ccswks 04-15-1987 ( r I r- I r--- I 95 SPECIAL MEETING OF THE CITY COUNCIL APRIL 15, 1987 The Schert~ City Council convened in Special Workshop Session on Wednesday, April 15, 1987, at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 HEARING OF RESIDENTS: Mayor Sawyer said he had invited Mrs. Stanhope, Chairman of the Housing Authority Board to this meeting. -{; P!.--- C{?,(J)P Mrs. Stanhope advised that the Housing Authori ty is actively seeking funds to build more elderly housing in Schertz, as there is a two-year waiting list for the present housing. They are seeking A&E Services (Architect and Engineers), who would do all the preliminary work on a project of this type. Mrs. Stanhope also offered the Housing Authority Board's assistance with Senior Citizen Day. Mayor Sawyer thanked Mrs. Stanhope for giving the HA report, adding that the Council had no obj ection to elderly housing - only objected to any additional low-income housing. #2 Mr. Dale Stein, Texas Department of Highways and Public Transportation, to meet with Council and discuss any problems. Mayor Sawyer asked that this item be delayed as Mr. Stein had not arrived. #3 John Bierschwale, Water/Waste Water discuss department plans with Council. /jqJ- Jij), ., 1'" Superintendent, to :/7. !~ i Mr. Gilmore advised that Mr. Bierschwale was present to answer questions Council brought up two weeks previously. Mr. Bierschwale explained the variations in the figures of water pumped and sold. At the end of the year it was running between 90% and 95%. He explained that anything above 80% is considered a good system. Mr. Bierschwale was questioned about the same 6,000 gallon figure on his monthly reports for fire fighting. He said he used the figures furnished by the fire department and they just gave an estimate but in the future would be using more exact figures. Mr. Bierschwale said that in November of 1986, a survey of the Schirmerville area, sending find out their needs and desires. Of the 28 to connect to city water, 3 are undecided, 5 his department did out 41 letters to responses, 17 want said they did not 96 l}W'~' .J ,~\ J ~\l want to connect and 3 are already connected. From that questionaire, they have come up with a design. When it is 0 completed, he will forward copies to the Council for approval. Tentatively it is: phase 1 - Weir Seguin to Bienz Engleman: phase 2 Lower Sequin Road to West of FM 1518 and phase 3 Grey town and Weichold Roads. Mr. Bierschwale said he is looking for partial funding through Farm and Home. This plan will service most of the area and will furnish all the people living there now. When the Lower Seguin Road on the West side of FM 1518 is annexed, he is going to make a design plan for that area also. He said he is working with Bexar County on the proposed 12 inch line on 1-10 The approved signs by the State has been posted on 1-35 and he will be putting up three more in Bexar County when they place their signs. Mr. Bierschwale said the two million gallon tank being planned now will be 110 feet tall and will give ground and elevated storage. It is being designed for the worse possible conditions. Mayor Sawyer thanked Mr. Bierschwale, saying Council had enjoyed his report. #2 Mr. Stein having arrived, Mayor Sawyer went back to this item. After thanking Council for inviting him, Mr. Stein said he would like to bring them up to date on some of the plans he is working on. He introduced Bill Jones, the office manager in Seguin. Mr. Stein said the most recent project is FM 3009, they are working on the schematics now and hope to finalize within 4 to 6 weeks. They will be looking at where additional right of way will be required - at present it looks like that will be minimal. In case Mr. Gilmore had not mentioned it, Mr. Stein said that on January 25th, the Highway Department relieved the cities from the cost of curb and gutters so the City's portion would only be right of way costs. The only other cost might be if there is a conflict with storm sewers, it would the City's responsibility to relocate them. o Another project is 1-35 expansion from Selma with a cross-over to FM 3009. This is handled out of the New Braunfels office. Schertz Parkway interchange is in this project. Mr. Stein said that south of 1-35, his office handles engineering but New Braunfels office handles maintenance. However, he said if the City has problems maintenance wise, call on him and they will try to arrange a solution. When asked by Council if there would be a new access to Schertz Parkway and FM 3009, Mr. Stein said he had