ccswks 02-25-1987 ( 55 r SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 25, 1987 , the Schertz City Council convened in Special Workshop Session, ~ednesday, February 25, 1987, at 7:00 p.m. in the Conference Room ~f the Municipal Complex, l400 Live Oak Road, Schertz, Texas. {he following members were present: Mayor Earl W. Sawyer, residing; Charle, s B. Sharpe, Hal Baldwin, Ray Stanhope, Adolph guilar and Ken Greenwald. Staff present were City Manager Jimmy . Gilmore and City Secretary June G. Krause. t' ayor Sawyer welcomed everyone to the meeting, saying he had two roclamations to read. The first was declaring the month of arch "Youth Art Month" and the second proclaimed March 20th ~hrough April 18th as "Spring Spruce Up Month". Gilmore said although this has been discuss previously, now r.' t needs to be considered in conjunction with the work the ighway Department is doing in that area. Bids came in better than expected. The low bidder was checked out thoroughly and our !engineer recommends awarding to the low bidder Hugh Johnson Construction whose bid was for $65,660. This will be to build a bridge and drainage at Crest Oak in Oak Forest. C61, }j0 '(1 '11/ Mr. Baldwin said he thought the City was suppose to do Circle Oak under the agreeMent with Mr. Simmons. Mr. Gilmore advised that ~e had to change to Crest Oak before anything is done with Circle 10ak. I IMr. Stanhope asked if this change was in writing and Mr. Gilmore Isaid Mr. Simmons was told but he did not sign anything. '\ t\, . \ -., \\, I';) ,"" 56 ' Council having no questions, Mayor Sawyer asked that this be placed on the next agenda. #4 Consideration of approving specifications for Water/Waste Water vehicle. Council asked if this vehicle would replace one and Mr. GilMore said this would be an addition to provide vehicles for each crew. He also advised that this is a budgeted iteM. Mr. Greenwald noticed that everything was heavy duty but with a 4 cyc Ie eng ine - he adv ised that if the truck YOU ld be hau ling anything he really should consider a larger engine. Mr. Stanhope suggested the City should start standardizing colors for vehicles. It was Council suggestion that the specifications ~e revised to reflect a larger engine. 15 Consideration of replacing fire truck tanker. Mr. Melton, Fire Chief, advised the Fire DepartMent would like to replace the tanker but a new replaceMent would cost at least $100,000. The one presented for cons idera t ion is a 1982 Mode I from a city who contract with Austin. Austin is requiring them to to get a larger pumper. At present if there is an accident, the departm~nthas to send two vehicles and More man power. With this one, would only have to send the one vehicle with less manpower to operate. They are asking $45,000 for the tanker. Chief Melton advised that the fire truck fund could handle some of the Money but he would still need about $20,000 frOM the City for this purchase. The prefJent tanker is dangerous and really should not be driven. Mr. Melton: advised that the bank has agreed to a note like they did before with no int~rest costs. Mayor Sawyer poled Councilmembers, who agreed to go ahead with a letter of commitMent. o o #6 Consideration of a letter supporting Schertz Housing Authority. Mr. Gilmore said the Housing Authority is asking for additional funds to repair, improve, etc. the housing for the elderly and are reque st ing the Counc i 1 support them by s isning the let ter. This will be the saMe as we have done in the past - waive permits fees and such. Mr. Aguilar suggested the terM "coMmunity" is all inclusive and 0 he suggested changing that to the "City of 'Schertz". ...;,: ~ I.' I,: ( r- Mr. Greenwald said we need to reaffirm with the Housing Authority Board that we are not looking for any additional low income housing. #7 Discussion by adding a new Schertz Parkway". of an ordinance amending the zoning ordinance section entitled "Special Overlay District Mayor Sawyer said this was put on the agenda in case Council has any further questions. Mr. Greenwald suggested that this ordinance first go to Planning and Zoning for consideration. Before proceeding with the next agenda item, Mayor Sawyer recogni zed Br ian Beck, Pre s iden t of the Scher t z Vo lunt eel:' Fire Department, who had a proposal he asked to present to Council. ,...