ccreg 01-05-1988 10 \ i REGULAR SESSION OF THE CITY COUNCIL JANUARY 5, 1988 The Schertz City Council convened in Regular Session, Tuesday, January 5, 1988, at 7:99 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Ray Stanhope; Hal Baldwin; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Mayor Sawyer welcomed everyone to the meeting, saying he had the opportunity of doing one of the things he enjoys doing - honoring one of our volunteers. Mrs. Lois Moore has been with the Schertz Public Library for nine years, almost on a daily basis. He then presented Mrs. Moore with a Certificate of Appreciation for all her volunteer service and contributions to the community. Mrs. Gail Douglas, Librarian, presented Mrs. Moore with a bouquet of flowers. 11 APPROVAL OF MINUTES: Special Meeting of December 9 and Regular meeting of Decemberl5, 1987. Mr. Stanhope moved to approve the minutes of the Special Meeting of December 9 and the RegUlar Meeting of December 15, 1987. Mr. Sharpe seconded the motion. Mr. Aguilar asked that paragraph E of Item #6 of the minutes of the Special Meeting of December 9, 1987 be corrected to read as follows: nE. letter from Mrs. Moore concerning her resignation from the Library volunteer program." Mayor Sawyer then called for a vote on the motion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None /, {V tjl..v I } f\ ; /lJ #2 BEARING OF RESIDENTS: Mr. Jerry Graham of 409 Maple Drive addressed 'Council, saying that during the past 13 years he was privileged to be a part of this city. During that time there have been several suggested logos but none of them had really been accepted. He started doing some research into the beginnings of Schertz and what other cities had adopted for their logos, wi th the help of the librar ian. He and Myron E. Myers designed a logo and he wished to present it to Council for their cons ideration. Mr. Graham explained that the logo and shield encompasses that period from the days of indian encampments along the Cibolo Creek through the ear ly days of aviation, which is reflected by charges on either side of the shield. Above the I i ) (/F 11 shield and between the charges has been placed a buffalo standing on a crest. This symbol is representative of the Cibolo Creek, the Indian name for buffalo. The color line of the crest represents wisdom (in white) and understanding (in yellow), while the 14 twists of the crest could be considered as the 14~~ block of Schertz Parkway. The shield outline was selected from the Spanish design of circa 1570's representing that period when this land was under their control. It has been divided diagonally into two portions, right dexter/left sinster, by a representative railroad running from top sinster to bottom dexter. The symbolism of this division represents both the railroad and the community of Cut-Off. During this time flat fields of cotton, as reflected by the cotton tree placed dexter, was the prime economic avenue on the south side of the railway. Additionally, because of its secondary economic position, the growth of corn on the hilly north side of the railway is indicated on the outside of the shield proper. The coat of arms reflected in the lower sinster side of the shield is that of the Schertz family. The Shield background coloring was selected to symbolize right dexter- Cules (red), eagerness to serve one's community, state, country. We have been noted as the City of Volunteers. Left sinster - azure (blue), fidelity, careful observance of duty and discharge of obligations. Divisional striping - argent (silver), the metal of the shield reflecting cleanliness and joy. Track divisions - vert (green), combination of freedom, beauty, health and hope. Mr. Aguilar asked if there was any wording for the shield. Mr. Gilmore said several things had been considered but thought we would check with Council to see what they desired. Mayor Sawyer asked that this be placed on the next workshop agenda. #3 RESOLUTION: Mayor Sawyer introduced a resolution and read the caption as follows: " ) ,) ,/ ( () RESOLUTION NO. 88-R-I A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, APPROVING NEW ELECTRIC RATES TO BE CHARGED BY GUADALUPE VALLEY ELECTRIC COOPERATIVE WITHIN' THE CITY LIMITS OF SCHERTZ. Mr. Sharpe moved to approve the resolution approving new electric rates for GVEC customers in the City of Schertz. Mr. Agu ilar seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. Mr. Baldwin moved to renew the Randolph Metrocom Chamber of Commerce contract for 1988. Mr. Greenwald seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None Mayor Sawyer expressed his feelings that the Randolph Metrocom has done very good just advertising - not only our city but all the other cities in the area. #5 ORDlRAM2: Mayor Sawyer introduced an ordinance and read the caption