SPECIAL SESSION OF THE CITY COUNCIL
FEBRUARY 11, 1987
The S chert z C it y Counc i I convened in Spec ia I Workshop Se s s ion,
Wednesday, February 11, 1987, at 7:00 p.m. in the Conference Room
of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas.
The following members were present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe; Hal Baldwin; Ray S..tJlnhope; Adolph
Aguilar; and Ken Greenwald. Staff present were City Manager
Jimmy G. Gilmore and City Secretary June G. Krause. -

#2 Presentation of 9-1-1 System.
Mr. Sharpe said that on January 17th Bexar County residents voted
to create an Enhanced 9-1-1 District. Because we have some of
our city in Bexar County the law allows us to participate if the
Council passes a resolution. Mr. Sharpe then introduced Mr.
Nolan Suarez from AACOG and Mr. Rubin Ortiz, representing the
telephone company.

Mr. Suarez showed a video tape which shows just what the Enhanced
9-1-1 can do. He emphasized some of the features of the 9-1-1
system; such as identifying the address of a calling telephone
number allowing for accurate dispatch; selective routing of calls
to 9-I-l answering points to improve accuracy and speed of calls.
He also stated that there is proposed legislation to mandate
statewide service for areas that have not approved 9-1-1, thereby
removing local control of the operation and financing of the
system. Mr. Suarez went on to fully explain the system, saying
that the Board would issue an order to the telephone company who
would add 22 cents to each customer's bill; 51 cents for
businesses and 81 cents for businesses with trunk lines.
Mr. Ortiz said that if the city would want the calls to go to a
different number after 5:00 p.m., that could be programmed. Mr.
Suarez said that an adjoining county (such as Cibolo in Guadalupe
County) could become a part of the system if the County
Commissioners passed a resolution.
Mr. Aguilar asked if the City did not pass the resolution, would
we be depriving those citizens living in Bexar County of this
service and Mr. Suarez said yes because they are citizens of
Schertz. Mr. Suarez said that in the first bill that includes
the 22 cents, there will be an explanation telling citizens what
the system is all about. From the date of the first billing
(which they hope will be no later that May bills) it will take
about 18-24 months to get the system working.

Mayor Sawyer thanked both Mr. Suarez and Mr. Ortiz for coming out
to answer some of the questions Council had.

#3 Discussion of Schertz Parkway ordinance and Letter of
Agreement.

Mayor Sawyer said he did not think there was a big rush to pass
the ord inance bu t did fee 1 the Let ter of Agreement shou ld be
addressed immediately.
Mr. SaM Parns, Mr. Larry Thomas and Mr. Jim Benedict were present
representing the Schertz Parkway group, and to answer questions.
Mr. Thomas referring to item 3 concerning platting fees said he
felt the second sentence should read "Said ordinances 'requiring
fees collected on properties located within 500 feet of Schertz
Parkway between I 35 and East Live Oak Road......" rather than
between I 35 and Maske Road. Council agreed with this.
Council then briefly discussed the Schertz Parkway Overlay
ord inance, Making some changes. But as there was no hurry to
cOMplete this dOCUMent, it will be discussed at a later date.
Mayor Sawyer called a recess at 10:40 p.m.
The Special Meeting was reconvened at 10:53 p.m.
#4 Woodland Oaks Drainage.
Mr. Simonson said the gentlemen concerned did not hear us or they
did not want to hear us because they were told all their fears
are being addressed by the engineers. Mr. Simonson pointed out
on the plat the concerns - one being to take the road straight
through or putting in a large underground systeM. The City h~s
subMitted 41 questions to their engineer and are waiting for Mr.
Flores to answer these concerns. Until we hear from hiM, we can
go no further. Planning and Zoning turned their plans down
because of insufficient information.

#5 Discussion of Swimming Pool Rates.
Mayor Sawyer reminded Council they had two rate schedules to
consider.
Mr. Gilmore suggested that on lessons rather than setting a cost
for 2 or more in a family, it should be set per person. Putting
all costs together, we only make $5 off classes. After
discussion, Council decided to charge $15 per lesson fo~ in city
residents and $18 per lesson for those outside the city. The
admission fee nfor those without passes would be $.50 per person
and the reservation fees were as Mr. Sharpe suggested.
#6 Discussion of water rates. Mr. Gilmore had charts
showing various water rates and suggested $2.0~ base rate with 10
cents per thousand over the minimum.

suggestion was guaranteed inCOMe versus non-guaranteed. It was !
then suggested to drop the base rate to a $1.50 increase and go
up accordingly on the per thousand rate.
