REGULAR MEETING OF THE CITY COUNCIL
AUGUST'2, 1988
The Schertz City Council convened in Regular Session, Tuesday,
August 2, 1988, at 7: 00 p.m. in the Council Chambers of the
Municipal Complex, l40S Schertz Parkway, Schertz, Texas. The
following members were present: Mayor EarlW. Sawyer, presiding;
Earl Hartzog; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken
Greenwald. Staff present were Interim City Manager Steve
Simonson and City Secretary June Krause.
Mayor Sawyer welcomed everyone to the meeting and announced that
there were a lot of plaques to be given to deserving citizens.
Mrs. McAllister of the Library Advisory Board presented a plaque
of Appreciation to Councilman Earl Hartzog, stating he had done
exceptional work while a member and Chairman of the Library
Advisory Board.
Mr. Jim Shriver, President of the Schertz Business Club presented
plaques to City Inspector Don Brodeur for Employee of the Quarter
for January through March; and to Police Sgt. Lewis Kruetler for
the months of April through June, 1988.
Then Mayor Sawyer presented plaques of Appreciation to the
following who went a little beyond the norm in making the July
4th Jubilee such a great success:
1. Dennis Kusak of Wuest Supermarket
2. Noland Edwards of the Veterans of Foreign Wars
3. Sharon Fruge - State Farm Insurance
4. Riedel's Furniture and Appliance
5. H.P. Printing
6. Jackie Jones - Seguin Savings
7. Kountry Kitchen
8. and to Mr. Jim Shriver for his overall participation in the
Jubilee.
Mayor Sawyer said that these are the kind of people that make
Schertz such a fine place to live.
11 APPROVAL OP MI~ES: A. Special Meeting of July 13 and
B. Regular Meeting of July 19, 1988.
Mr. Stanhope moved to approve the minutes of the Special Meeting
of July 13th and the Regular Meeting of July 19, 1988. Mr.
Baldwin seconded the motion, which carried as follows:
AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None

A. Ms. Candace Purcell addressed Council, saying she is
~resently a National Bank Examiner but she feels that the City of
~chertz needs internal auditing and she would be the one for the
'job. She said the City has a lot of problems in the management
larea and she works with management auditing and finding
problems and finding solutions. Ms. Purcell said she has asked
.to be relocated to this area, having lived here before. However,
if she does not get transferredt she does plan to move back to
the area and feels she could he p the City. She said she would
even volunteer her time.
~. Mr. Jim Shriver spoke to Council concerning the formation of
:a Historical Association and asked their blessing for the
project. He indicated they would write the history of Schertz,
,going back to 1843. This would be in the form of a hard back
600k and could be sold through the library, with the funds being
given to the library. Mr. Shriver said hopefully the first
meeting would be within two or three weeks. He said he has gone
~o the State to see if they can get any grant money.
C. Mrs. Mary Headley of 496 Curtiss Avenue said she had been
,asking a lot of questions but had yet to get a satisfactory
ianswer. There are three men living at 483 Curtiss, which is
supposedly a half way house; but nobody seems to know anything
about it. Mrs. Headley said she was concerned not only for
herself but for the neighbors as well. She has lived there for
,.-- over nine years and has never complained to the City about
ianything before.

Mr. Simonson said we have heard rumors about a half-way house but
no one has approached the City. If it is indeed a half-way
house, it is illegal, until they obtain a specific use permit.
Mr. Simonson said the City has had quite a time getting that
place cleaned up. They have outstanding water bills and we had
to turn off the water.
Mrs. Headley said she has noticed development in other parts of
lSchertz but none in her area. She asked if they would get a
little bit of this action.
Mayor Sawyer explained that she was asking something that is
almost impossible to answer. We can br ing pressure on these
~eople to clean up their property. Mayor Sawyer then asked what
kind of improvements Mrs. Headley would like to see. She replied
that she would like to see the neighborhood cleaned up. Mayor
Isawyer replied that we are working on that but this is not the
pnly problem area the City has.
~r. Hartzog commented that the new subdivision developers put in
Itheir own streets and the people who buy this property in turn
pay for it. Mrs. Headley asked what her tax money goes for. Mr.
~artzog answered that 1t goes for general government, police,
Ifire, ambulance services, etc. Mr. Hartzog said some of the
!recently approved bond money would go to seal coat her street.

