. B. Received a copy of a letter from Senator Benson to the Post Office and they have acknowledged that Greenshire will be made a part of the Schertz delivery system. C. Guadalupe Appraisal Distr ict will have an open house on January 4, 1988 from 2 to 6 p.m. in Seguin, D. Had asked for names for the Appraisal Review Board but have not received any names other than Earl Hartzog. Mayor Sawyer said the people on there now have expressed a desire to continue serving and have done a good jOb. E. Mr. Aguilar asked if the City Manager had found out what is going on behind the car lot on FM 78. Mr. Gilmore said the man ,,(i,~? is claiming these are cars that he is working on. Mr. Aguilar t . /. said the City gave him permission to leave the trailer there but I', now it is beginning to look like a dump yard. #8 New Year, City has efforts.
