SPECIAL MEETING OF THE CITY COUNCIL
DECEMBER 10, 1986

The Schertz City Council convened in Special Session, Wednesday,
December 10,1986, at 6:30 p.m. in the Conference Room of the
Munic ipa 1 Comp lex, 1400 Live Oak Road, Schert z, Texas. The
following members were present: Mayor Earl W. Sawyer, presiding;
Charles B. Sharpe, Hal Baldwin, Ray Stanhope, Adolph Aguilar and
Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore
and City Secretary June G. Krause.
Mayor Sawyer welcomed those present and immediately recessed the
meeting in order to go to the Housing Authority to meet briefly
with their Board members at 6:31 p.m.
The Special Meeting was reconvened by Mayor Sawyer at 7:16 p.m.

Mayor Sawyer explained they had just had a briefing by the
Housing Authority Board officials and a tour of the facilities
available for special groups use. Mayor Sawyer asked if Council
desired to have Mrs. Barnes back for a future meeting.
Mr. Sharpe said he felt the program Mrs. Barnes started a long
time ago is outdated and the program RECAP has now meets more of
the people's needs. He said he questioned the effectiveness of 0
Mrs. Barnes Community Aid program because she keeps no records.
Perhaps we could suggest that she integrate with RECAP.
Mr. Stanhope sa id he agreed with Mr. Sharpe and Counc i 1 shou ld
get her involved with RECAP.
Mr. Baldwin said he personally would like to see the program of
Mr s. Barne s' cont inue . She is he lp ing peop Ie in some way. He
said, however, if she is going to stay there, Council needs to
have some shelves built. Mr. Baldwin said record keeping is fine
if you have a staff but with just one person and her taking the
clothes back and forth each week, it is not feasible.
Mr. Greenwald said that if she is going to expand into furniture,
the City cannot provide space. As for record keeping, it is not
that important. He said that the money she expends should be for
helping only those in the city but as for the clothes, what
difference does it make. By separating the clothing, it could be
better utilized and she should limit the number of people that
come in at one time.
Mr. Aguilar said he felt the big problem is quantity. He felt a
program should be started to reduce the amount of stock and don't
accept any more until it is reduced. Give it to the Goodwill or
some other worthy organization until she can get to the point 01
where she can use the space she has now effectively. He said he
would like to see her relieved of having to use her garage.

IMr. Gilmore summarized it by saying the space is not utilized the

has overburdened herself.
Mayor Sawyer said he was hearing Council say that the majority of
them would like to see Mrs. Barnes operation cut down. He said
he would hate to see her forced out when we had a time getting
Isomeone to take over when we needed her. He said he would ask
:her to cut back because we have no other space to offer her.

13 Staff to discuss computer needs.
Steve Simonson said that staff has been looking at updating our
.computer system to facilitate people getting better use out of
the system. The problem is the increased need of access by all
departments causing periods of extended waiting time. In

iMB which is in jeopardy of being swamped by the needs of our
growing population. Mr. Simonson said the staff has met with and
talked with IBM, ATT, Burrough, Tandy and many others. He said
they keep running into the same problem - cost of software, the
cost of hardware is no problem. He said that after getting
several proposals and studying it all, they decided to back up
and work with the system on hand by purchasing two additional
work stations, 85 MB hard disk and one additional printer. He
then showed a drawing of the layout, which would more
conveniently allow greater staff productivity due to less
waiting. The projected cost would be $12,000. After explaining

the remaining money budgeted and projected lease purchase, Mr.
Simonson said if ~his purchase is authorized no more than $300 to
$500 in additional funds will be required in this budget year.