as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS, BE' AMENDED BY REVISING SECTION 18-76 MAXIMUM LIMITS ON SPECIFIC STREETS, OF SAID CODE; PROVIDING SPEED LIMITS ON SOUTH FARM TO MARKET 1518 Mr. Stanhope moved to approve the first reading of an ordinance amending the Code by establishing speed limits on FM 1518. Mr. Greenwald seconded the motion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #6 ORDIRARCE: Mayor Sawyer introduced an ordinance and read the caption as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS, BE AMENDED BY REVISING SECTION 18-32 STOP INTERSECTIONS, PROVIDING FOR' STOP STREETS' ON SCHERTZ PARKWAY; AND SECTION 18-76 MAXIMUM LIMITS ON SPECIFIC STREETS OF SAID CODE, PROVIDING SPEED LIMITS ON SCHERTZ PARKWAY. ( 13 Mr. Aguilar moved to approve the first reading of an ordinance amending the Code to establish speed limits on Schertz Parkway. NAYS: None ".-, ,r.' #7 ORDINARCE: Mayor Sawyer introduced an ordinance and It, ~'-,~ read the caption as follows: /~~ ORDINANCE NO. 88-B-l AN ORDINANCE RELATING TO THE AUTHORl ZATI0N AND ISSUANCE OF REPLACEMENT CERTIFICATES OF OBLIGATION TO BE ISSUED IN LIEU OF "CITY OF SCHERTZ ,TEXAS, COMBINATION TAX AND JUNIOR LIEN WATERWORKS AND SEWER SYSTEM REVENUE CERTIFICATES OF OBLIGATION, SERIES 1983", DATED MAY 1, 1983, NUMBERED 134-145, INCLUSIVE, ALL IN ACCORDANCE WITH THE PROVISIONS OF TEXAS REVISED CIVIL STATUTES ANNOTATED ARTICLE 71Sa, AS AMENDED; AND PROVIDING FURTHER RECITALS INCIDENT AND RELATED TO SAID CERTIFICATES OF OBLIGATION AND OTHER PURPOSES OF THIS ORDINANCE; AND DECLARING AN EMERGENCY. Mr. Greenwald moved to declare this ordinance as an emergency measure. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. N1\YS: None Mr. Greenwald moved to approve this ordinance authorizing the issuance of replacement Certificates of Obligation. Mr. Stanhope seconded the motion, which carried with the following vote: ' AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None Mayor Sawyer explained that this ordinance is being passed because the bank that held these Certificates lost them. #8 CITY MANAGER'S REPORT: A. Have gone out for bids for the completion of' Schertz Parkway. B. there is information in your packets on a chipper machine. ~ 14 \ c. Mr. Riedel has become the new owner of the front portion of Pecan Grove. He will be closing the crossing a~ross the bridge to the other side of the creek. Have discussed several problems and told him we would allow sufficient time for corrections. Mayor Sawyer said he had attended the Guadalupe Appraisal Board meeting the previous night and one of our Councilmen was elected to the Board. Mr. Sharpe was then voted in as Chairman of the Board. It is a good show for the people of our city that we now have three members of the Board from this end of the County. 19 ITEMS BY COURCIL: Mr. Sharpe said that at the Guadalupe Appraisal Board meeting they did pass a resolution validating the real proferty purchase and there will be a letter asking the for the City s support on this. Mr. Stanhope asked Mr. Graham why the City is sanding the streets to get rid of the yellow str ipes. Mr. Graham said the glass beads have to be removed \to get the new paint to adhere. The dual yellow lines are the ones that causes the most problems. Mr. Stanhope also said th~ line for children should be done first. Mr. Graham said that is it will be done one of the first things, Randolph. walking to school a bicycle lane and both on Oak and Mr. Stanhope again asked about the sign coming into Schertz. Mr. Sharpe said he had talked with Mr. Barnard and Sharon Fruge. Mr. Barnard has gotten the okay from GVEC but he has not heard back from the Business Club. " Mr. Aguilar referred to a letter from the Highway Department, saying it only refers to thepld by-pass and not the widening of FM 78. Mr. Gilmore said the letter is only addressing the by- pass because it is to Randolph and concern some of their property. Mr. Aguilar reported on the Library meeting where they discussed the extension of the building and the bids received. They are planning on having a ground-breaking later this month. They also are making plans for their annual auction and dance and asked if there were any unclaimed bicycles to be auctioned. Mr. Greenwald asked when Council was going to discuss the chipper machine. Mayor Sawyer asked for this to be on the next workshop. tIe ITEMS BY MAYOR: Mr. Sh~~pe had two additional items. A. he hoped Council would have something from Mr. Ford on the water system for the next workshop. (~ 15 B. Council has talked about this once before but could they again review the policy of police property that has been picked up. Mayor Sawyer said he loved the sign welcoming people into Schertz but he would tear it down and replace with an electric sign if he had the money.