-- Mr. Beck said the volunteers have run into problems with the refrigerator truck. It has to be towed to the site of use as it is no longer running. The volunteers were asking for Council permission to construct a new building 16 x 24 feet at the large pavilion site, with a walk in cooler and place to serve their beer at the suppers, Jubilee, etc.. They would like to locate it away from the kitchen but on the same side and would extend the wall to the top of the pavilion to cut off the heat from the sunshine. Mayor Sawyer, af ter po 11 ing Counc iI, adv i sed Mr. Beck he cou ld consider Council concurrence but the item would be placed on the next agenda for formal approval. #8 City Manager's Report: A. There is a vacant lot on Robert Stevens in Greenfield Subdivision that was kept vacant in case the City wanted to consider purchasing it for future extension of Will Rogers. The owner now wants to build on the lot and would like Council's wishes be made known. They would offer the lot to the City for about $18,000 to $20,000. It is a 9600 square foot lot. Mr. Vaughan owns the lot and has held off just as long as possible hoping that he could purchase the Butler property in back of this but Butler does not want to sell. Council discussed the possibility of purchasing this lot and agreed it was not worth the price to them. B. Mr. Gilmore announced that the City has their first police officer starting work on March 2nd. Mr. Gilmore listed the businesses who had been sent letters, which was all inclusive. The letters state the violation involved and ask the owners to please remove the signs. o Mr. Baldwin asked about the blinking lights on the Frontier Ice House building. Mr. Gilmore was to check this out. D. Just to update, we are now at 92.12% collection rate on taxes. E. Mr. Gilmore said just for inforMation he had asked Mrs. Austin to put together figures on the new water rates for Councilmembers bills. He also said we are going to Northcliffe to raise their rates. Mayor Sawyer said he had asked Mr. Gi lmore to check wi th our legal advisors to see if could raise Northcliffe the amount that would include the base rate our citizens are paying. F. They would like for staff to get copies of other city ordinances and bring back a suggested ordinance allowing alternates. Mr. Flores, eng ineer for Wood land Oaks, was . t the P&Z meet ing although he was not on the agenda, with possible changes to the drainage problems. Before they can do this, they need preliMinary plat approval. Mr. Flores addressed Council saying they were told the night before that Council has put a stop order on everything being done in Woodland Oaks. He said they have been trying to address all the probleMS that'exist. He said they are aware of the probleMS and realize that developMent of Unit 4 would put theM in a More liable position. He said he is trying to solve the drainage 0 probleMS and it needs some construction in Unit 4. Mr. Rehman suggested something be done about the water in the ditch at Jack Hays and Antler Drive. The ditch needs to be dug out. Mayor Sawyer asked that staff get the engineer to look into that. o Mr. Stanhope announced that there wi II be a benef i t d inner in Marion on Sunday for Charlene Doss' son, who was hurt in the car accident and has been in a coma for three Months. Mr. Stanhope also said the pot hole on Maple and Randolph has not been fixed, but the one at Pecan was repaired. Mr. Sharpe said the transportation map needs updating. Mr. Gilmore said that P&Z are in that process now. f Mr. Sharpe asked what Council was going to do about the Rogers Franchise. Mayor Sawyer asked that this be on the next aaenda. Mr. Aguilar said with regards to drainage, one of the drainage ditch on the south side of F.M. 78. in this area. D Mr. ,Ba ldwin advised that there was a Meeting aoing on at the library in Universal City with citizens wanting to withdraw from the S-C-UC School District. They want to form their own di.trict or join with Judson. One of the things the UC people say i. that they pa-y a greater port ion of t\1e taxes; however 28% of the students live in Universal City so there is no iMbalance. Mr. Gi IMore reported that Dr. Stee Ie said they are havina a policy problem because of elections and the U.C. problem for them to do SOMething right now on the property for ,the .ater tank. They are hirina an appraiser.
