#1 APPB.OVAL OF HIBUTES: Mr. Sharpe asked that the last
!sentence of Gunder iteD1' 17 on page 6 of the minutes of the
meeting of November 26, 1986, be deleted. Mr. Sharpe also asked
ithat the last sentence of the second paragraph of item 18 be
Ichanged to read as follows: "Mayor Sawyer suggested that he
~ould contact one of their Councilmembers."

~r. Sharpe then moved to approve the Minutes of the Special
Meeting of November 26, 1986, the Regular Meeting of December 2,
1986 and the Special Meeting of December 10, 1986 be approved as
~mended. Mr. Greenwald seconded the motion, which carried with
the following vote:

Greenwald.
NAYS: None
ABSTAINING: Mr. Aguilar on the minutes of the Regular
~eeting of December 2, 1986.

13 ORDIBARCE: Mayor Sawyer introduced an ordinance

AN ORDINANCE BY THE PROVISIONS OF ARTICLE
I 0 11 a, REVI SEDC IVIL STAtUTES OF TEXAS, TO
REGULATE THE LOCATION, HEIGHT, BULK, NUMBER
OF STORIES, AND SIZE OF BUILDINGS; OPEN
AREAS; LOT COVERAGE; DENSITY AND DISTRIBUTION
OF POPULATION; THE USES OF LAND, BUILDINGS
AND STRUCTURE~; TO REQUIRE OFF-STREET PARKING
AND LOADING; AND FOR SAID PURPOSES TO DIVIDE
THE CITY INTO DISTkICTS OF SUCH NUMBER,
SHAPE, SIZE' AND CHARACTERISTICS AS MAY BE

Mr. Greenwa ld moved to approve the f ina 1 cons idera t ion of an
ordinance regulating zoning. Mr. Stanhope seconded the motion.
Mr. Sharpe said that he was still disappointed that Council did
not include an alcohol district in this ~rdinance. He sugge~t~d
that "the 'ordinance be reviewed in the" future and consider
including this district in the ordinance.
Mayor Sawyer then called for a vot~ on the motion before Council,
and the motion carried with the following vote:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
#4 ZOIIBG B.ECLASSIFICATIOB: Mayor Sawyer said Council has
a recommendation from" 'the Planning & Zoning C01lUlli8sion to
reclassify the annexed territory (frontage of Northcliffe ~ithin
\)) our city limits of approximately 90.39 acres) from the current
t classification of predevelopment to General Business.

hearing to reclassify approximately 90.39 acres of land in front

Greenwald seconded the motion, which carried as follows:

#6 CITY KABAGEB.'S B.EPOB.T: A. Mr. Gilmore said he received
ill call from a person with the citizens group at Northcliffe.
They are having a meeting with developers at 9:00 a.m. on
!Saturday the lOth of January to discuss development in Schertz
and in front of Northc liffe. They suggest that the Mayor and
perhaps Councilmembers attend this meeting. It will be at the
Count ry Club at Northc I iff e. Mayor Sawyer, Mr. Ba ldwin, Mr.
~reenwald and Mr. Stanhope will attend with Mr. Gilmore. Mr.
~guilar said he could not attend but suggested someone from
~lanning and Zoning attend.
B. At the 14th Workshop, Paul Brown and Charles Forbes will be
~own for a visit to possibly discuss their property on 1-35.
~. Just for information, Tri County Park no longer belongs to

,said Mr. Naylor does own some additional property on FM 3009.
n. Received a letter from the Austin-San Antonio Corridor
~ouncil mentioning our membership dues of $750.00. Does Council
~ant to pay these dues. Mayor Sawyer called for a concensus of
~ouncil, which was to pay the $750 dues.
E. Mr. Gilmore said he would be meeting with Green Valley Friday
with our attorney. Also Mr. Gilmore said he had a very good
meeting with Mr. Parker but have no final details as yet.

#7 ITEHS BY COUBCIL: Mr. Greenwald had copies of a
~ewspaper article for Council on a suggested single county tax
eollection agency. Mr. Greenwald said the Council needs to keep
a file on items they want to discuss with delegates to let them
know when we don't agree. He said he could see many pitfalls in
~urthree-coun,ty area.
Mr. Aguilar said the latter part of December he went to an AACOG
.eeting and they just gave their annual reports.
~r. Aguilar also reported on the previous night's Library Board
~eeting. They are preparing for their annual auction/dance on
february 14th. The Board needs storage for their extra books as {
;they are going to have to vacate the space at Seguin Savings.
~hey discussed whether they should expand their building to add
Istorage or brick the building as they originally intended. They
~nnounced the Literacy Council will be having two workshops, one
Op Friday from 6 to 9 p.m. and on Saturday from 9:30 to 3:30 pm.

doing very well after his recent accident. He can talk and carry
on a conversation now and is about to leave intensive care.

#8 ITBIIS BY MAYOR: Mr. Sawyer said he had received a
letter from Evelyn Barnes saying that as of January 1, 1987 she
will no longer handle our welfare. Mayor Sawyer said that
shortly we will probably receive a request that ~e turn this over
to the Housing Authority. Mr. Baldwin suggest recognizing Mrs.
Barnes for her years of service to the City. Mayor Sawyer said
we will present her with a plaque.

Mr. Sharpe sa id he attended the Appra isa I Dis tr ic t Meet ing and
they are a little behind but hope to catch up soon. He said one
probleM of the Appraisal District is that they don't know what
property sells for. We might consider supporting a bill that is
being formulated for full disclosure of sale of property.

Mayor Sawyer said the Council of Mayors would be meeting Thursday
at 7:00 P.M. at the Officer Club. He also Mentioned that he had
breakfast with Universal City Mayor Kerkow recently.
