REGULAR MEETING OF THE CITY COUNCIL

The Schertz City Council. copvened in' Regnlar Se,sl!t'io-n, Tuesday,

Municipal Complex, 1400 Live Oak Road. The following members
were present: Mayor Earl W. Sawyer, presiding; Charles B.
Sharpe; Ray Stanhope; Adolph 'Aguilar and Kenneth Greenwald.
Absent: Hal Baldwin. Staff present we.re City Manage~ Jimmy G.
Gilmore and Deputy ~itj Secretary Alice Austin.
#l APPROVAL OP HIIUTBS: Mr. Sharpe moved to approve
the minutes of the Special Maeting of November 12, 1986 and the
Regular Meeting of November la~ 1986. Mr~ Stanhope seconded the
motion, which carried with the fOllowing vote:
AYES: Councilmen Sharpe, Stanhope, Aguilar and Greenwald
NAYS: None
#2 IEARIIG OF RESIDE.TS: Mr. Mazian asked if anything
had been done concerning 'the . s tripping machine. Mr. Gi lmore
advised that bids where expected either the first or '~econ~
meet ing in January. Mr. Agui la r sa id tha t they had been to a
meeting in Houston and some of the equipMent they had seen had
really started the ball rolling.

#3 OB.DIIAICE: Mayor Sawyer introduced an ordinance
and read the following caption:
AN ORDINANCE BY THE PROVISIONS OF ARTICLE
1011a, REVISED CIVIL STATUTES' OF TEXAS, TO
REGULATE THE LOCATION, HEIGHT, AREAS; LOT
COVERAGE; DENSITY AND DISTRIBUTION OF
POPULATION; THE USES OF LAND, BUILDINGS AND
STRUCTURES; TO REQUIRE OFF-STREET PARKING AND
LOADING; AND FOR SAID PURPOSES TO DIVIDE THE
CITY INTO DISTRICTS OF SUCH NUMBER, SHAPE,
SIZE AND CHARACTERISTICS AS MAY BE ADVISABLE
TO CARRY OUT THESE REGULATIONS; TO PROVIDE FOR
IT'S ENFORCEMENT; TO' PROVIDE FOR A BOARD OF
ADJUSTMENT; AND TO PRESCRIBE PENALTIES FOR THE
VIOLATION OF IT'S PROVISION.
Mr. Stanhope moved to approve the first reading of the ordinance
regulating zoning. Mr. Greenwald seconded the motion. Mr.
Sharpe advised that he was very disappointed that a non alcoholic
district had not been included in this ordinance. Mr. Aguilar
advised that the reason a non alcoholic district had not been
included was that there was not enough tiMe to conduct a study
and inc lude the one San Antonio had. Mr. Agui lar a lso advised
that they could have held off on the ordinance but that many of
the areas covered were needed now. Mr. Sharpe advised that they
had requested and received a copy of San Antonio's ordinance

#4 BVYA COBTRACT: Mr. Chris Frias handed out to
founcil a list of items needing attention concerning the ball
ields used by BVYA. He explained that one of their concerns was
ith the light poles near Goofy Golf. They had GVEC < check the
,oles and one had deteriorated to the point where it needs
~eplacing. They were al$o concerned with the bathroom facility
.t the concession stand. Drainage has always been bad and they
are unable to use the facility. He advised that they need
.pproval on a pinto baseball field. A smaller field for the
~maller children. He advised that a drawing was attached to the
information packet given to council. He advised that they would
~e responsible for installing approximately 200 feet of fence to
~rotect the children from traffic. He advised that they would
~bsorb the cost on the Pinto field but they would need help from
~he city with equipment. He advised that lights had been donated
~o replace some of the existing ones. Mr. Greenwald asked is the
~onated lights were compatible with the ones in use. Mr. Frias
~dvised they were. Mr. Sharpe asked shouldn't the city do the
Fork on the restrooms. Mr. Gilmore advised that the lines were
~nstalled incorrectly and needed to be replaced. the problem was
r-- the funds to do the job. Mr. Frias advised that they had
~anpower and were wi lling to do the work they cou ld but needed
~qUiPment. Council agreed that BVYA should coordinate plans with
Steve Simonson and work closely with staff. Mayor Sawyer called
or a motion of the BVYA contract. Mr. Greenwald made the motion
to approve the BVYA cont rac t for 1986/87. Mr. Sharpe seconded
~he motion which carried with the following vote:

