REGULAR MEETING OF THE CITY COUNCIL
JANUARY 20, 1987
IThe Schert z C it Y Counc i 1 convened in Regu lar Ses s ion, Tue sday,
IJanuary 20, 1987, at 7:00 p.m. in the Council Chambers, 1400 Live
pak Road, Schert z, Texa s. The following memb er s were pre sent:
IMayor Earl W. Sawyer, presiding; Charles B. Sharpe; Ray Stanhope;
~dolph Aguilar and Ken Greenwald. Absent: Councilmen Hal
IBaldwin. Staff present were City Manager Jimmy G. Gilmore and
~ity Secretary June G. Krause.
IMayor Sawyer welcomed everyone to the meeting saying there were a
ifew pleasantries to be taken care of befo"re commencing with the
!regular agenda. First he introduced Mrs. Sharon Fruge, president
~f the Schertz Bu.ines~ Club.
Hrs. Fruge presented Mary Lou Malone, SAFES Assistant Director,
~ith a plaque for being, selected Employee of the Quarter for the
~eriod ending December 31. 1986.
~ayor Sawyer presented Mrs. Evelyn Barnes with a plaque for
Ihaving served many years taking care of the needy people in
.chertz as Welfare Director. Mrs~ Barnes expressed her pleasure
lin having the opportunity to work with the Council in this
(endeavor.

~aYor Sawyer then presented a plaque to Mr. Jerry Bortel who
recently resigned from the Housing Authority Board after serving
several years, saying he appreciated the work Mr. Bortel had done
for the City.
) ~r. Sawyer then presented plaques of Appreciation to Mr. and Mrs.
~i oeBurton, Managers of Dairy Queen, and Dr. and Mrs. Harborth
or advertising our recent bond election on their property.
, here was also a plaque for Mr. and Mrs. Walter Schertz, who were
unable to attend.

I #l APP&OVAL OF HIRUTES: Mr. Sharpe moved to approve the
lninutes of the R-egula-r Meeting of December 16 and Special Meeting
~f December 20, 1986 and the Regul.r Meeting of January 6, 1987.

14 EXECUTIYB SESSIOR: Mayor Sawyer then called an executive
session under Article 6252-17, at' 7 :08 p.M. to discuss pending
litigation with the City legal advisors.

The regular meeting was reconv~ned at 8:11 p.M.
#3 DISCUSS lOR 01' BORDS: Mr. GilMore said that Financial
Advisor TOM 'Anderlitch was "unable to attend this Meeting but
would be at the next workshop. Mr. Anderlitch has asked if
Council knows how they would like to break down the bonds.
Mayor Sawyer suggested waiting until Council received priorities
from staff before making that decision.
Mr. Gilmore asked Council. if they would have any probleM with Mr.
Anderlitch preparing debt service by dividiag the bonds into
thirds so that he can see what the debt cost would be.
#5 CITY MAIAGBa'S B.EPOB.T: A. As of January 19th, we have
only collected 64-1/2%- oft.axes, which is way below last year.
There is a definite down swing in jobs and up swing in the number
of people having trouble paying water bills and taxes. Mr.
Gilmore said he feels the City of Schertz is doing 'Yery well
based on the last sales tax receipts. Our city is one of the few
cities in the area that gained rather than lost in sales taxes.
We feel we will still have 96 to 98% collection ratio.

B. Mr. Simonson is Meeting at this saMe tiMe with hOMe owners
from Wood land Oaks to answer any que at ions they Might have and
give them a clear understanding as to how the City operates as
for building perMits, etc..
C. Mr. Gi lmore said he met with GVEC this date based on the
letter the Mayor had sent them. They still said the best route
to get underground electric service is to acquire easeMents off
Schertz Parkway, run overhead lines along that easeMe~t and then
go undergr~und to the properties. Also discussed the possibility
of better lights at entrances to various properties. They will
be going out after dark to check out the areas that need extra
lighting. We will be discussing the possibility of easements
with property owners.
16 ITBHS BY COU.CIL: Mr. Sharpe asked if, in connection
with Council's' discussion with GVEC, was it not true that Mr.
Hines said if the developers put in all electric hOMes, GVEC ,will
waive all connection fees? Mr. Aguilar said he did not deny that
there was SOMe relief of paYMent frOM developers if held to all
electric. Mayor Sawyer said be thought that ENTEX mentioned the
amount. Mr. Sharpe said he was talking with one of the directors

B. Mr. Sharpe referred to a resolution passed at the last TML
conference relating to the place of payment of the cable
television tax~ The cities agreed to get legislation amended to
allow the cities to collect as apposed to where the service
originates. Mr. Sharpe said these are the type of things Mr.
Simonson should talk about when meeting with home owners. We
need to spend some time on this this year.

C. Mr. Sharpe announced that the Chamber of Commerce has a new
official - Mr. Hal Knowles.
Mr. Aguilar said that about a week prior to this the
selected several people to talk about computers. He
had met two times already and hope to come up
specifications before the end of the month to present
so that it will be available for general bidding.

Mr. Greenwald reported on a BVYA Board meeting and they thought
the suggestions and plans for the ballfields as presented to
Council before was all that was needed from the Board. We
discussed hitting water lines etc. and they said they will come
back with better location as to fence posts.
Mr. Greenwald announced that the baseball sign up will start the 01,O~3
14th' of February. He said that Northeast has their own program \ /,'~;'
and that Judson goes with Tri City.

Mr. Greenwald said he would like to get something from Mr.
Gilmore as to what it would take to get lights on the old 8?,OC:.t!
ballfield. Mr. Gilmore said he had discussed this with Mr.
Frias. It is best to repair what we have because we don't think /0 ~
we could get it done under the bonds that soon.
Mr. Greenwald said there are several dead areas but the lights
they are going to put in are not compatible. If we are going to
have to pay to have it done, we should do it the right way now.
BVYA appointed a new field maintenance director and Mr. Gree~wald
informed him to go talk with Mr. Graham.
