SPECIAL MEETING OF THE CITY COUNCIL
JUNE 1, 1988
The Schertz City Council convened in Special Session, Wednesday,
June 1, 1988 at 7:~~ p.m. in the Conference Room of the Municipal
Complex, 14r;,~ Schertz Parkway, Schertz, Texas. The following
members were present: Mayor Earl W. Sawyer, presiding; Earl P.
:Hartzog; Hal Baldwin; Ray Stanhope; AdOlph Aguilar and Ken
Greenwald. Staff present were City Manager Jimmy G. Gilmore and
Deputy City Secretary Alice Austin.
#1 HEARING OF RESIDENTS: None
#2 4TH OF JULY JUBILEE: Mr. James M. Shriver, Jr.,
President of the Schert~ Business Club advised that their first
concern was police services and emergency medical services. They
would like to have the police services from 12 noon to l:~~ a.m.
las they would be collecting monies and keeping it in one location
and that they would also be selling alcoholic beverages.
Another of their concerns was communication from along the parade
route with the Grandstand. He also requested the city fund the
final cleanup ie. putting tables and chairs away he advised that
the club members had done this the year before. He also pointed
out a change in the schedule of events. From 5-7 p.m. there
would be one band, from 7-8 p.m. a magic' act and from 8 on
~ another band.
Mayor Sawyer advised that the city has always furnished police
and ems services and that communications could be furnished. He
also advised that City Manager could check on tables.
#3 WATER MAIN EXTENSION: Paul Denham of Ford
Engineering pointed out on- city map the water mains projected to
tie in with the ground storage tanks. He advised that this would
allow the lower zone to be more independent and relieve the upper
zone where there is more building going on. He advised that the
route of the lines to the Live Oak Road storage were projected
along existing right of ways and easements since the attempt to
obtain right of way for a straight line was unobtainable without
condemnation proceedings. He also advised that the lines in the
lower zone could be done inhouse saving approximately $3~,~~~. He
advised that cost for the lines to the Live Oak Road tank was
approximately 31~ thousand dollars and approximately 8~ to 85
thousand for the pumps. Approx imate cost for inhouse
construction of the lower zone line would be approximately 5~
thousand for the pumps and 8~ thousand for the lines.
With consensus of Council, Mayor Sawyer advised this item should
be placed on the June 7, 1988 regular meeting Agenda to authorize
the going out for bids.

14 MAIL DROP BOXES: Mr. Greenwald advised that after
Mr. Aguilar had brought up' the traffic hazard created by the
current location of the mail drop boxes, P & Z had looked into
the matter and had come up with two possible solutions. One
would move the drop boxes to the other side of the parking lot
where they are currently installed but with an entrance at the
current exit point and exit at current entry point. The other
would move the boxes to an area in the parking lot behind the
post office with entry off of Lindbergh and exit into Exchange.
Mr. Hartzog ask if these plans had been shown to the post office
or the traffic engineer as the traffic would- be crossing each
other. Consensus of Council was to have traffic engineer look at
plans and talk with the Post office.
15. REGULAR AGBRDA ITBKS: A. Discussion of final
consideration of Ordinance - amending Sign Ordinance, Article VI
Signs permitted in all business, Commercial and manufacturing
districts, and Section 7. Main Street special sign district.
Mr. Greenwald advised that these areas were missed when P & Z
originally worked on the sign ordinance.
B. Discussion of Resolution to call public hearing concerning
the Deannexation of approximately 5 acres out of Comal County.

C. Discussion of Planning and Zoning recommendation for rr
appointment of Joe Potempa as a member. LJ
A concensus of Council was to place the above items on the Agenda
for the Regular Meeting of June 7, 1988.
'7. CIn IlAllAGBR'S REPOR1': Mr. Gilmore advised that
each Council member -had received a letter from Mrs. Sabo
concerning a request by the Senior Citizen group of Schertz for
$588.88 to help fund a bus driver for their van. Mrs. Sabo
advised that the van was a necessity for the seniors and they-had
lost some of their fundin9. Mayor Sawyer advised Mrs. Sabo they
would defer this and consl.der toe request at budget time.
Mr. Gilmore advised that AACOG would be holding a workshops for
newly elected officials on June 8 and requested anyone interested
to advise Alice Austin so she could notify AACOG of their intent
to attend.
Mr. Gilmore advised that he had checked with TML and cpecked into
several consulting firms. He advised that most firms had only
dealt with business but there was one who had performed this type
of service for Boerne and Live Oak. Dr. Rogers of UTSA. Dr.
Rogers fee would be $8588 and he would be available for one extra
year for any assistance in implementing recommendations.
Mr. Hartzog said that he was under the impression that the Texas
Rangers were supposed to be contacted. Mr. Gilmore advised that

