SPECIAL SESSION OF tHE CITY COUNCIL
OCTOBER 28, 1981
The Schertz City Council convened in Special Workshop Session,
Wednesday, October 28, 1987 at 7: 00 p .in. in the Conference' R.oom
of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas.
The following members were present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe; Hal Baldwin; ~ay Stanhope; Adolph
Aguilar and !ten Greenwald. Staff present were City Manager Jimmy
G. Gilmore and City Secretary June G. Krause.

Charleston, Northcfiffe- Subdivis16n, said h~ would like to appeal
the incorporation of the six houses on his street into the City
of Schertz and would like the Council to consider disannexation.
He said he wanted to be disannexed until all of Northcliffe was
anne,xed.
Mayor Sawyer explained that the study of annexing Northcliffe had
not been completed.
Mr. Baldwin said he did not see why Council couldn't go ahead and
disannex these houses. He did not see what Tom Anderlitch' s
report had to do with thedisannexation of these six houses.
Mr. Sharpe said that since these house had been in the city for
six to eight years, he did not see any hurry to disannex in the
next month. He did not see anything wroas with disannexation if
it is going to be years before Council considers annexing all of
Northcliffe; but until that is determined, there should be no
hurry.
Mr. Agu i lar, Mr. Greenwa ld and Mr. Stanhope sa id they had no
objection to Mr. Brown's request.
Mayor Sawyer asked Mr. Gilmore to look at the legalities of
disannexing these six houses but not to include anything on 135.
Mr. Aguilar suggested not disannexing an~thing piecemeal - only
if all the six property owners want ta bedisannexe4.

Mayor Sawyer welcomed the P&Z members to the meeting and thanked
each of them for serving on the Commission.

Mr. Gilmore said one of the big problems of the P&Z is how, what
and when to zone. The State says it will be done in accordance
with the Comprehensive Plan and there are many descriptions of a
comprehensive plan. Judges have ruled it can be a comprehensive
zoning map; others have ruled it must be a complete plan - but
you must have some type of plan. T~e City do~s have a plan but
it needs up dating as it has not been updated since January of
1983. There are areas that need the update; however at least 2/3
of the plan is still valid. This is something the Planning &
Zoning Commission needs to do soon to keep our plan up to date.
Mr. Gilmore then gave some of the major improvements that have
been accomplished over the last five years.
WATER/WASTE WATER DEPARTMENT: In 1983 we dr i lied we 11 #3 in
Universal City andinstall.d a new pump, which raised our water
production capacity by over 433% per day; replaced over 34
plastic water service lines in Buffalo Valley South with copper
,tubing; purchased a new Backhoe-front end loader; and
reconstructed storage tank supply lines and relocated 12 inch
control valve for Deer Haven storage tank.
In 1984 the City constructed a lift station at the Animal
F4,cilit_y; constructed an 18" wffter line from our Naco well along
FM 300~ to connect with a 12' main thus increasing volume and
pressure for industrial park zoned area; purchased the rural
Schaefer Road Rural Water Supply Corp.; constructed sewer line to
serve Garden Ridge Pottery and Country Corner Restaurant making
service available for development north of 135 east of FM 3009;

1986 constructed 2200' of 2" water service lines from FM 1518
east on Trainer Hale Road; purchased 2-way radio system; .dded to
the Water Department staff; disconnected the City of Cibolo from
our distribution sy-stem; and trained Water Dept. personnel to
assist in fighting fires during working hours.

In 1987 cons t ruc t ed in-hous e a pump and ch lor ine room f or the
U.C. well site; purchased a computer system for this department;
purchased a well scope to closely monitor all four wells; and
purchased a new pickup.
Major areas planned for construction in '87-88 are: __ a storage
tank on East Live Oak Road; storage tank in Schirmerville area;
construct 16" water line from 135 on Schertz ParkwajT; construct
12" water line from Savannah Square to Schertz Parkway; and
application has been submitted for grant from the FHA to improve
and extend the old Schaefer Road water system south of Randolph
AFB.