Mayor Sawyer explained that the City does not build those
but do maintain them once they are accepted by the City.

without water and sewer - there are three or four men living at
that address.

problem and the people should so advise the City.
Mayor Sawyer advised that Mr. Simonson would have our health
officer take a look at these premises.
13 POLICE RESERVE OFFICERS: Consider and take action on
appointment of Crystal Cantrell and Pete Young as Non-paid
Regular Officers of the Reserve Force.
Mr. Simonson said the legality of the non-paid status has been
checked out pe~ letter enclosed in the Council packets.
Mr. Greenwald moved to approve the appointment of Crystal
Cantrell and Pete Young as non-paid Regular Reserve Officers.
Mr. Hartzog seconded the motion, which carried with the following
vote:
AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
.4 BID ANARD: Consider and take action on awarding bid on
a liquid asphalt distributor.
Mr. AguilaL moved to approve the bid of Marathon Equipment LTD,
in the amount of $18,485 for a liquid asphalt distributor. Mr.
Stanhope seconded the motion, which carried as follows:
AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: none
.5 JUVENILE PROBATION OFFICE: Ms. Maribeth Powers
introduced Ron Quiros and reviewed' 'what she had discussed with

case load is so that there is a need for a full time juvEm~J.e
probation officer located hele. She said she wanted to stress
that our juveniles have not gone wild; but this will give Mr.
QU:LLOS more time to do things that he was unable to do in the
past. One of the most important things is to work more c~osely
with our police department - the cooperation ~n the past has been
excellent. Meribeth said they were asking for office space, desk
chairs, phone etc.

Mr. Greenwald moved to approve the office space, furniture, phone
etc. as requested by Guadalupe County Probat ion Off ice. Mr.
Baldwin seconded the motion, which carried with the following
vote:
AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
#6 MEMBERSHIP ASSESSMEft: Consider and take action on
Bexar County Council of Mayors membership assessment.
Mr. Baldwin moved to go ahead and pay the $29.99 membership to
Bexar County Council of Mayors. Mr. Stanhope seconded the
motion, which carried with the following vote:
i AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
'Greenwald.
NAYS: None
#7 WATER WELL SITE: Consider and take action on purchase
of water well site.
Mr. Simonson advised this is the half acre site discussed at the
Ilast workshop offered by Morton Southwest located in their
r- iBusiness Park. The purchase is contingent on striking water in
sufficient amounts.

iMr. Stanhope moved to purchase the site for a water well. Mr.
,Greenwald seconded the motion, which carried as follows:
AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
#8 POLICE VEHICLES: Consider and take action on disposal
of police vehicles.
Mr. Greenwald moved to approve the recommendation of Chief Starr
and dispose of five units as listed. Mr. Stanhope seconded the
imotion, which carried with the following vote:
AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
#9 ORDINANCE: Consider and take action on the first
reading of an ordinance on the proposed disannexation of 3.98
acres of land out of Comal County.
iMayor Sawyer introduced and read the caption of an ordinance as

BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, PROVIDING FOR THE MODIFICATION OF THE
BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS,
BY THE DISANNEXATION OF A TRACT OF LAND
CONTAINING 3.98 ACRES OF LAND OUT OF COMAL
COUNTY.
Mr. Baldwin moved to approve the first reading of an ordinance to
disannex 3.98 acres of land out of Comal County. Mr. Aguilar
seconded the motion, which carried as follows:
AYES: Councilmen Hartzog, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
tIS EXECUTIVE SESSION: Mayor Sawyer called an Executive
Session under Article 6252~17 Vernon's Texas Civil Statutes,
Section 2 (g) to consider personnel matters relating to the
police department; and to consider City Manager resumes at 7:39
p.m.
The Regular Session was reconvened at 9:14 p.m.
III Consider and take action on .atters discussed in
preceding Ezecutive Session, item 118.
Mayor Sawyer advised that Council had met with their legal staff
on the police department matters and the Council will take no
action. Council also discussed the City Manager resumes and no
action is to be taken on that item either.
#12 CITY MANAGER'S REPORT: None at this time.
#13 ITEMS BY COORCIL~
Mr. Baldwin: On page 4 of the minutes, there is a mention of a
loan for Rittimann Addition and he would like to see Council
discuss this at the next workshop.
Mr. Baldwin then introduced his mother, who has recently moved to
Schertz from' EI Paso.
Mr. Aquilar said he would like to thank the Charter Review group
who have finished their review of the charter. Dr. Richard was a
great chairman. The committee met every Monday and Council
should be getting some correspondence on the review soon.
#14 ITEMS BY MAYOR: Mr. Sawyer read a letter he wished to
send to Mr. -Doyle Hines of Guadalupe Valley Electric Cooperative
asking him to visit with Council at either the workshop on the
10th of August or the ,30th.
