ccreg 04-21-1987 // 103 r- REGULAR MEETING OF THE CITY COUNCIL APRIL 21, 1987 The Schertz City Council convened at 6 :00 p.m. at the Public Works Yard, Streets and Parks Division but did not have a quorum. The Council convened in Regular Session in the Council Chambers of the Municipal Building, 1400 Schertz Parkway, Schertz, Texas, at 7:00 p.m. The following members were present: Mayor Earl W. Sawyer, presiding: Charles B. Sharpe: Ray Stanhope: Adolph Aguilar and Ken Greenwald. Absent: Hal Baldwin. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Mr. Greenwald moved to not approve this variance request by Schuler and Woht Sign Company. Mr. Stanhope seconded the motion, which carried with the following vote: r-- ! OF LAND CONTAINING 107.63 ACRES OF LAND, OUT OF BEXAR COUNTY. Mr. Greenwald moved to approve the final consideration of an ordinance annexing 107.63 acres of land out of Bexar County. Mr. Stanhope seconded the motion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None Mayor Sawyer asked that this ordinance be placed on the next workshop agenda for discussion. Mayor Sawyer said Council appreciates the Business Club who always works in behalf of the City. Before reading two proclamations, Mayor Sawyer recognized County Commissioner Brannon. F1}1 Mr. Brannon said that the Commission Court had cleared up some :' 1'1', confusion that had taken place by re-passing the $5,000 exemption t.)C~[.) on general taxes and $8,000 on lateral road taxes for the County.' - He said he would be necessary for each person to file for this exemption. rt?tJ Mayor Sawyer then read a proclamation proclaiming May 1, 1987 as Loyalty Day for the VFW and presented it to C.W. Reese, Commander of Post 8315 and Judith Olson, VFW Auxiliary President. Mr. Gilmore sai<i he had ,had an additional conversation with Dan Caldwell concerning right of way from the railroad. After talking with Mr. Stein of" the-- Highway Department, apparently only two buildings will have to be' moved for right of way on FM 78. Mr. Gilmore said he is setting up a meeting with Mr. Stein, representative of Randolph and the City to see if the Base will still work with the City on the loop concept. Mr. Stein is working well with the City - we have met with him 6 or 7 times and he is very good to work with. B. The Herald Newspaper is getting ready to put out the Newcom~rs Guide and they are asking if we would like to again place a 1/4 page ad like_we did last year. We did provide the newspaper with items for the Schertz Newsletter also. C. Due to various personal problems last week with both the City Manager and City Secretary, we failed to place on the agenda the Transfer of Appropriations. Could we put it on the Workshop agenda for vote. Council said they would vote at the workshop. D. Mr. Simonson, Tom Funk and myself attended a special meeting of the County Commiss..ioners on EMS. It looks as if there is light at the end of the tunnel. We are preparing a letter of agreement with them. They were requested to try to come up with a formula to consider future funds and get it in in enough time to prepare our budgets. o E. There was a meeting in Austin this morning at TML to discuss the Impact Bill. Mr. Kent Myers of Converse will be getting back with us. Also TML has requested a representative to attend the Senate hearings Thursday on the Tort bill. Mr. Simonson will attend. #7 ITEMS BY COUNCIL: Mr. Sharpe said he attended a Seguin Ci ty Council Meeting 'where an item on EMS was on the agenda. They did agree to honor the three months extension for the County. They are working so that the County will have something to work with budget wise. B. On the Schertz Parkway, we have signs up but what date did we decide for it to be official. Mayor Sawyer said letters have been sent to each business and resident address. There is a meeting at the Seguin/Guadalupe County Fair Grounds Thursday at 7 p.m.. What they are looking for is trying to get people from allover the County to make it a truly great 'af;air. They said they had zero response from our City Council and someone should make that meeting. The County is going to start collecting sales tax and the more spent in the County, the less ad valorem tax we will have to pay. 3f~ " -, I D. May 2nd is the National Rodeo event at the Blue Bonnet (; tL)~ Palace. The Library, Humane Society, Lions etc. will be having(" ,_,v,- booths there. Mr. Aguilar said the way they distribute the money is very fair to all. - ' \ 'b\! E. Just for your information, Selma has a new Mayor - Ken Fleenor. Mr. Baldwin apologized for being too late to vote for Mr. Stanhope for Mayor Pro Tern. As part of the Grand Opening for the VFW, they are going to put~1f in a 50 year time capsule. The Sgt. called their parents about 4:00 Easter morning and told them we did not want 3J-'. l;lLD~\ 108 ~~ ~l)~ to turn them loose without transportation. They were caught with signs in their vehicle. These kids need to know how serious it is when they remove traffic signs. We need to ask Mr. Graham if he can put a permanent mark of City of Schertz on our signs.