STREET AND PARK DEPARTMENT
In 1983 recons't ruc ted storm damage to Cres t Oak, Mobile Vi lla and D\
East Live Oak Road; installed new timed lighting in large
pavilion; procured new picnic tables, installed eleetric system
and water system for small pavilion; constructed additional
picnic areas in Pickrell Park; and constructed additional kennels
at the Animal Facility.
In 1984 constructed a parking area at library; reconstruct fire
department parking; constructed shelving and installed flag pole
for library; and reconstruction of First Street sewer line
trench.
In 1985 improved electric system for two ballfields; dredged
Dietz Creek behind high school; rebuilt all fencing and backstop
on adult softball field; ieconstructed Animal Facility; in~talled
automatic chemical system, fiberglassed po~l and constru~ted
concession stand at pool; purchased outfront mower; added one
street worker.
In 1986 constructed restroom facilities at large pavilion;
reconstructed all plumbing systems in BVYA concession stand;
reconstructed street corner 'of Schertz Parkway from Senior
Citizen Complex to Curtiss Avenue; purchased new radio system;
purchas ed out front mower, ca,rrya 11 park i veh ic l,e, t fac tor wi t h

In 1987 installed new outfield fencing and lighting fixtures on
softball field; reshaped and cleaned East Dietz Creek drainage
ditch behind CCMA and Greenfield Unit III; reconstruct driving
surface and reworked and installed drainage culverts on
Wiederstien Road; installed new traffic signs throughout" the
Schirmerville area; began crack seal project in Aviation Heights;
purchased computer system, asphalt cutting machine, chemical
spray rig and traffic counters; added two additional personnel.

SAFES: Have purchased four new modular ambulances in 1982, 1984,
1986 and 1987 - each represents approximately $60,000 in capitol
expenditures when fully stock~d.
During the last year SAFES responded to 1,732 emergency calls,
traveling over 46,000 miles. Based on current population growth
patterns SAFES has projected a 5-10% yearly increase in the
number of ca lls they wi 11 rece i ve. They also provide t ra ining
for CPR classes each month and special classes for many
organizations that request them.

The City has authorized two full-time personnel to assist the
Director and Assistant Director, and part-time personnel of 2
each day and 4 on weekends and holidays.

F IRE DEPARTMENT: IN 1984 a part-t ime fire ins pee tor was hired
and the Fire Chief became a full-time employee, In 1985 a full-
time fire fighter was hired. In 1986 a second full.,.time fire
fighter was hired and in 1987 a third full-time fire fighter was
added. Also the department began two paid shifts which now cover
the 7-3 and 3-11 time frames.

que/kitchen and walk-in cooler at the large pavilion in the park.
POLICE DEPARTMENT

In 1983 the department consisted of the Chief, 8 officers, 4
dispatchers and one clerk. In 1985 we added another dispatcher
along with 2 patrolmen. An additional 2 officer were hired in
1986 with one more being authorized in the 1987-88 budget. The
City has purchased 8 used DPS vehicles during the last five
years. A new 20 channel communications tape logger was purchased
and early next year a new high speed computer link will be
installed.
ADMINIST.RATION
During the past five years, we have added one office clerk, an
additional custodian and inspector, and one finance clerk. As
the total number of staff increased, an administrative change was
made to insure better span of control. The Planning Coordinator
was given the additional duties of Assistant City Manager.

LIBRARY
The Library staff has grown from one part-time librarian in 1983
to a full-time librarian and two full-time clerks. The number of
books increased from 14,000 in 1983 to the present 17,000
volumes. The total number of books checked out in 1983 was
29,294 and by 1987 had risen to 54,163. During this same period
the number of library cards increased from 821 to 1492.
Mr. Gilmore stated that he felt Council would find very few
cities in the area that has progressed and grown as much as the
City of Schertz. He continued by saying we are now in the
process of building Schertz Parkway. At the present time the
water lines have been laid and must be tested. We are having a

