.1 APPROVAL OP RIROTBS: A. Special Meeting of June 29,
1988 and B. Regular Meeting of July 5, 1988.
Mr. Hartzog moved to approve the minutes of the Special Meeting
of June 29, 1988 and the Regular Meeting' of July 5, 1988. Mr.
Greenwald seconded the motion.
Mr. Baldwin asked that the first sentence of the eighth paragraph
of item C under .1 be corrected to read as follows: -Mr. Baldwin
said there are few streets in the city where you don I t have
speeders and complaints about speeders.-
Mayor Sawyer then called for a vote on the motion before Council
and the motion carried with the following vote:

.2 BEARING OP RESIDERrS:
Mr. Ed Mazian of 1~13 Fawn Drive again addressed Council, stating
that at the previous' meeting he had shown pictures to Council
where a sign was covered by limbs and the limbs are still there.
Mayor Sawyer asked if it was' on a work order and Mr. Simonson
said it was and that it would be taken care of.
.3 POLICE RESERVE: Mayor Sawyer called on Interim Chief
Starr to introduce the proposed appointees.
Chief Starr introduced Randy Lambert and Daniel Davis and
requested they be appointed to the Police Reserves. He said that
one is a volunteer fireman and the other a volunteer with SAFES.
He had checked them out and both have excellent references.
Mr. Baldwin moved to appoint Daniel Davis and Randy Lambert to
the Police Reserve Force. Mr. Greenwald seconded the motion,
which carried with the following vote:
AYES: Councilmen Hartzog; Baldwin; Aguilar and Greenwald.

Mr. Baldwin asked Chief Starr to introduce the police officers in
~ttendance. Chief Starr then introduced Officers ShuPQ, Garland,
MacSorley, Booth and Tacquard. Mayor Sawyer thankea them for
coming, saying he was glad to see them present. He said the City
is proud of all of them.
~ayor Sawyer also welcomed the two new Police Reserve Officers.

#4 BID AWARD: Consideration and take action on awarding
bid on Ware-Seguln Water Main Project.
"r. Simonson said, as mentioned at the workshop, he, John
Bierschwale and Mr. Ford recommend the bid of McAllen Pipe and
Supply Company - the low bidder - be accepted.
Mr. Aguilar moved to approve the recommendation and award the bid
for the Ware-Seguin Water Line Project to McAllen Pipe and Supply
Company for $65,893.88. Mr. Greenwald seconded the motion, which
carried as follows:
AYES: Councilmen Hartzog, Baldwin, Aguilar and Greenwald.
NAYS: None

#5 AUDIT: Consideration and take action on audit firm for
~988-89.
kr. Simonson said this was discussed at work shop. The auditors
pave presented a proposal of $12,75~ for the coming year.

Mr. Hartzog moveq to approve the proposal of Melick, Thorpe and
Armstrong in the amount of $12,75~ for conducting the audit for
Fiscal Year 1988-89. Mr. Greenwald seconded the motion, which
carried with the following vote:

Mr. Aguilar stated that it was suggested that ear~y next year we
go out for proposals; but the situation this year warranted
keeping the same auditors.

t 6 WARRANT POLICY:

Mr. Simonson said this is one that was presented in workshop and
put in the frame work Council had asked for. There were some
changes made by Council and incorporated. We will not be able to
implement part of this policy at this time; but it will allow us
a good policy when we are able financially to put it in force.

Mr. Aguilar moved to approve the guidelines for serving warrants.
Mr. Greenwald seconded the motion, which carried as follows:

Mr. Aguilar said that because this is a new concept, Council
should get a report in about 99 days to see how it is working.
If there are any problems or if it is not working, then it should
be reported to the Chief.
17 BXBCtrrIVB SBSSIOR: Mayor Sawyer called an executive
session under Article' 6252--17 , Section 2 (g> of Vernon's Texas
Civil Statutes to consider per-sonnel matters relating to the
police department and discussion with City Attorney on same at
7:99 p.m.
The Regular Session was reconvened at 8:24 p.m.
18 Consider and take action on matters discussed in
preceding Executive Session, item 17 above.
Mayor Sawyer advised that no action was necessary on matters
discussed in Executive Session.
19 CITY KARAGBR'S REPORT: Mr. Simonson reported that in an
effort to -secure - another well site, he had contacted Morton
Southwest again. He said he was not able to get in touch with
the John family. Monton Southwest have come back with a reduced
pr ice. Mr. Aguilar asked if this locat ion was in Gaudalupe
County and was assured it was.
Mayor Sawyer asked that this be on the next workshop.
B. We have two organizations requesting to have the fees waived
for Use of the swimming pool - the Samuel Clemens Band and the
Girl Scouts. Mr. Simonson said he was not aware of Council's
decisions on these request in the past and asked Council's
reaction.
Mr. Hartzog said he would like a report from the pool supervisor
as to what this would cost. Mr. Graham said the band is asking
for the regular Wednesday night reservation and all it will cost
is the regular costs of lifeguards, equipment and supplies.
Mr. Simonson said this would be a closed party for about 59 to 75
people and would fall into the $39 per hour category. The Girl
Scouts want to use it one morning and have the pool open one hour
earlier.

