REGULAR MEETING OF THE CITY COUNCIL
OCTO~ER20, 1987
The Schertz City Council convened in Regular Session, Tuesday,
October 20, 1987, at 7:00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Schertz Parkway, Schertz, Texas. The
following members were present: Mayor EarlW. Sawyer, presiding;
Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and
Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore
and City Secretary June G. Krause.
Mayor Sawyer opened the meeting and welcomed Guadalupe County
Commissioner Brown to the meeting.
Mr. Sawyer then presented plaques to former Planni1;l.g & Zoning
members Dave Allen, Tom Yarling and James Harden for their
dedicated service on this commission. Mayor Sawyer said that as
long as the City has people like these to volunteer their time,
we will have a good city.

Mr. Stanpope moved to approve the minutes of the Special Meeting
of Septeaber 30 and Regular Meeting of October 6,1987. Mr.
Greenwald seconded the motion, which carried as follows:
AYES: Councilmembers Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.

COURT TO COLLECT A FEE TO COVER COST OF
ADMINISTERING ARTICLE 6701D, SECTION 143A,
VERNON'S TEXAS CIVIL STATUTES.
Mr. Sharpe moved to approve ordinance authorizing the Municipal
Court to collect a fee to cover cost of administering Article
6701D, Section 143A of Vernon's Texas Civil Statutes. Mr.
Bald~in seconded the motion, which carried with the following
vote:

read the caption as follows:

OF A JUNK OR SALVAGE YARD, PROVIDING

Mr. Aguilar moved to consider and approve tbe final consideration

#8 P6Z APPOIRTIIIRTS: A. Cons idera t ion of appo in t ing
Commission members for two-year renewal terms.
Mr. Baldwin moved to approve the appointments of Bob Andrews,
Randy Grossman and Mary Marsh for two-year terms on the Planning
and Zoning Commission. Mr. Stanhope seconded the motion, which
carried with the following vot~:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
B. Consideration of appointing a Chairman and Vice-Chairman to
the P&Z Commission.
Mr. Stanhope moved to appoint Mr. Bob Andrews as Chairman and Mr.
Ty Brisgill Vice-Chairman of the Planning and Zoning Commission.
Mr. Greenwald seconded the motion, which carried as follows:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None

Mayor Sawyer advised the people present that we have a need right
now for members on the Planning & Zoning Commission. He asked
that the citizens put out the word for anyone interested in

#9 CITY XABAGER'S REPORT:
official ballot for the Board of
Appraisal District.
A. The City has received the
Directors, Guadalupe County
B. On October 30th at the Randolph Officer's Club at noon there
will be an Emergency Management meeting and they would like for
the Mayor to be present. The will be setting up the program for
the Exercise in Schertz.
C. On November 9th at 10:00 a.m. in New Braunfels, the Mayor and
City Manager have been asked to meet with New Braunfels Mayor and
Water Board Supervisor to discuss surface water out of Canyon
Dam. San Marcos will also be represented at this meeting.
#10 ITEXS BY COUBCIL: Mr. Sharpe referred to a letter from
Guadalupe Vall~y Elect~ic Cooperative on the peak load control.
He asked if the City Manager had had a chance to check to see how
that would save any money for Schertz. Mr. Sharpe said he
attended a CCMA meet1ng where Mike Absher from GVE~ briefed them.
CCMA has determined that it will be cheaper to run their
generator during the peak load time than to purchase from GVEC.
Mr. Gilmore said that most of our electricity is from air
conditioning and equipment usage so he was not sure how it would
affect us.

Mr. Sharpe suggested inviting Mr. Absher to a workshop to brief
Council on this subject.
Mr. Sharpe said he had talked with GVEC and the Schertz Business
Club about the sign at the CiboloCreek crossiug and they are
both interested and will combine to do something with the sign.
Mr. Sharpe suggested using reflective materials on the sign
rather than lighting it as is done now. He' asked Mr. Stanhope to
get in touch with the gentleman he recommended for sign painting.
Mr. Baldwin asked if it has been determined if there is a spring
in the drainage ditch behind the apartments.
Mr. Gilmore said it is not a water break but don't know for sure
about the sewer right now. We have the engineer looking at this
at the present because it will take real good grading to get the
water out.
Mayor Sawyer asked if the area had been sprayed for insects and
Mr. Gilmore said he was sure it had but he would double check.
Mr. Ba ldwin expres s ed concern over what is be ing done at the
railroad crossing at Cibolo Creek. Mr. Gilmore said all he knew
was that they are going to put in a railroad bridge there.

Mr. Aguilar asked if the City Manager had any more information as 413
to what is going on on IH 35 down from Jack Hays Boulevard. Mr. ~? D
Gilmore said there is a business located there - auto mechanic. ,9~
We are working with the State on this as it is partly in the
State right of way.

#11 ITEHS BY HAYOR: Mayor Sawyer said that after seeing on
the news about the little girl that f~ll in the well, he would
ask that if anyone knows of such a well in Schertz to please let
us know about it.

Mr. Sawyer said he had a letter from Robert Boothe thanking the
City of Schertz for their part in rehabilitating the entrance to
Crest Oak. The Mayor said he always appreciates letters from
citizens.

Mayor Sawyer said the Housing Authority has requested that he
reappoint Barbara Stanhope and Wellington Cyr to two-year terms
on the Housing Authority Board. They had also asked for ,the
reappointment of Mr. Hugh Hanlon but Mr. Hanlon passed away the
day before. Council concurred with the appointments.

#12 ADJOURDEBT: Mr. Aguilar moved the meeting be
adjourned at 7:27 p.m. -Mr. Greenwald seconded the motion, which
carried unanimously.
