ccreg 09-20-1988 ( 255 -- i REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 20, 1988 The Schertz City Council convened in Regular Session, Tuesday, September 20, 1988, at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Earl Hartzog; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Kerry R. Sweatt, Assistant City Manager Steve Simonson, and Deputy City Secretary Alice Austin. #1 APPROVAL OF MINUTES: Regular Meeting of September 6, 1988. Mr. Aguilar made the motion to approve the minutes of the Regular Meeting of September 6, 1988 with corrections. Mr. Greenwald seconded the motion. Mr. Aguilar advised that on page 2 paragraph 4 the time should be changed to 11:22 am. Mayor Sawyer asked if there were any other corrections of additions, there being none he called for a vote which carried as follows: r- AYES: Councilmember Hartzog, Baldwin, Aguilar and Greenwald NAYS: None ABSTAIN: Mr. Stanhope #2 HEARING OF RESIDENTS: None #3 ORDINANCE: Mayor Sawyer introduced an ordinance to be considered as an emergency measure and read the caption as follows: ORDINANCE NO. 88-T-17 AN ORDINANCE LEVYING AND ASSESSING ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF SCHERTZ, TEXAS, FOR THE YEAR 1988; PROVIDING THE BASIS OF ASSESSMENT OF 100% APPRAISED VALUE AND PROVIDING FOR THE COLLECTION THEREOF AT THE RATE OF $0.2576 ON THE ONE HUNDRED DOLLAR ($100.00) ASSESSED VALUATION AND DECLARING AN EMERGENCY. Mr. Aguilar made the motion to approve the ordinance levying and assessing all taxable property for 1988, Mr. Baldwin seconded the motion which carried with the following vote: .-- f AYES: Councilmember Hartzog, Baldwin, Stanhope, Aguilar and Greenwald NAYS: None #4 ORDINANCE: Mayor Sawyer introduced an ordinance to be considered on first reading and read the caption as follows: ~ob \ AN ORDINANCE rI LJ BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS, BE AMENDED BY REVISING SECTION 18-76 MAXIMUM LIMITS ON SPECIFIC STREETS, OF SAID CODE 7 PROVIDING SPEED LIMITS ON SOUTH FARM TO MARKET 1518. Mr. Greenwald made the motion to approve on first readinq the ordinance settinq speed limits on South Farm to Market 1518. Mr. Stanhope seconded the motion which carried with the followinq vote: AYES: Councilmember Hartzoq, Baldwin, Stanhope, Aquilar and Greenwald NAYS: None '5 RESOLUTION: Mayor Sawyer introduced and read the caption to a resolution as follows: RESOLUTION NO. 88-R-ll A RESOLUTION PROVIDING FOR EXEMPTION OF CERTAIN VEHICLES FROM REQUIREMENTS OF ARTICLE 670 Im-2, VERNON I S TEXAS CIVIL STATUTES, IDENTIFICATION OF CITY AND COUNTY-OWNED VEHICLES AND HEAVY EQUIPMENT. ,---, \ i LJ Mr. Baldwin made the motion to approve the resolution providinq for exemption of certain vehicles from requirements of Article 6701m-2. Mr. Stanhope seconded the motion which carried with the followinq vote: AYES: Councilmember Hartzoq, Baldwin, Stanhope, Aquilar and Greenwald NAYS: None '6 WATER MAIN BIDS: Mayor Sawyer advised that this item was to consider and take action on solicitinq bids on Schertz Transmission Main Extension from Chestnut Drive to East Live Oak Road. Mr. Sweatt advised that this project had been discussed previously and concerned relocation and placement of a 20 inch line to connect with the Live Oak Road storaqe tank. Mr. Hartzoq made the motion to approve qoinqout for bids on transmission main extension. Mr. Greenwald seconded the motion which carried with the followinq bid: AYES: Councilmember Hartzoq, Baldwin, Stanhope, Aquilar and Greenwald 0 NAYS: None "'~ ,~ '>!ii' (m 2r;7 -- I '7 WELL SITE BIDS: Mayor Sawyer introduced for consideration the solicitinq of bids for a test well in Guadalupe County. Mr. HartzoQ made the motion to solicit bids for test well and if test well proved successful to continue with 24 inch well providinq funds are available. Mr. Baldwin seconded the motion which carried with the followinq vote: AYES: Councilmember Hartzoq, Baldwin, Stanhope, Aquilar and Greenwald NAYS: None '8 BID AWARD: Mayor Sawyer introduced for consideration the awardinq of bid for Group Health/Life/Dental insurance for City employees. Mr. Sweatt advised that bids had been solicited from a number of companies and that GIC's bid was the lowest makinq employee cost $73.37. He advised that GIC had furnished a copy of their annual report. Mr. Hartzoq ask if it would be possible to divide out the people who have a spouse but no dependents and dependents but no spouse. Mr. Ficke, GIC representative advised that a 4 layer breakdown would cost more than a 2 way breakdown. Mr. Baldwin made the motion to accept the bid from GIC of $73.37 for employee Group Health/Life and Dental. Mr. Stanhope seconded the motion which carried with the followinq vote: AYES: Councilmember Hartzoq, Baldwin, Stanhope, Aquilar and Greenwald. NAYS: None '9 CITY MANAGER'S REPORT: None '10 ITEMS BY COUNCIL: Mr. Hartzoq advised that he had attended SAFES open house and Mr. Funk and staff had shown him around. He said he had enjoyed it very much. Mr. Aquilar advised that he felt speed limits on trains should be pursued. Mr. Sweatt advised that a railroad representative was beinq invited to the workshop meetinq. Mr. Greenwald advised that CVADAC was becominq very active in presentinq seminars and would be holdinq on on Thursday September 22 at 7 pm on eatinq disorders and druq abuse. r-- , Mr. Greenwald also ask if the city intended to fill in the annexation on 1103. Mayor Sawyer advised that we were and it would be on the next workshop. 25~ '11 ITEMS BY MAYOR: Mayor SawYer advised that he was sendinq a letter to the Hiqhway Department requestinq the relocation of the school crossinq liqhts.