not seen the 0 schematics but would check and get copies for Council. He said the position they have taken is that they have spent so much money on route studies and determined the best route, then they need some definite plans if the City is not wanting to go with the present location. Mr. Stein said that they feel with the widening of FM 78 another By Pass is needed. Mayor Sawyer said the last time the By Pass was brought up, the major cost would be curbs and" gutters and Council did not feel they could afford it. Mr. Jones said one thing to remember is that this By Pass was designated and already had public hearings. At this time, there is no program to add on this system. It was originally planned at a time when they could add to the system. If the By Pass was moved, they would have to start again from scratch. He suggested Council keep in mind that Cibolo has approved bonds for their project. Mayor doing that. 10. Sawyer said he has heard that the Highway Department is something on Lower Seguin Road and we are interested in We also are interested in extending Schertz Parkway to 1- r-- Mr. Jones said the signal policy has changed and over a period of time the signals will be their responsibili ty to maintain and construct. The other policy that has just been changed is if the City has utilities in the State ri~ht of way, that was the City's cost but there is now have somethlng working so that the Highway Department could pay to have them moved. On the FM, it is still the city's responsibility. Permits will be a little more stringent if the State pays to move the utilities on Interstates. Mr. Sharpe asked about the East route to Austin, saying he felt there should be another way of getting to Seguin besides 1-10. Mr. Stein said that is all done out of the San Antonio office and is still up in the air as to what and where. Mr. Stein said the initial thing is that they need to widen 1-35 to Austin rather than buy right of way for another route. There was a law passed to allow a Road District to be formed. Mr. Sharpe also asked the latest on FM 3009. Mr. Stein said it looked like it would be within two years. The drainage will go behind CCMA and it looks 1 ike they can work on a s truc ture at Dietz Creek. Most of the big problems would be taken care of then. Mr. Baldwin asked if the City needs to specify whether they want to widen FM 78 or go with the By-Pass. Mr. Stein said they would like to improve the existing FM 78 and raise the water crossing but would also likt to get the loop started too. 9ts "- ~\ \~~/'> Mr. Stein said the short loop has already been assigned a number but later they would need to start work on another loop. o Mayor Sawyer said this is the first time that Council has been told that the State would widen FM 78 and also do the loo~. Mayor Sawyer said he has a general concensus that Council lS willing to go along with Mr. Stein's plans for widening and the loop. Mr. Stein said he will check with the district and see what they will need to get started. There was general discussion about driveway entrance permits on FM 3009 and Mr. Stein said now that all permits from them have on the form "subject to approval of the City" etc. Mr. Greenwald asked what it would take to get at least one more signal light on FM 3009. Mr. Stein said first they are going to upgrade the ones in place before his office will take over. He said they have asked for a traffic survey and break down of day- time accidents and night-time accidents and if they can do something, they will. Mr. Stein thanked Council for talking with them. Mayor Sawyer called for a short recess at 8:37 p.m. The Special Meeting was reconvened by Mayor Sawyer at 8:46 p.m. D #4 4-21-87 Agenda Items: A. Final consideration of an ordinance annexing 60.911 acres (Echhart Road) . B. Final consideration of an ordinance annexing 107.63 acres (Lower Seguin Road) . C. Discussion of electing new Mayor Pro Tern There was no further discussion on A and B. Council agreed that Mr. Ray Stanhope should be elected the new Mayor Pro Tern. #5 Discussion of land purchase for water tower. Mayor Sawyer indicated that the land desired is owned by the Schertz-Cibolo-Universal ISD because it is high land. Mr. Gilmore said he had met with Dr. Steele, Superintendent of schoold, who had gotten an appraisal that showed the land at $20,000 an acre. All 12 acres would be at $15,000 per acre and then with the water tower it would drop $3,000 per acre to $12,000 per acre. The location we have been talking about also has two buildings on it used by the