ccswks 09-28-1988 ( ,--- ---- i i I 1,--- I I ! l 259 SPECIAL MEETING OF THE CITY COUNCIL SEPTEMBER 28, 1988 The Schertz City Council convened in Special Workshop Session, Wednesday, September 28, 1988, at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Earl P. Hartzog; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Absent: Hal Baldwin. Staff present were city Manager Kerry R. Sweatt and City Secretary June G. Krause. #1 Discussion with Bob Sohn of Rew Braunfels Utilities concerning service aore~nts between City of Schertz and Rew Braunfels Utilities. Mr. Sohn said it was a pleasure to be present to talk about a cooperative program. He said he wanted to present to Council again a project discussed previously. In 1985 we received word from GBRA and the City of Schertz of a common need of sewer and that the City had applied for a permit. He said they also wanted to supply sewer in that area and contacted both entities to discuss this. Out of that came the feasibility report of the engineers. He reiterated that they then came to Schertz Council with the idea that by cooperating, money could be saved by both. He said he advised Council at that point that Schertz and New Braunfels enter into a Memo of Understanding. Mr. Sohn said their plans are moving ahead rapidly. The are in the process of obtaining the right of way and hope to be out for bids and ready for construction in the spring of 1989. They have money allocated from bonds. Mr. Sohn said they could bring the line down to Schertz ETJ. The Letter of Agreement would have two major points - one would be some type of metering device; the other would be the 1, 2, 3, 4 points of connections. The cost would be broken down - they would treat Schertz like one of their developing customers, with a pro-rata cost, which they would allocate Schertz part of the oversizing of the line to . accommodate 300,000 gallons per day average. The estimates are , that that would be a little less than $300,000. They also said that could be paid as a service fee to them over a ten year period at the same interest rate as they have on their 1987 bond issue, which is something less than 7.5%. Next would be the Operation and Maintenance cost, which is based on normal everyday costs but would not include areas of heavy administration. Previously they had said it would be something like 30 cents but it may be a little more than that. That can be developed later. There would also be a central facility cost that helps to pay for capacity for that customer when Schertz would put on a large industr ial plant. Schertz would be responsible for all sewage piping systems above their system. One of the controversial things that was brought up before was the moving of Schertz ETJ line. Mr. Sohn said he thought at the time that would be rather generous; however, when this was discussed with Council in December, he got a rather heavy feeling ~bU ~ I I I I i about that from Council. It has never been their position in a cooperative aqreement with Schertz to obtain anythinq like this. He said he would qo back and recommend to the New Braunfels City Council that that not be a basis for the aqreement. Mr. Sohn said what he was really present for was to see if anyone had any type of problems with Kerry Sweatt and him continuinq to develop a Memorandum of Understandinq and put this thinq toqether in a way that the two bodies could aqree. o Mr. Sam McKenzie, Consultinq Enqineer, then pointed out on a map the areas beinq discussed, and review their previous report. He first pointed out New Braunfel's service area. There is a major divide in this area that is a drainaqe area. At the present time they plan to build an outfall line to serve that drainaqe area to a lift station somewhere in the area of Wick's Lumber Yard. From this station, a force main will be necessary to pump sewaqe over the divide into the 1044 Outfall line. A major sewaqe outfall main will be installed parallel to the riqht of way of the MKT railroad southwesterly to the New Braunfels ETJ. Smaller connection mains will be installed in the residentail areas. Mr. McKenzie said, based on the area to be served, it is estimated that an averaqe daily flow of one million qallons per day can be expected. For the desiqn of the system, the peak daily flow of 2,500,000 qallons will be used. The trunk sewer will be an 18" diameter pipe for the first 4,000 feet from the IUI lift station and continue the remaininq distance of 10,000 feet to the ETJ with 12" pipe. The sewaqe lift station will be of the dry well-wet well type, with at least 3 sewaqe pumps to meet the peak flow of approximately 1740 qpm. The force main will be 12" diameter, for a distance of 6,000 feet. It will be necessary to cross 1-35 by borinq. Mr. McKenzie said as to what would be required to enter into this aqreement with Schertz, the trunk sewer would be increased from an 18" pipe to a 21" pipe for 4,000 feet and the 12" main would have to be 15" for 10,000 feet. The lift station and pumps would be expanded in capacity and pumps installed to pump 2,170 qpm. The force main would have to be increased to a 14", instead of the 12" pipe. Table II of the previous report shows the cost to be $1,100,000 and they are proposinq for Schertz to pay for the oversizinq, for an initial cost to Schertz of about $287,000. Table III shows cost estimates for future expansion for a total of $3,375,000, with Schertz share beinq $371,150. Mr. Roqer Biqqers explained a little about the Operations and Maintenance cost, breakinq it down into four cateqories. First would be the job cost, second treatment cost, third transmission costs and fourth would be A&G (administration and qeneral). Mr. Greenwald asked if based on what they now have at the Keeler ~I Road Plant, how lonq before expansion would be necessary. Mr. U Sohn said probably not until 1997 or 1998. Mr. Ford said that with the dollars we have available riqht now, it looks as if it will be more economical to qo with New IBraunfels Utilities. He said he needs to qo over the fiqures but with New Braunfels, we would not have to fiqht the up hill flow; but would be qoinq with the natural confiquration of flow. Mr. Sohn said he was not tryinq to sell Schertz; but would like to set a deadline for about six weeks. Mr. Hartzoq asked when they expected to qo out for bids. Mr. Sohn replied probablY the