The following members were present: Mayor Ear1W. Sawyer, presiding~ Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar ana Ken Greenwald. Staff present were City Manager Jimmy G. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald an the meeting of September 15. NAYS: None ABSTAINING: Councilmen Stanhope and Aguilar on the meeting of September 9, 1987. 12 BEARIRG OF RESIDEBTS: Mr. Salvador Previtera of 1013 Valley Forge Drive, Schertz, Texas, advised that the drainage ditch in back of his property is getting worse every year. There are about four or five houses in the vicinity that are continually swamped. There has been a lot of dry weather but the ditch has never dried up. He felt part of the problem, other than the ditch was not engineered properly, was the apartment complex leaves their sprinklers on in a gushing manner. The remainder of the ditch seems to be doing its job. e? 1~t~ JIP '} Mr. Greenwald mentioned that Mr. Gilmore had told them this ditch appeared to have an underground spring. ..--.. Mr. Gilmore said he has asked Mr. to determine what the problem is. with the construction of the ditch accepted this drainage ditch. Mr. Graham said there are certain chemicals that the City cannot use without a permit from the State. Mr. Graham sa'idhe does have some chemicals on' :ord:e'r now that might help. He will look into this situation and advise the City Manager. #3 BID AWARD: A. Motor Grader B. Pneumatic-Tired Loader C. Dump Trucks Mr. Greenwald moved to approve the bid from Cooper Equipment Company in the amount of $59,658, which includes extended warranty for the Motor Grader. Mr. Stanhope seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None B. Mr. Stanhope moved to approve the bid from Waukesha-Pearce Inc., in the 'amount of $47,488 for the Pneumat ic-t ired Loader. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None C. Mr. Aguilar moved to accept the bid from San Antonio Trucks for two trucks for a total amount of $40,78a.50. Mr. Green.ald seconded the motion which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. Mr. Gilmore presented a in the city. It shows through and including B. Will be receiving a recommendation from the P&Z to approve two year renewal terms for three of their members. -- C. Have received a packet from Efram Barrantes, the Councilman from Costa Rica who visited recently. We had asked him when he i was here if he had a picture of his family and home area so he sent several pictures. TML is coming up t his week and the City Manager's meet ing 8 ta rts ear ly Thursday so Mr. Gi Imore sa id he would be leav ing Wednesday. o #13 ITEMS BY COUBCIL: Mr. Sharpe asked the City Manager to have our inspector check out the Big State Auto- Sales. Mr. Sharpe passed around, a newspaper article concern organ donations. The new Federal law says that hospitals have to ask terminal patients if they want to donate or the hospitals could lose their medicare patients. Mr. Stanhope said he was amazed that Mr. Graham said he did not have any chemicals at the shop as Council just passed a budget with a lot of money in it for chemicals. Mr. Gilmore reminded Mr. Stanhope that Mr. Graham said the chemicals are on order. Mr. Aguilar said it was brought to his attention that when someone loses a bicycle and the police recover it, it seems to take a lot to prove ownership. Mr. Aguilar said he felt the police should take some consideration if the person is known. Mr. Aguilar mentioned again that 'we are having difficult time getting some of our articres in the newspapers. Laura Glenewinkel from the Herald Newspaper said to call her direct and she would see that we got' better service also the paper's deadline has been changed to Friday. Mr. Greenwa Id ca lied at tent ion to the tenta t i ve agenda for the joint P&Z/Council meeting to be discussed at the next workshop. o Mr. Greenwald asked if Mr. Sharpe was able to get in touch with anyone abou t the di lap ida ted "We lcome to Schert z" sign. Mr. Sharpe said he was working on it. #14 IT.MS BY MAYOR: supporting the United Way. Mayor Sawyer read a res 0 lu t ion Mr. Sharpe said he had not had much response back on the cha llenge to other 1 government ent it ies - only one nega t i ve from Guadalupe County. Mr. Sharpe said he re~d in the minutes where P&Z had approved the plat for Woodland Oaks Unit 4 and he thought they would not be approving this until the developers had fixed the drainage up there. ~r. Greenwald said he thought Mr. Sharpe had this mixed up with Unit 5. Mayor Sawyer brought out that by the 14th of October the City had to have their nomination in for the Guadalupe Appraisal Board and he wanted to nominate Chuck Sharpe.