FFA. I r- f I , ~ 99 ossibility of picking up at least 1/2 acre. Mr. Gilmore said he ad no idea what values these people will come up with. The chool district has said they will sell the whole 12 acres. None f the prices given is what they would sell for but is appraised aluation. r. Baldwin said the school board had the appraisal done because hey had no idea what the land was worth u~ there. Their biggest oncern is that the one acre in back the Clty wanted also has the wo FFA buildings located on it. They estimate they have about 8,000 in materials in those barns and they are concerned about hat the water tank is going to do to the rest of the property. ~r. Gilmore said the City is in dire need of additional land. We re going to' have to do something about the crowding at the yard nd move ei ther water or streets/parks department. The twelve cres could be used. ayor Sawyer asked why the City could not just make an offer to school district. Gilmore said we made an offer in the beginning of $10,000 an cre and have not gotten an answer. Sawyer then said that Council should wait until the School has an opportunity to respond to our offer. r. Gilmore said what bothers him is that the land in that area hat was sold for $14,000 and acre and now the values have ropped and he felt the appraisal was high. ayor Sawyer suggested having an excutive session at the next eeting to discuss this and by that time we might have an answer rom the school district. r"'. t-.I. boundaries 1ii) /," /I, " ! . f-'t \--._,........."~ U #6 Discussion of resolution regarding the E.T.J. etween Schertz and Cibolo. ayor Sawyer said the sample resolution sent by Cibolo was the esult of a conversation he had had with the then Mayor Danny ishop. Since then the political situation in Cibolo has hanged. Cibolo had asked that Schertz pass this resolution at he previous meeting. Baldwin said he would like to get together with Cibolo ouncil and talk about the entire E.T.J. between the cities, the rId and the suggested new. tayor Sawyer said he agreed the two Council should get together. I #7 Discssion of Mobile Home Ordinance. Mr. Gilmore said that the entire Mobile Home Ordinance was 11"l, rewritten. Mr. 0 Gilmore said that some of the changes was for clarification and our attornies do not think it will have any affect on the court case. #8 City Manager's Report. A. Mr. Gilmore said he had some proposed transfers of approJ?riations, mostly brought about by some requirements of City Councll. He said he would like to place this on the next agenda. B. Mr. Gilmore called attention to copies of a letter concerning Mrs. Kent enclosing a certificate. She has attained the highest rank in Animal Control. Mayor Sawyer suggested giving her a plaque or some type of recognitition at the next regualr meeting. C. Announcement of the TML Region 7 meeting hosted by Live Oak for the 24th of April at the Officer's Club on Randolph. Mr. Stanhope suggested Mrs. Kent be invited to attend this event. It was also suggested Mrs. Austin be invited to attend. Mr. Sharpe said as you know the Schertz Business Club honors an Employee of the Quarter but there has been some discussion about an Employee of the Year being honored by City Council. Has been discussed that they be given a nice Certificate with maybe a dinner etc. Mayor Sawyer said he liked the idea, it is good to show employees you appreciate them and give them something so that other employees know also. Mr. Sharpe recommended Alice Austin for the first one as she has really saved the City money and time on her computer programming that she picked up on her own time. Mr. Gilmore agreed, saying economic wise she has done a tremendous job. Council suggested that she be allowed to go to the annual TML meeting in Fort Worth this year. D. Mr. Gilmore said Mrs. Richard said that San Antonio's Rey Feo, the Ugly King, will be at the Schertz Bank and Trust on the 22nd of April at 1:35 p.m. and asked that any of the Council and staff who can to be there with them. #9 Items by Council: Mr. Sharpe said that there is a Senate Bill (SB 336, Impact Bill) in Austin now that would drastically curtail our capitol improvement program. Mr. Gilmore agreed, saying that it would really affect CCMA. Mr. Greenwald mentioned the revised ordinance on Planning & Zoning Commission, which includes having al ternates and asked that it be on the next agenda. Mr. Sharpe said he had talked with Mr. Simonson about the Spring Clean up and suggested that next year a committee be appointed to come up with a different way of doing this.
