ccswks 01-28-1987 ( 33 ! SPECIAL MEETING OF THE CITY COUNCIL JANUARY 28, 1987 The Schertz City Council convened in Special Workshop Session. Wednesday, January 28, 1981, at 7:00 p.m. in th~ Conference Room of. the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe, Adolph Aguilar, Raymond Stanhope, and Kenneth Greenwald. Absent: Hal Baldwin. Staff present were City Manager Jimmy G. Gilmore and Deputy City Secretary Alice Austin. 11. HEARIIG OF B.ESIDERTS: None 12. Mr. Anderlitch, Financial Advisor, to discuss bonding. Mayor Sawyer introduced Mr. Anderlitch and Chuck Hall. Mr. Anderlitch gave council background on the preparation of the bond schedules for issu.nce of General Obligation and Water Revenue Bonds. f6? oct ! 'l~ t( ,,' MR. BALDWIN ARRIVED AT 7:12 P.M. - I Mr. Anderlitch went back over information on bond schedules for Mr. Baldwin. Mr. Anderlitch advised that the city should institute the water rate increase as soon as possible and have it in effect when they go out for bids. He advised that this would improve the sale of the bonds. 13 Wood land Oak Dra inage d i scu s s ion. Mr. Greenwa ld advised that P&Z had tabled Woodland Oaks master plan and I~ Woodland Oaks Unit 4 until they could get engineering comments on~9.~"'" the proposed drainage to reliev.e ,the flooding at the cul-de-sac !"l. at Dimrock and Star Light Lane. Mr. Buddy Jackson and Mr. Morcey P. Brinkerhoff, two residents of Woodland Oaks advised that they had been trying to get something done for several months but had had no success. Counci I agreed something must be done and requested that this item be placed on the next Workshop and that Mr. Gilmore invite Steve Simonson to the meeting. They also requested that Mr. Ford look at the drainage plan, check into the laws concerning drainage and whe~her the city could do the work. They also requested a letter signed by the Mayor be sent to P&Z giving the reasons for them to disapprove plans for Woodland Oaks until the drainage question has been settled. #4. City Manager'.s Report: Mr. Gilmore advised that for the last two years the city had had a problem with the pool not supporting itself. He advised that Mr. Graham had put together a packet with recommendations on pool rates. Since we would like to increase usage to get the fullest benefit from the pool, Mr. Graham is requesting a decrease in daily rates and pool pas s rate s. Council requested that paragraph 3 be changed so that platting fees would not be required on all right of way along Schertz Parkway but only that property between IH 35 and Haske Road which abuts IH 35 Partnershi~'s property. Mr. Gi lmore advised tha t GVEC had their engineer here and they were' going out after dark to see where additional lighting is needed. Barr i s about changing the speed limit on FM 3009. Hr. Gilmore advised that any speed limit change must be approved by the State. Council requested stats concerning accidents on FM 30~9. Ray Stanhope asked for update on Police Equipment which was approved a.an emergency. Mr. Gilmore advised that the purchase order had been submitted to the Golden~re~t Cog. Mr. Stanhope also asked if the railroad bridge was gqing to be repain~ed. Mr. Gilmore "vised that the railroad company wanted to put in new stanchions not a new bridge. ' o Mr. Sharpe advised that CCMA had received a not from the railroai company to Move a sewer line. Be also advised t'hat the Pothole. in the parking lot next to the post office were a hazard. Mr. Gilmor'e advised that since they were not in the street the property owner was responsible for fixing theM. Mr. Sharpe advised council that he had attended at Meeting of AACOG BX 911 Metro advisory board and citizen board. S'ince part of the city limits are in Bexar County we are eligible to participate as these citizens voted in favor 01 joining 911 Enhanced System. He advised that the cost for 911 would be $0.22 per month per resident which would be on their telephone bill. Concensus of Council was to check into adding 911 referenduM on April ballot. Mr. Sharpe, advised the the Business Club proposed to sponsor cleatt up month to run frOM March 20 through April 18 siMilar to before using dumpsters located throughout the city. Mr. Baldwin asked that something concerning Senior Citizen day be placed on the May 1st water bill. He advised that Mr. Gilmore, Mr. Tom Funk and He had went to Seguin when Seguin EMs was to be discussed but the County COMmissioners had tabled the item. D ..;Ji ...:, '~,.., Mr. Aguilar advised that the trash container at Jays Store was an eyesore and requested that we look into having them move it somewhere else. He also advised that Mr. Allen, Steve Simonson and he had be~n meeting to work out the City's comput~r needs. A city employee had been sent to school and had attended one day and then dropped out. He advised that this was rather embarrassing as Mr. Allen had gotten a waiver just so someone could attend. We will need someone who knows how to work the equipment when we get it. #6. Items by Mayor: Mayor Sawyer read a letter from q?J.J~1- Mr. Hinds apologizing for failing to follow through with their'! [,: commitment. ( ~ He also advised that the city had not had time to do a plaque for Coach Lenhoff who was named coach of the year by the San Antonio Express. He advised that we would be getting a plaque shortly. Mr. Gilmore showed council the new resident packet made up by the Business Club. #7.