early Sprinq of 1989. Mr. Sohn suqqested qettinq the enqineers and financial people toqether to qo over the fiqures. Mayor Sawyer qot concurrence from Council for the City Manaqer to further study this matter. ,--. Mr. Brown of Forbes Company said he had three parcels of land on 1-35 and have Qone out with a brochure. He said they had talked with 3M about the larqer site and as soon as they were told there was no sewer, 3M did not want to wait. Mr. Brown said with the kind of support he was hearinq, he felt they could attract that type of facility; but time is critical. Mr. Sweatt said there is a biq need to move forward and this is the first step. Mr. Sweatt said he agreed and thinks this will answer some of the needs. D B. ReGardinG EmDtv lot next to 2620 Kline Circle. Mayor Sawyer said P&Z said the lot belongs to the City and therefore the City's responsibility and should be brought up to standards and maintained adequately. Mr. Sweat said he had discussed this with Streets/Parks Department and they feel increased maintenance will take care of the problem. C. ChanGe to Schertz Master Plan. Mayor Sawyer said that P&Z recommends the Master Plan be changed to show Antler Drive and Fawn Drive connected. Right now if someone drives up Fawn they would have to turn in someone's yard. .3 Discussion of City Secretary Salary. Mayor Sawyer reminded Council that this is one of the things that needs to be addressed by Council. A survey of area salaries was provided and the Mayor recommended a 51 increase. Mr. Hartzog suggested putting this position on the pay schedule I :'1 and recommended a grade 17-A. Mayor Sawyer asked this item be on the next agenda after receiving affirmative comments from Council. .4 Review of Oniforll Service AGr_nt. Mr. Sweatt said he included in Council packets proposals to provide uniforms for a number of city departments. Proposals were received from three companies and staff recommends the Dickies proposal of five uniforms a week for an annual cost of $228.80 per person with $301.60 for supervisors uniforms. '5 Discussion of authorizing City Manager to participate in Insurance progr... Mayor Sawyer said as everyone knows our employees have to wait for completion of the six month probation period to be eligible for insurance and retirement. He suggested that the City Manager being an at-will employee of the Council, should be placed on insurance and retirement immediately. Council concurred. '6 Review of Annexation it_ PM 1103. Mayor Sawyer said that at one time, Council was going to annex D this area and were taken to court. He asked Council if they now wanted to go ahead with the annexation of this 30.63 acres in Comal and Guadalupe Counties. It would mean that we had to start completely over. -,I. 263 ---- Mr. Greenwald said they were told at the time that the court action would just put it on hold and we could take up from where we left off. Mayor Sawyer said that Mr. Sweatt had informed him that it has to be started over again. rMr. Aguilar said the city needs that section to control what goes in there. Mr. Greenwald said there had been some talk of activity in the iarea and he felt we should go ahead. Council agreed. i #7 CITY MANAGER'S REPORT: Mr. Sweatt asked Council if they iwould step outside for a moment. He showed Council and citi2ens ,the newly painted police cars - white with dark green stripe and 'the new uniforms for the department. :On returning to the conference room, Mayor Sawyer stated he felt iMr. Sweatt was gOing in the right direction and thanked him for ,his quick decision. Mr. Hart20g asked the cost for the uniform change for each officer. Mr. Sweatt advised since the change was minimal it :would cost very little. The revised summer weight shirts are cheaper and they will keep the same pants and it will only cost $2.50 to put the stripe down the sides. ,B. We did have the police auction on vehicles and got better ;prices for the five vehicles than expected. C. The Fire Convention will be this Sunday beginning at 1: 00 ,p.m.. We will be closing Aero Avenue from Oak to FM 1518. 'Everyone is encouraged to attend. Mayor Sawyer said this is the first time in over ten years that Schert2 has hosted this event. #8 ITEMS BY COUBCIL: ~r. Aauilar: A. Asked how finances look as far as the end of the year is concerned. Mr. Sweatt said we are hoping to end the year in the black. He had asked all Departments to cut back. Mr. Hart20g said that last year the auditors critici2ed because of over expending in certain line items. Mr. Sweatt advised that some changes are being made and will be brought back to Council. ~ Mr. Hart20a: A. There was a letter asking for pri2e money before the Home Coming Game and the Business Club had given $150. B. There will be a meeting on September 29th at Leon Valley of the United Suburban Cities. Basically they are asking for money for legal expenses to fight CPS. ~64~ ~ I " \ \ C. When Council hired Mr. Sweatt he said he wanted Council to give him an evaluation after six months. Both the City Manager and City Secretary need evaluating and Council needs work sheets for these evaluations. Mr. Sweatt said he had something from ICMA and felt it would work and be a good communication tool. o D. Is there a need to have the Bell Rinoer list all the time. Mayor Sawyer said it is mainly to remind Council of these items in case they need to talk about them. Mayor Sawyer said he would like to continue oetting it. Mr. Greenwald: A. Asked Mr. Sweatt to 00 to a BVYA meetino with him to meet the Board and they had a pretty frank discussion. He said he told them they need to communicate more with Council. A new Board take over the 13th of October and some of the new people have plans. Rioht now they have a deficit problem. He felt Mr. Shriver would work with them to help in this area. Mr. Greenwald said he explained the City is going to continue work on the park improvements. The Board will be meetino on Thursday niOhts now so Mr. Greenwald will be able to attend. The meetinos will be the second and fourth Thursdays at 7:30 p.m. Mr. Sweatt said Council should be getting a financial statement within two to three weeks. E. Mr. Greenwald said he and Mr. Graham had been working on the position of mechanic for maintainino vehicles. fl9 ITDIS BY MAYOR: Mr. Sawyer asked Mr. Hartzog to represent the City at the Leon Valley Meetino.
