ccreg 02-02-1988 / ;c:)lj oJ> , REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 2, 1988 The Schertz City Council convened in :Regular Session, Tuesday, February 2, 1988, at 7: "'Ill p.m. in the' Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and Deputy City Secretary Alice Austin. Absent was Hal Baldwin. Mayor Sawyer advised that before commencing with the regular agenda, he, would like ,t;o; Pfes,-rnt, ,a letter and certificate of appreclatlon to a retlr lng volunteer for the SAFES ambulance service organization. Mayor Sawyer read the letter and certificate of appreciation to Nancy Scott for her 14 years of service to SAFES. She has been a member from 1974 to 19 88. Mayor Sawyer thanked Mrs. Scott for her years of service and dedication to this organization. Mayor Sawyer advised that the city was fortunate in having so many citizens who were willing to give of themselves to help the city's many volunteer organizations. , " Mayor Sawyer opened the Regular meeting at 7:~3 p.m. #l APPROVAL OF MINUTES: Mr. Greenwald requested an amendment to the minutes of the Meeting of January 19, 1988 Item #8. Final two lines of caption for Ordinance No. 88-D-3 should read "PROVIDING SPEED LIMITS ON SOUTH FARM TO MARKET 1518". Mr. Aguilar advised he wished to amend the minutes of January 13, 1988 in paragraph I of Item #2 to clarify the wording. Paragraph on should read "Mr. Aguilar said the Library Board had discussed br ick ing the outside of the library and have revised their priority and because of increasing population they have decided to plan an addition to the library building. However, they still have the bricking project in mind. Mr. Sharpe made the motion to approve the minutes of the Special Meeting of January 13, 1988 and the Regular Meeting of January 19, 1988 as amended. Mr. Aguilar seconded the motion which carried with the following vote: AYES: NAYS: Councilmernber Sharpe, Stanhope Aguilar and Greenwald None #2 BEARING OF RESIDENTS: None #3 BID AWARD: Mayor Sawyer introduced for consider- ation the awarding of bid on Schertz Parkway. Mr. Gilmore ~ 38 \ advised that Ford Engineering recommended the low bid received from Olmos Equipment Company, Inc. for $199,101.32. Mr. Stanhope made the motion to accept the bid from Olmos Equipment Company for $199,101.32. Mr. Greenwald seconded the motion which carried with the following vote: AYES: Councilmember Sharpe, Stanhope, Aguilar and Greenwald NAYS: None #4 ORDINANCE. Mayor Sawyer introduced and ordinance for first reading and read the caption as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS PROVIDING ~HAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS 'BE' AMENDED BY REVISING SECTIONS 12-1, 12-4, 12-6; 18-16, 18-29, 19-78 AND 19-37 TO CLARIFY PREVIOUSLY AMENDED SECTIONS OF SAID CODEi AND SECTIONS 2-2, 2-ll, 18-32, 18-33, 18-45, 18-58 18-76, 18-91 TO CLARIFY THE RENAMING OF LIVE OAK ROAD TO SCHERTZ PARKWAYiREPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. Mr. Sharpe made the motion to approve on first reading the ordinance amending the code by revising sections 12-1,12-4,12-6, 18-29,19-78,19-37, 2-2,2-ll,18-32,18-33,18-45,18-58,18-76 and 18- 91. Mr. Greenwald seconded the motion which carried with the following vote: AYES: Councilmernber Sharpe, Stanhope, Aguilar and Greenwald NAYS: None #5 RESOLUTION: Mayor Sawyer introduced a resolution for consideration and read the caption as follows: RESOLUTION NO.88-R-3 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, APPROVING PARTICIPATION IN THE SOUTHWESTERN BELL FRANCHISE STEERING COMMITTEEi AND DECLARING AN EFFECTIVE DATE. Mr. Aguilar made the motion to approve the resolution approving participation in the Southwestern Bell Franchise Steering Committee. Mr. Stanhope seconded the motion which carried with the following vote: AYES: Councilmernber Sharpe, Stanhope, Aguilar and Greenwald NAYS: None i- 09 u" #6 CITY MANAGER'S REPORT: Mr. Gilmore advised that the City had received the permit for the sewer plant on IH 35 which is effective January 30, 1988 for five years. He also advised that Tom Fox would be attending the workshop on February 10. He requested that if council had specific questions that Mr. Fox would appreciate being alerted to them so he could have complete answers available. Mr. GiImdre advised council that a young citizen had assisted the pol ice department at a football game. The pol ice department wished to present an award to the young man and were requesting if council would like to participate. Council agreed that the young man deserved recognition. #7 ITEMS BY COUNCIL: Mr. Sharpe advised that he had spent most of a day with the Transportation 2020 Forum in San Antonio. He advised that they would be having meeting around Texas to cons ider long range plans for the Interstate highway system. Mr. Sharpe advised the there would be a public hearing on the Jack Hayes upgrade at the Community Center at 7:00 p.m. on February 3. He also advised that raffle tickets were available for Safes annual dance. He advised that this was SAFES major fund raiser each year and they had some super prizes this year. He requested that council get behind the sale of raffle tickets. Mr. Aguilar advised that the condition of the residence on Aero concerned him. He believed the location to be Aero and Lindburg and that there were car parts and junk everywhere. Mr. Aguilar advised that he wished to extend his thanks to the road and grounds people for their work at the library and for fixing the flag pole. He also advised that the Library Humane Society dance and auction was corning up and advised he would like to see a large turn out. Mr. Greenwald asked if the highway department had been contacted concerning the light at the low water crossing. Mr. Gilmore advised that they had been contacted but that they had advised there was nothing they could do about disconnecting the light. #8 ITEMS BY MAYOR: Mayor Sawyer advised that the library was to be extended by 2500 feet. He also advised that there was a new Optimist club in the area. It is the Greater Randolph Metrocom Optimist Club and has the first woman president of such clubs. Mayor Sawyer requested the Northcliffe area be placed on the next workshop agenda. He also advised ci t i zens that Schertz Parkway had been built with private funds.