little difficulty obtaining easements but are in the process of
obtaining the right of way to complete the road to East Live Oak. 0
The land owners have gone to court saying they have not received
sufficient money for the right of way. If not delayed, we should '
start the first of January 1988 to complete the roaa.
We are working on the widening of FM 78 - the State is working
with the railroad to obtain additional right of way to widen to a
five lane' road., At the last report, it will be about two years
before they start the widening of Jack Hays Boulevard. At the
present time the railroad company is building a new bridge over
the Cibolo Creek - the underpass will be closed for 90 days and
after that Aviation will be closed for five days. At no time
will it be closed permanently it is controlled by Universal
City.
The FM 78 By Pass is still in the planning stages but the State
is concentrating on the widening of FM 78 at present.
Mr. Andrews, P&Z Chairman, thanked Council for the update. He
said they had had turn over on the Commission and he .anted
Council to meet the newer members. He said the P&Z is looking
toward growth but want to keep aesthetics at the same time. He
asked Council to let P&Z know their feelings so that as they go
down the road, they are looking at the same things.
Mr. Gilmore said that the Schirmerville area is unique because of 0
theAICUZ. It is being zoned agr icu I ture/ res ident ia I at the
present time. However some areas are conducive to business. He
suggested P&Z look at what they have done with the Jack Hays and
Schertz Parkway overlays and come up with a new overlay ordinance
for specific areas as to what -they want for the city by working
with the people.
Mr. Van Dine said he had 'been discussing the proposed landfill
with some citizens of the Schirmerville area. Mr. Sharpe
reminded him that there will be a Public Hearing on this starting
Monday the 2nd of December. Mr. Sharpe went on to say that this

landfill in this area to help keep the cost of service down. If
the site for a proposed landfill is within the city, then the
city has control; but as this one is outside the city, then we
have no control.
P&Z members expressed their appreciation for this joint meeting
and the bri~fing given by staff. Mr. Sharpe suggested the
Council, along with the P&Z and School Board members again take a
field trip throughout the c i tyas was done in the past. Mayor
Sawyer suggested setting up this type meeting sometime after the
ho11days.

13 Discussion of an ordinance amending the sign ordinance
on permits; and portable and mobile signs.
Mr. Aguilar asked why the two time periods for the permit for
portable signs in Section 10.
Mr. Van Dine said it was to be more flexible but still limit
their use.
#4 Discussion of an ordinance amending Ordinance 83-F-7,
Section XXX Sewer Rates Established to provide for cycle
billing.
Mayor Sawyer said Council passed one on the water and this will
bring the sewer in line with the cycle billing.

Mr. Aguilar said that when the two Councils met, he understood
the agreement was just for discussion and also it would not go
all the way to 110.
Mayor Sawyer said he did not like the way this agreement was
written. He also said he could not see the Council giving away
an area of their E.T.J.

Mr. Sharpe suggested turning down and abide by State law on the
areas of extraterritorial jurisdiction.

Mayor Sawyer suggested leaving this at the discretion of the City
Manager. If a workshop was needed, then Mr. Gilmore could set
one up.

building for their Haunted House. Council did not object. /ql
Mr. Gilmore announced that the Corp of Engineers will be in the
City in November on the railroad bridge.
18 ITEXS BY COUBCIL: Mr. Stanhope announced tha t the
street light is still out between 709 and 713 Maple. Mr. Gilmore
said it has been reported about three times.

Mr. Aguilar reported on a junked or abandoned automobile and Mr.
Gilmore said he had it checked out and the vehicle will be out
within two or three days.

Mr. Aguilar asked about the skateboard thing and Mr. Gilmore said
the inspector had talked with the owner of the property and
Mother and both said it was for their own person'al use.
Mr. Sharpe asked if anyone had gotten prices on painting the
Welcome to Schertz sign. Mr. Stanhope said he would get in touch
with the man again.
Mr. Sharpe announced that the Annual Christmas Tree Lighting
.ould be December 3rd.
Mr. Sharpe asked if Mr. Gilmore had had a chance to check on the
fence between the Movie House and residence. Mr. Gilmore said he
had and the owner was told to improve or upgrade the fence.
Mr. Sharpe s aid he had w r it ten a co up 1 e of letters t os en a tor s
and representatives on postal delivery. He, had also called the
San Antonio Postal Service and was invited in to talk with them
about this. The meeting will be the following Mond~y at whic~ he
will advise that we would like to have all of Schertz delivered
from Schertz Post Office. He said we did not expect it t~ all be
done immediately but at least to get it in the planning stage.

Mr. Baldwin asked if anyone remembered when Schertz would get
into the Enhanced 911 system. An instance arose where a
citizen's husband: was very sick and the wife called 911 since it
was already being charged on her bill.
Mayor Sawyer suggested paying for an ad to explain the time table
as best we could. Mr. Sharpe said that he would talk to our
representative on the Enhanced 911 Board and let them advertise
it in the papers.
