SPECIAL MEETING OF THE CITY COUNCIL
OCTOBER 14, 1981

The Schertz City Council convened in Special Workshop Session,
Wednesday, October 14, 1987, at 7:00 p... in the Confere~ce Room
of the Municipal Complex,' Schertz, Texas. The following members
were present: Mayor Pro Tem Ray Stanhope, presiding; Charles B.
Sharpe, Ha 1 Ba Idwin and Ken Greenwa Id. Absent: Mayor Ear 1 W.
Sawyer and Adolph Aguilar~ Staff present were City Manager Jimmy
G. Gilmore and City Secretary June G. Krause.
#1 BLtRIBG,OI'RESIDEWrS: Mr. Willman asked about any
progress on the brochure for-prospective businesses.
Mr. Sharpe said he had nothing new but that the City has the
Community Profile as put out by the Department of Commerce. He
said the Chamber of Commerce has been working on this but have
been waiting for the entities to set their tax rate .so they would
have the update. All but Selma and Guada lupe'Coun ty have set
their rates. Mr. Sharpe said the Texas Lutheran College had done
brochure on Seguin last year, showing the shopping habits, salary
ranges etc. and he hopes they will be doing one on Schertz
probably next spring.
Mr. Willman said one of the ways of getting businesses interested
in this area is through the articles that appear in the newspaper 0
periodically. He had an article about K-Mart looking for
expansion.
Mr. Stanhope asked what happened after the discussion Council had
about bringing the Economic Development Committee back to life.
Mr. Gilmore said that K-Mart representatives had been around for
several weeks before they came in and talked with us. We have
written them several times since then trying to find out what the
results of their visit would be. Mr. Gilmore said he did not
know what the problem is in our area - if it is the price of land
or deed restrictions or what. Now that Tri-County has been sold
out to San Antonio Savings Association, he did not know it they
have the same strict deed restrictions as Mr. Naylor had or not.

13 Discussion of Planning and Zoning reco..endation of 1
year teras of renewal for aeabers Bob Andrews, Randy Grossaan and
Xary Harsh.
Mr. Greenwald explained that these people filled in unexpired
terms and under the new rules are up for full two-year terms.
Mayor Pro Tem Stanhope asked that this be on the next agenda.
#4 Discussion of agenda for Joint Meeting with Planning and
Zoning Co..ission.

Mr. Greenwald said this is just a tentative agenda. Every person
on the P&Z was asked to come up with questions and concerns of
theirs. He felt the Mayor and City Manager should give an
overview of the past years and what is in the planning for the
future.
Mr. Gilmore agreed that an overview would answer some of their
questions and be an impetus for new questions. Mr. Gilmore
suggested using staff for overview and have Mr. Simonson present
for a pre public hearing meeting on Jack Hays, Schertz Parkway,
FM 78 and the loop updates.
This joint meeting is planned for the Workshop of October 28th.
Mr. Gi lmore sa id the State Highway Department suddenly dec ided
they would enforce signs in their right of way and picked up some
signs on Jack Hays before we could do it.
#5 Discus.ion of bid proposals for IB 35 Water

Mr. Gilmore said the contractor laying the 10 inch line along
Schertz Parkway has progressed much faster than expected. We are
still having trouble getting easements but we need to get water
along Schertz Parkway. We have come up with a plan if we can go
in for emergency bids. We are working with Larry Thomas on
this - if he would go ahead and give us the right of way, we
could charge it and when they develop Unit 3 we could recoup for
water line. Mr. Gilmore asked Council if he could go out for
emergency bids. Council agreed that the City Manager should
advertise for bids on this water line.

Mr. Gilmore said Larry Thomas has the engineering all laid out
which should help.

Mr. Baldwin asked the status of the lower end land easements.
Mr. Gilmore said we go to court with them in Bovember; however we
can go ahead if we put $ 50,000 in Es crow. We are working with
their engineer because the road has to be cut down deeper. Mr.
Gilmore said we are working with the land owners, engineers,
courts and everyone on this.
#6 Disc...ion of Aaend. ite..:
A. ordinance authorizing the Municipal Court to collect a fee to
cover costs of administering Article 6701d, Section 143A of
Varnon's Texa& Civil Statutes.
B. Ordinance regulating junk or salvage yards.
C. ordinance amending the Sign ordinance Article II-Definitions;
Article VI-Sign Permitted in all Rusinesses; and Artilce IX-
Permits.
D. ordinance amending the Zoning Ordinance by rezoning of the
Schirmerville area.
E. ordinance amending the Subdivision ordinance, Article 11- 0
procedures.
Council had no further questions on any of these items.
#7 CITY KABAGER'S REPORT: Mr. Gilmore said he

the best being on imp.a.c:-t fees.. We are presently fairly well
along on having the necessary requirements. We just about have
met the work designed - with a little bit of refinement, we are
in good sh.pe. - We will have to get the committee organized but
most of the work is already done. When we get the water in line,
we should- look at drainage. CCMA has to do the sewage.
Mr. Greenwald said we must have two separate public he.arings,
new plan and all calculations in place by 1990.

#8 ITBXS BY COUBCIL: Mr. Greenwald said he found several
good and interesting s~ssions at the TML Conference - especially
on funding. He said one of the things discussed was that we
should go to the state and tell them we want to cut out some of
the superfluous paper work. Mr. Gilmore agreed, saying the State
imposes laws on cities with no upfront servic~ to the city but
with added expense.

Mr. Baldwin referred to the Openings Meeting Law saying it is his
understanding that Executive Sessions either have to be taped or
certified. Mr. Gilmore said Attorney Harris said the
certification is the best way to handle this and the Council had
agreed to certification as it is much less costly.

signs at the parks as they are in deplorable condition. /'/
The sign "Welcome to Schertz" was put up jointly by the Chamber
of Commerce and the GVEC, according to Mr. Sharpe. He said he
did not think either organization was interested in it now but he
will find out for sure. He will then discuss it with the
Business Club president to see if they want to sponsor or co-
sponsor the sign.

Mr. Stanhope said there is a terrific sign painter where he works
if the City decides to do it over themselves.
Mr. Greenwald added that P&Z member Randy Grossman, who has been
in the sign business for years, said he would be willing to help
in this way.

Mr. Sharpe asked the date of the public hearing on the sewer 41) c6o'l
permit. Mr. Gilmore said they have not decided if they are going 0
to go ahead or not. We received a letter back from the people /c.?/
who objected and they are still objecting.
One of the sessions at TML that Mr. Sharpe attended was
Economic Deve lopment . The Sta te has crea t ed a Depa r tmen t
Commerce tha t is jus t ge t t ing organized. It wa s brought up
the .ession that it is not only this department that has
impact on cities but also the Water Quality Board and
Railroad Commission
Mr. Sharpe asked if the ordinance on weeds had been changed to
simplify and shorten the time of getting lots cut. Mr. Gilmore
iaid he would check with Richard Harris on this.
Mr. Sharpe also asked if the City has an ordinance stating that
contractors must have a dumpster at construction sites. Mr.
Gilmore said no. Mr. Baldwin said some contractors use their own
trailers and haul the stuff off instead of renting from Waste
Management. Mr. Gilmore said the real mess usually comes from
sub-contractors; but he will check into this.

pickup for garbage at food establishments.
