ccreg 11-17-1987 ( I , I - I REGULAR SESSION OF THE CITY COUNCIL NOVEMBER 17, 1987, iThe Schertz City Council convened in Regular Session, Tuesday, November 17,1987 at 7:00 p.m. in the Council Chambers of the iMunicipal Complex, 1400 Schertz Parkway, Schert,z, Texas. The following members were present: Mayor EarlW. Sawyer~ presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and Deputy City Secretary Alice Austin. Mayor Sawyer advised that prior to the meeting he had several iitems of community interest to present. Mayor Sawyer introduced Sharon Fruge, President of the Business Club. Mrs. Fruge advised that sh~ had Employee of the Quarter presentations for two city iemplo~ees. Mr. Ed Melton, Fire Chiefl Emergency Management Coord1nator was presented a plaque for the quarter of April through June, 1987 and Debra Williams, Finance Officer was presented a plaque for the quarter of July through September, 1987. Mayor Sawyer read a proclamation calling upon all citizens to join him in commending and congratulating the 1987-88 Samuel Clemens Buffaloes for their outstanding season and support them as they continue on the playoff road enroute to the State Champions in Class 4A. He advised that the Buffaloes had a perfect record of 10 wins and zero losses. Coach Lehnhoff explained that part of his team were in at the Cibolo City Council meeting receiving a like honor. He then introduced the six team members present. 281 11). ~(?q /{)?- t(/', 16 1 /f?~ Mayor Sawyer read a proclamation proclaiming the 19th of November t as ~he Day of the Great American Smokeout and requesting that all <<?,t~~ citizens join in. Mayor Sawyer advised that he had quit smoking I~~ and recommended that other smokers do the same. Mayor Sawyer welcomed Boy Scout Troop 18 with their leader Dave Willia~s. He explained that the troop was working toward a m~rit badge in government. #1 APPROVAL OF XIBUTBS: Mr. Sharpe made the motion to approve the minutes of the Special Meeting of October 28, 1987 and tbe Regular Meeting of November 3, 1987. Mr. Aguilar mad.themoti~n ~o appoint Ruth Tienor, Tony Paulson, J~IJ~ Parr, Mary' McA~lister and Connie Brison to the Library Advisor, Board for two-'year'terms. NAYS: None Saldwin, Stanhope~ Aguilar and Mayor Sawyer advised that he ~ould pass Item #4 EXECUTIVE SESSION and_ove -on to Item #9 RESOLUTION. #9 RBSOLUTIO.: captioned Resolution: Mayor 'Sawyer , Ii read the following RESOLUTION NO. 87-R-15 A RESOLUTION SUPPORTING A CLASS I HORSE RACING TRACK'IN- NORTHEAST BEXAR COUNTY. Mr. Sharpe made the motion to approve the resolution supporting a c las s I horse rac ing t rack in northeas t Bexar Count y. Mr. Greenwald seconded the motion. Di Mr. Sharpe advised that a horse racing track would be a economic boon-to the area. He also advised that there would be a meeting at 7:30 p.m., November 30, 1987 at the Blueb6nnet Palace concerning horse racing. Mr. Greenwald advised that anything we can do to increase growth will benefit the IH 35 corridor. Mayor Sawyer called for a vote which carried as follows: AYES: Councilmember Sharpe, Greenwald. NAYS: None Baldwin, Stanhope, Aguilar and #4 BXECUTIVB SBS8IO.: Mayor Sawyer called an execut i ve 8 e8S ion under Art-icTe 6-252-17, Sect ion 2 (e) Vernon' s Texas Civil Statutes, to discuss with Attorney Douglas Becker on pending litigation at 7:15 p.m. Open meeting reconvened at 7:40 p.m. Mayor Sawyer explained that Council had been briefed by Mr. Becker concerning a case brought by Mr. Leon Parker. #5 ORDIBABCB: Mayor Sawyer introduced an ordinance for final consideration and read the caption as follows: ~ U ;:.1~~i ( 283 ORDINANCE NO. 87-S-29 r-- I AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AMENDING -THE SIGN ORDINANCE NO. 86-S-28, ARTICLE' IX, PERMITS; SECTION 10 AND lOb, PORTABLE OR MOBILE SIGNS. Mr. Gi Imore advis ed tha t the emergency exerc is e recent ly condu~ted with Randolph AFB had went off vell. There were a few minor glitches but overall it was a very -satisfactory exercise. Mr. Sharpe advised that one item that came up was the need to look into communicatio~s. #11 I1'E.8 BY CODWCIL: Mr. Sharpe briefed Council on a meet ing with th'e New Braunfe Is Pub 1 ic Ut i 1 i ty, Mayor of Segu in and the Mayor of San Marcos concerning the purchase of surface water from Canyon Lake. He advised that once contract was made the city would pay a monthly rate whether they used any water or not. o - Mayor Sawyer requested that a meeting b~ scheduled with New Braunfels to discuss water and sewer along IH 35. With the potential growth in the area this is a very important Part of development. Mr. Sharpe advised that two very important items looking at surface water was the pollution ~f state regulat ions governing the aquifer. Mr. that we need to consider sinking a new well. to consider when the aquifer and Stanhope advised Mr. Baldwin asked when the Corp of Engineers would be redoing the flood pia in study and maps. Mr. Gi lmore adv is ed that the city has been giving them information for their study and that we were unable to _o_l:>_tain existing maps because they were in the process of updating. Mr. Baldwin advised that he had received a complaint from a property owner in Rio Vista Subdivision that people were using the back of the trailer park as a dumping ground. Mr. Gilmore advieed that we were watching the area and could enforce the no dumping laws in the area if anyone was caught in the act. Mr. Stanhope asked about the progres s on the city IS S ec t ion of Schertz Parkway. It was agreed this item should be placed on th~ next workshop agenda for discussion. o / 285 ,--. Mr. Greenwald asked if we had heard anything from the Water Commission or the Corp of Engineers concerning the creek under the railroad bridge.