i he had been contacted by the Rangers this date and they needed
r- I full council approval before they started their investigation.
j Consensus of Council was for Mr. Gilmore to contact Captain Dean
1 and advise him that the council was unanimous.

Mr. Hartzog said that he felt that hiring a consulting firm was
jumping ahead and that he felt they should wait until after the
Rangers had conducted their investigation. Consensus of Council
was to place item on June 7, 1988 agenda for consideration of
hiring consulting firm for $85~~.~~.
i 8. ITEMS BY COUNCIL: Mr. Aguilar said that he hoped Mr.
Gilmore would reconsider his resignation and asked councils
opinion. Mr. Greenwald advised that he felt Mr. Gilmore's
leaving would hurt the City. Mr. Stanhope advised that he would
like to wait until after the investigation. Mr. Baldwin advised
that he could not support Mr. Gilmore withdrawing his
resignation. Mr. Hartzog advised he was in agreement with Mr.
Baldwin. Mayor Sawyer advised that he would like to see Mr.
Gilmore Stay.
Mr. Hartzog advised that he had a number of things he would like
to bring up. If the city is interested in being considered for a
prison we were supposed to have something in to AACOG by the end
of May. Mr. Greenwald advised that the P&Z commission had been
, attempting to get further information on requirements.
Mr. Hartzog also advised that He had been placed on a committee
at the last United Suburban Cities meeting but that the city was
not a member. Mayor advised that he thought the city had passed
a resolution concerning this and requested staff do research.
Mr. Hartzog advised that he had been contacted in regards to the
fence between Windy Meadows and the residential area. Mr.
Willman advised that our ordinances did not require fencing
except where a business was next to a residential area.
Mr. Hartzog that the citizens of Lone Oak were still concerned
about getting a light but were agreeable to having it located at
River Road. At certain peak traffic time it is impossible for
the residents in this area to get onto FM 78. He also advised
that the property owners of Lone Oak have been tak ing care of
there local park and would like the city to give them some hose
and spr ink1ers. He wanted to know what the cost would be to
install a sprinkler system since there was one there that was in
a deteriorated condition.
Mr. Hartzog said that he thought the Industrial Development
Committee was supposed to meet one a month but that they had not
been doing so. He said he felt that they should resume meetings
and compose some bylaws. He also advised that there was nothing
in the ordinances pertaining to agendas. He advised that he felt
something should be drafted on how to put things on the agenda.

Mr. Stanhope advised that several citizens on the Lone Oak side
of FM 78 had expressed their concern over how fire trucks and
ambulances would be able to reach them when a train was going
through. He asked if the railroad company would be opening up
the street under the tracks after they nad completed their work.
Mr. Gilmore advised that they would be opening it back up but any
repairs would be the responsibility of Universal City. Mr.
Gilmore also stated that he had spoken to Universal City and they
were going to be opening it up. He also asked if something could
be done about the light at the low water crossing.
Mr. Baldwin requested that and Executive Session be placed on the
agenda for the meeting of June 7 with Mr. Spain in attendance to
brief the members on the law suits the city is currently involved
in.
Mr. Greenwald asked Mr. Baldwin if a bus tour for council and P&Z
could still be set up. Mr. Baldwin advised that he would look
into a time and date.
19 ITBIIS BYIlAYOR: Mayor Sawyer advised that after
Monday Mr. Gilmore would no longer be working for the city and
that an interim city manager should be appointed. Mayor Sawyer
said he suggested Steve Simonson as he' is currentl~ Assistant
City Manager. Consensus of council was to place an ~tem on the
June 7 agenda considering the appointment of an interim city
manager.