#5 BORDS: Mayor Sawyer asked for comments from
founcil on th~ borid issue. Mr. Sharp, Mr. Stanhope, Mr. Aguilar
~nd Mr. Greenwald each in turn expressed the city's need and
there approval of the bond 1ssue. Mayor Sawyer advised that th,e
ouncil was in favor of the approving the bond issue. He also
~dvised that one of the needs for the bonds is to upgrade storage
~. nd lines for the water sys.tem. He advised that we were not
looking at a large tax inc~ease. He urged everyone to vote for
he bonds.
#6 CITY KABAGBR'S B.EPOB.T: Mr. Gilmore advised that
~he Fires Department had "invited Council to the station after the
~eeting for tamales.
ae also advised that Bonnie Jeano published a military newcomers
directory for the area military bases. She was asking for

approval to include a fold up map of Schertz in the directory at
no cost to the city. Mr. Sharp asked if they would be handing
the directory out to military and civili.n. Mr. Gilmore advised
that it was for general dist~ibuti~ri~~r. Shar~~ asked if Maps
of all cities would be included. Mr. Gilmor~ advised he was not
sure. Council asked that Mr. Gilmore find out about the maps.
Mr. Gilmore advised that when meetings were held with
Scherm~rville the placing of mobile hOMes in that area was
discussed. Some direction is needed in allowing them to place
mobile homes ~n larger lots. Council advised that they should be
required through proper channels. Each should go before P&Z
which is the proper channel.
Mr. Gilmore showed several l~gos to council and advised them to
be consid~ring a logo for the city.
#7 ITBMS BY COUICIL: Mr. Sharpe wished Mr. Aguilar a
happy birthday. 'He advised that he had been talking to the
Postmaster about service to Greenshire on the other side of FM
3009. They got a negative to 'Greenshire having a Schertz mailirig
address. He advised that council needs to keep the pressure on
to enable Schertz residents to have a Schertz mailing address.
Mr. Sharp~ advised that he had received complaints on the
drainage froM Savannah Square. He advised that the pond there is
not retaining the water~
Mr. Stanhope ~sked how much extension Waste Management had
received on the land fill. Mr. GilMore advised he thought is was
up in January. Mr. Stanhope said tha tit looked like the fill
was going to end up a'tall mound.
Mr. Aguilar said he would like to recognize Mr. Sharpe for being
appointed to the Board of Directors for the Chamber of Commerce
and congratulate him on doing a fine job.
Mr. Greenwald said he would like to add his congratulations to
Mr. Sharpe.
#8 ITEIIS BY KAYOB.: Mayor Sawyer wished everyone a
Merry Christmas and' a Happy New Year. He advised that things had
been going well in the city the previous year and that it had
been well run.
Mr. Willman asked if he could have a few minutes of the Councils
time. He than presented council with a gift to relieve the
boredom of long meeting.
Mayor Sawyer advised the council agreed that there was a need to
look closer at the city's need for computer equipMent. He
advised that he had appointed a committee of Mr. Aguilar, Dave
Allen and Steve Simonson to look into the city's computer needs.

Mr. Aguilar advised that they were planning to meet in two weeks on
Tuesday.
Mr. Sharpe advised that AACOG would be holding their annual meeting
at 11 :00 AM the following day. He also advised that there was a
hearing scheduled for Friday at 10:00 a.m. in Austin concerning the
control of ground water.
#9 ADJOURNMENT: Mr. Aguilar moved to adjourn. Mr. Greenwald
seconded the motion and with unanimous approval, the meeting was adjourned
at 8:00 p.m.
