ccreg 03-01-1988 60 \ REGULAR MEETING OF THE CITY COUNCIL MARCH 1, 1988 The Schertz City Council convened in Regular Session, Tuesday, March I, 1988, at 7:00 p.m. in the Council Chambers, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Prior to opening the Regular Meeting Mayor Sawyer read a proclamation designating the month of March as "Youth Art Week". #l APPROVAL OF MINUTES: Mr. Greenwald moved to approve the minutes of the Regular Meeting of February 2, 1988, the Special Workshop Meeting of February 10, 1988 and the Regular Meeting of February 16, 1988. Mr. Stanhope seconded the mot ion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #2 BEARING OF RESIDENTS: None #3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 88-E-5 AN ORDINANCE BY THE CITY COUNCIL OF 'l'HE CITY OF SCHERTZ, TEXAS, CALLING AN ELECTION TO BE HELD ON MAY 7, 1988, FOR THE PURPOSE OF ELECTING A MAYOR AND TWO (2) COUNCILMEMBERS FOR SAID CITY. Mr. Aguilar moved to approve the final consideration of an ordinance calling an election for May 7, 1988 to elect a Mayor and Councilmembers. Mr. Baldwin seconded the motion, WhlCh carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #4 BID AMARO: Mr. Gilmore explained that staff had gone out for bids on a limb and brush chipper. Three bids were mailed out; however only one was received from Al Verble Sales. Mr. Sharpe moved to accept the bid in the amount of $7945 for a limb and brush chipper from Al Verble Sales. Mr. Greenwald seconded the motion, which carried as follows: /' 61 AYES: Greenwald. NAYS: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and None Mayor Sawyer explained that this chipper will be used during our Spring Clean Up coming up this month. #4-A Sess ion at Statutes, property. The Regular meeting was reconvened at 7:42 p.m. EXECUTIVE SESSION: Mayor Sawyer called an Executive 7:08 p.m. under Article 6252-17 Vernon's Texas Civil Section 2 (f) to discuss obtaining real estate Mayor Sawyer explained the executive session was held to discuss land involving a sewer plant on 135 and park land from CCMA. Mr. Greenwald moved to instruct the City Manager to execute an agreement with CCMA on park land. Mr. Stanhope seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #5 CITY MANAGER'S REPORT: A. Judge Sagebiel, who was to be here on Thursday, will not be corning because of a death in his family. B. On March 7th we will be closing East Live Oak Road for three weeks. They will be putting in cement base and it has to be able to dry thoroughly. This is for the Schertz Parkway extension. C. It was brought up at a workshop on CPS installing the 227/480 volt service to our water well in Schirmerville. They do not allow a pr ivate contractor to do this. It will cost about $16,181. D. You have been furnished an up dated major project flow chart. E. To answer Mr. Stanhope's question on seal coating streets, we have the bid specifications and should be going out and awarding bids the last part of Apr il or May. A lot depends on the weather. F. The Council had author ized bond money to purchase dump trucks, maintainer and front end loader, in the amount of $180, ~00. We have been able to obtain these three items for abQut $148,000. We do have a slJ'lall problem in that we need an additional pickup for the Street/Parks Department. We currently have a 1976 3/4 ton, a 1978 one ton and 2 small pickups. With the expans ion of the Street/Parks Department, we do need to purchase an additional truck. This was not a budget item but could use some of the saving on the three mentioned items. '~ - 62 \ Mayor Sawyer suggested this item be placed on the next workshop agenda. G. We are going out for bids for the computer TLETS to hook up with DPS equipment for the police department. The bid opening will be March 18th. #6 ITEMS BY COUNCIL: Mr. Sharpe announced that he will be meeting in Universal City on March 15th on the 9-1-1 system. The meeting will be at 10:00 a.m. in their City Hall. Mr. Sharpe asked if it would be appropriate to have a proclamation for the Samuel Clemens Basketball Team for being the 1987-88 Champions. Mayor Sawyer said to work on that with Mrs. Krause. Mr. Baldwin announced that there will be an appreciation luncheon at Northview on March 9th at noon. Mr. Aguilar said he had talked with Mr. Del Toro concerning the cemetery back of Lone Oak. People are dumping trash back there again. Mr. Sharpe said this in on private property and they are doing the same thing in Savannah Square on the back end and at the end of Greenshire. Could the City post signs and perhaps close some of the streets that are not being developed right now. Get together with the developers and see if something could be worked out. Mayor Sawyer suggested offer ing a $200 reward for information leading to the ar rest and conviction of anyone found dumping trash. It is also happening in Schirmerville. It may be well to remind people of the $1000 fine involved in this type action. Mr. Greenwald mentioned they had a very good time Sunday at the SAFES' Jamboree at the VFW. #7 ITEMS BY MAYOR: Mayor Sawyer said he had a call from a gentleman on Valley Forge who had talked with the police about excessive noise in a garage there. He said the police told him there was nothing they could do about it. Mr. Greenwald mentioned out ordinance that says no loud noises from 10: 00 at night until 7:00 in the morning. Mr. Sawyer said he and Mr. Stanhope attended a meeting of about 22 cities on the CPS franchise question. We have a copy of a resolution, which will be discussed at the next workshop. Mayor Sawyer said he had written a letter to the Baptist Church expressing our appreciation for the clean up they did on Jack Hays Boulevard. / ( ~ "'~"~1 \.,. j~,., Also sent GVEC a letter stating the cost to the City for the power outage. Saturday and our dump was closed. We need to Management about emergencies like this. Mr. Sawyer mentioned that Gene Schoonover passed away. the Chief of Police for Schertz for over 15 years.
