ccreg 02-16-1988 (/ Aq REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 16, 1988 The Schertz City Council convened in Regular Meeting Tuesday, February 16, 1988, at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Absent: Hal Baldwin. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. After welcoming everyone to the meeting, Mayor Sawyer introduced Mr. Roe Yoakum, representing Hermann Sons, who presented checks to the Schertz Fire Department, Harvey Land accepting; and SAFES, Torn Funk and Mary Lou Malone accepting. Mayor Sawyer then presented a plaque of appreciation, on behalf of the City and Police Department, to Robert Bond who had assisted the Police Department in apprehending three suspects. #l APPROVAL OF MINUTES: Mr. Sharpe moved to approve the minutes of the Workshop Meeting of January 27, 1988. Mr. Stanhope seconded the motion, which carried as follows: AYES: NAYS: Councilmen Sharpe, Stanhope, Aguilar and Greenwald. None #2 BEARING OF RESIDENTS: Carlene Corner of 1~5 Robert Stevens asked about the policy of selling cars on FM 3009. She said there has been quite a few sitting there for sale recently. The previous weekend there were four cars parked on the lot between the two entrances of Woodland Oaks with For Sale signs. Another question Ms. Corner had was that she had noticed that the Schertz Baptist Church were picking up trash the previous weekend along FM 3009, which was very good. However they just left the bags there and they need to be picked up. Mayor Sawyer assured her that we would see that the bags were picked up and would check into the legality of the cars being parked on F.M. 3~09 with For Sale signs. Mr. Earl Hartzog of 517 Pecan Drive referred to the recent power outage in Schertz, saying that the Council should discuss with GVEC the necessity of having our electric system looped so we do not have the same thing again. Mr. Mazian of Deer Haven reported that there are several manholes in his area where the lids are never bolted back down creating a dangerous situation. Mayor Sawyer assured him we would look into that. ~ 50 Mr. Mazian also asked about the possibility of getting some additional speed signs in Deer Haven. He said the only two they have are at the entrance and they need some at the back cross street on both Antler and Fawn Drives. Mayor Sawyer said that would be looked into also. #3 ORDINANCE: Mayor Sawyer introduced and read the caption on an ordinance 'as follows: ORDINANCE NO. 88-D-4 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS BE AMENDED BY REVISING SECTIONS 12-1, 12-4, 12-6, l8~16, 18-29, 18~78, AND 19-37 TO CLARIFY PREVIOUSLY AMENDED SECTIONS OF SAID CODE; AND SECTIONS 2-2i 2-ll, 18-32, 18-33, 28-45, 18~58, 18-76, 18-91 TO CLARIFY THE RENAMING OF LIVE OAK ROAD TO SCHERTZ PARKWAY; 'REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. Mr. Aguilar moved to approve the final consideration of an ordinance amending the Code by rev1s1ng sections to clarify previously amended sections and revising sections to clarify the name change to Schertz Parkway. Mr. Greenwald seconded the ~ motion, which carried with the following vote: AYES: Councilmen Sharpe, Stanhope, Aguilar and Greenwald. NAYS: None #4 ORDINANCE: Mayor Sawyer introduced and read the caption on an ordinance as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, CALLING AN ELECTION TO BE HELD ON MAY 7, 1988, FOR THE PURPOSE OF ELECTING A MAYOR AND TWO (2) COUNCILMEMBERS FOR SAID CITY. Mr. Stanhope moved to approve the first reading of an ordinance calling an election for May 7, 1988. Mr. Greenwald seconded the motion, which carried with the .following vote: AYES: Councilmen Sharpe, Stanhope, Aguilar and Greenwald. NAYS: None #5 LIBRARY CONTRACT: Consideration of approving Change Order #l to the Library Addition contract. Mr. Gilmore said this was discussed at the last Workshop. /" ( 51 Mr. Aguilar moved to approve Change Order No. I to the Library Addition Contract to include a solid core door for $350 . Mr. Stanhope seconded the motion, which carried as follows: AYES: NAYS: Councilmen Sharpe, Stanhope, Aguilar and Greenwald. None 41=6 P&Z RECOMMENDATION: Consideration of approving P&Z recommendation on updated street plan. Mr. Greenwald moved to approve the P& Z recommendat ion on the updated street plan. Mr. Aguilar seconded the motion. Mr. Sharpe said he did not feel this plan was complete and would like to discuss it at another workshop. Mr. Aguilar said this can be approved and then can always be added to. He said he really thought Council should take action on this now and then take another look at amending it later. Mayor Sawyer said he agreed, that Council could always continue to look at updating it further. He then called for a vote on the motion before Council, with the following results: AYES: NAYS: Councilmen Sharpe, Stanhope, Aguilar and Greenwald. None #7 CITY MANAGER'S REPORT: A. Attended a meeting with GVEC this date with regards to the recent blackout. They have no idea as to what caused the pole to give way. They are cons ider ing three different routes to bring a loop system into the City of Schertz. One is the possibility of connecting with CPS. They are also checking all poles along the 17 mile route and will be putting guy wires on them. The are also thinking of putting in a lattice, 4 leg, tower instead of the pedestal pole. They expect it to be from 60 to 120 days to complete the project. They have 3 different routes they are looking at to be sure we have a loop system with the hope it does not happen again. B. The Herald Sun is corning out with their annual Progress Edi tion. In the past we have subsc r ibed to a quarter page ad. Does Council desire to continue that - the rate would be $250. Council said go ahead but to update the copy. C. With regard to the blackout Friday, the operation within the City in the various departments went off very well. The emergency generator did go out and we were able to bring one of the fire trucks up and operated off that generator until we could get a replacement. The SAFES organization not only stayed on duty but canvassed the senior citizen housing area to see if there were any problems. We also worked with Autumn Winds Retirement Horne to provide any needed help. All in all, as far as city staff went, the maintenance of services continued, the emergency plan worked very well; but we did find a few glitches. And of course, it did cost the city some additional money. ~ 52 \ I I , D. At the next workshop I would suggest that we have an executive session to discuss obtaining some additional park land. Mr. Gilmore gave a handout just to give an idea of how it could work. Since it is dealing with the purchase of land, it can be discuss in executive session. # 8 ITEMS BY COORCIL: Mr. Sharpe announced the SAFES Jamboree on February 28th at the VFW Hall in Schertz. Mr. Stanhope said he understood that the Humane Society and Library did quite well on their recent dance and auction. Mr. Stanhope advised that there is a bag of garbage on the corner of Randolph and FM 78 that has been there for about three weeks. Mr. Aguilar said that most of us learned quite a bit by our power outage and we will benefit by what we have learned. Mr. Aguilar expressed condolences to Mr. Baldwin, whose grandmother passed away. Mr. Greenwald asked if Mr. Gilmore was going to be able to put a dollar figure on what the blackout cost the City. Mr. Gilmore said he was getting the figures together now. #9 ITEMS BY MAYOR: Mayor Sawyer said he would like to have the Housing Authority included in our emergency plan if possible. He also said he would like to talk about buying emergency generators at the next workshop; and also get our telephone system updated to include emergency operations.