In 1988, he proposed upgrading the present B-22 master computer
system in accounting with a B-26 enhanced computer system at a
projected cost of $5,000.
Mr. Simonson then answered ques t ions of Counc iI, saying thi s
proposal should carry the city for an additional 3 to 5 years.
Mr. Gilmore said we were originally told that we could integrate
the B-22 and B-26 and have since found out it can not be done.
We are trying to get full utilization out of what we have now.
John Bierschwale, Water Supervisor, next addressed Council for
his department, saying that since 1985 he has been studying
computer sys tems. He wou ld 1 ike to put a 11 his record s on
computer, meters, valves, manholes, water lines, etc.
Mr. Gilmore said that at the present time we would have to pay
our engineer for all this. Ford Engineering proposed a $10,000
fee for just a base map.
Mr. Bierschwale presented specifications for a complete package
to include hardware to interface between his department and the
Planning Department at the Municipal complex. This would include 01'
harj:iware, software, base printer, training and just everything.
He said the water billing could be added to his system at a later
date. Mr. ~ierschwale said the City needs to look toward the DOS
system because everybody uses that and it would be compatible.
Mr. Gilmore said we would have to see the bids and if it can be
lease-purchased before anything could be done.
Mayor Sawyer asked if Mr. Gilmore would like to go out for bids
and Mr. Gilmore said yes, So we could narrow it down to an area
he could .ork with. Council concurred to go out for bids. After
getting concurrence of Council, Mayor Sawyer said they agreed to
go out for bids for the Public Works Depart-ment and upgrade the
present Municipal Complex system.
Mr. Dave Allen said that San Antonio College has a set up just
about what John Bierschwale is talking about and invited anyone
down to tour the facility.
Mayor Sawyer called for a recess at 9:11 p.m.

I. Mr. Gilmore said, as discussed several times, he would like
to increase Mr. Simonson's salary a little more than what was
!budgeted and appoint hiM as Assistant City Manager of Operations
ito include Water/Wastewater, Streets/Parks, Inspections as well
as Planning and Zoning. The day to day problems could be handled
by Mr. Simonson as at least 60% of Mr. Gilmore's time is tied up
,with legal matters. We will prepare an organizational chart
;showing this configuration. Council concurred with this
suggestion.

J. The Chamber of' "Commerce ask if we would pass on about the
annual Christmas Program on Monday December 15th at the Officer's
Club from 6 to 10:00 p.m. at $19.00per person. The need to know
who will be attending.

K. . The Election signs' are out. Two on Live Oak Road and the
third will be on Main Street at the top of the hill coming up
from Cibolo Creek tomorrow. We will try to contact a land owner
or developer ott FM 3009 to rotate one of the Live Oak Road signs.
L. Mr. Tom Funk had More problems and was taken back to the
hospital but is back at work now.

park is really dark, if we could have some I i~ht 8 iilthe trees
more people could take advantage of the park especially in the
fall and spring.
Mr. Sharpe: A. Concerning appointing Mr. Simon'son Asst. City
Manager, he said that would be a great help and should resolve to
see that the little things don't fall through the' cracks any
more.
B. There will be an AACOG semi-annual meeting on December 17th.
Mr. Sharpe said he made two reservations and can make More if
anyone else can attend.

C. Austin-San Antonio Corridor Council~ill be meeting in Seg~in
Friday December 12th at 10:00 a.m. They will be talking about LJ
the '87 legislation Session.
D. Have been reading more about the 911 service, how does that
affec t us. Mayor Sawyer sa id it looks I ike we are back in
becatise they are going to add a fee to our telephone bills. Mr.
Sharpe said there is suppose to be an election on January 17th.
Mr. Gilmore was to get additional inform"ation on this.
Mr. Stanhope asked if, on the extension of 135, is there going to
be a bridg~ built for Schertz. Mr. GilMore said it is in their
plans.
Mayor Sawyer sa id that nex t we want to start ta lking to them
about down the road at Wiederstein, as soon as they start on that
portion.
Mr. Baldwin said he was really glad to see Mr.' Si~onson get the
a~pointmedt 4nd get an inereas~ in pay. He is very c~~able an~
serious minded person.
Mr. Greenwald: A. Did the City ever get anything settled on the
ambulance that was wrecked. Mr. Gilmore said the insurance
company is paying $2500, which is what it cost.

8. Since the Quick 6 closed up, the Pay Less has been getting a
lot of under age kids trying to buy liquor. Perhaps we could
have more police patrols in that area.
~. If we find out anything on the water permit (New Braunfels
taking over 80lms CNN) it might not hurt to let Cibolo know also.
We don't want New Braunfels going to the State and getting sole
tertification.
~r. Aguilar asked when the next workshop would be. Mr. Gilmore
there would be none the rest of the year unless the Council
$pecifically wanted to have one.

will have a paid advertisement in the papers the week before the

~r. Sawyer said he will get in touch with Mrs. Barnes and tell
ber to see if she could combine with RECAP; and if not, to reduce
ber stock and utilize the space she has now.