~r. Hartzog asked Mr. Graham what would it cost. Mr. Graham said
the three lifeguards plus $78, the City ordinance has established
~hat it costs to run the pool.
Mr. Baldwin mentioned that there are some functions that the City
participates in where the school facilities are used and those
fees are usually waived.
Mr. Greenwald asked what the school charges BVYA for use of the
fields. Mr. Baldwin said only a minimum electrical cost.

~r. Simonson said the regular rate for reserving the pool on
Wednesday nights is $98 for 3 hours for up to 75 people.
Mr. Aguilar said that letting the band use the pool with a waived
charge would be setting a precedent. There are several other
organizations within the school and city that would also want a
waived fee. He suggested asking the students to pay 59 cents
each - that is not much to have a lot of fun.

Mr. Baldwin said he was sure the Booster Club would pay whatever
the City sets as fair.

Mr. Hartzog said he felt the parents would come up and help. He
isaid there are a lot or organizations in the school; and even
though his son is in the band, he feels that they should be
charged.
iMr. Aguilar said he thought the City should charge.
Mr. Greenwald agreed, saying Council would be setting a
precedence if they waived the fee.
Mayor Sawyer advised Mr. Simonson that general concensus was to
stay with the ordinance and not waive charges.
#19 ITEMS BY COUNCIL:
Mr. HartzoQ: A. At last workshop he handed out information
Council had agreed on to review resumes for City Manager. He
jsaid he now has another on City Manager compensation to be filled
:in by Councilmembers. This way, if Council goes with a selection
icommittee, they will have something to go on. He said he had
contacted the City Secretary and was told that several applicants
had called and asked about salary.
lB. Attended the Lone Oak Block party and had a very good time.
He said he wished more Councilmembers could have attended.

,Mr. Baldwin: A. Did the health officer visit the house on
,Curtiss. Mr. Simonson's advised the property in question has
been cleaned up and a lot of changes made.

B. He said he was glad to see the street overlay. The job seems
to be going very well. He said he had not had any more
complaints. Mr. Baldwin said he would like to ask one more time
before this job is finished, that the 788 & 898 blocks of Brooks
be looked at. If we are going to do from the 200 block to
Randolph, why not the next two blocks.

Mr. Simonson said when we come back in for phase 2, we will take
a look at it again. Mr. Graham said this contract was finished
this date. In September we will be coming back for other
streets.
Mr. Aguilar: A. wanted to make a comment regarding guidelines.
He suggested anytime guidelines are made that refer to money, the
Council should be appraised of it - not to police the department
but just the money part.
Mr. Hartzog said that purchasing or disposal of property should
also be brought to Council.
B. Want to again remind everyone that the Charter Review
Committee meets every Monday at 7:08 p.m. in the Conference Room.
We will getting through the Charter and will welcome any
suggestions or ideas.
Mr. Greenwald: A. Has the City gotten anything back on the junk
yard on 1-35. Mr. Simonson said the man did not respond to
written notice and has been given a citation.

B. BVYA will be getting us an invitation to a teen banquet on
Sunday night July 24th at the VFW Hall.
III I~BIIS BY IlAYOR: A. After collecting nominations,
Mayor Sawyer announced that Dr. Roy W. Richard, Dr. Darwin Peek
and Mary Marsh have been selected for the City Manager Selection
Committee. He asked the City Manager to contact these people.
B. Advised Council, after reading the letter, that he would be
sending this letter to the Guadalupe Valley Electric Cooperative
concerning a loop system for Schertz. Council concensus was to
send the letter.
C. Received a letter from the Bexar County Council of Mayors
advising they voted that a $28 assessment be solicited from each
city.
D. Mayor Sawyer said he and three Councilmembers attended an Oak
Forest Community Council meeting to speak to them on matters [,II
concerning the City. Again the Mayor told the citizens that they
will be glad to meet with any group that wishes.
