ccreg 05-19-1987 I r- I I i r- 127 REGULAR MEETING OF THE CITY COUNCIL - -:MAY: i!f~1987 ;., The Schertz City Council convened in Regular Session in the Council Chambers Of the Municipal Building, 1400 Schertz Parkway, Schertz, Texas, at 7:00 p.m. The following members were present: Mayor Earl W. Sawyer, presiding: Charles B. Sharpe, Adolph Aguilar and Ken Greenwald. Absent: Ray Stanhope and Hal Baldwin. Staff present were Ci ty Manager Jimmy G. Gilmore and Deputy City Secretary Alice Austin. There were approximately 22 citizens in attendance. Mayor Sawyer advised that Mr. Stanhope was absent as he was in the hospital awaiting surgery. " I Business I I Mayor Sawyer then advised that he and Council had had the honor of designating the Senior Citizen of the year and our man of the ,).d~ year at Schertz Senior Citizen Day party. He explained that Mr. .,r:~~ I Cecil Tillman had been a resident of the City of Schertz for 4,?,~ I approximately 22 years. Mr. Tillman is part of the Episcopal I Diocese of West Texas. He is also one of the founders of Project I Grapefruit for the Episcopal Diocese. He is Director of the I Diocese territory which covers 60 counties in this part of Texas. IMr. Tillman coordinates the delivery with the assistance of Crest : Fruit Company and West Coast Produce of fruit to approximately I i 1.27 ,organizations going a,s far west as El Paso and as fo~ north ['as Waco. ,Mi. Ord~nan~e~ He asked if anyone wanted to 'speak on this item. There was no citizen wishing to speak. - B. Add a new section entitled "Special OVerlay District Schertz Parkway": Mayor Sawyer advised that this would place special zoning restriction along Schertz Parkway as were currently in effect on Jack Hays Boulevard. c. Add a new Article XII RA District-Single Family Residence - Agriculture District: Mayor Sawyer advised that this classification' was needed for some of the rural areas that have and will be annexed into the city. D. Change Article XIX, Section 3.C Land Use Restrictions: Mr. Willman of the Planning and Zoning Commission advised that these changes are necessary because of AICUZ. The change would require the inspector to notify builders in the area of the noise zone. Builders will be advised as to what needs to be done to bring the noise down to an acceptable. HAL BALDWIN ARRIVED AT 7:15 pm. o Mr. Sharpe advised that the airforce was considering moving a new wing to Randolph and that this could result in a different flight pattern. Mrs. Cora Fenner asked if developers of subdivisions would be required to comply with the ordinance. Mayor Sawyer advised that they were required to abide by everything in the Zoning Ordinance and that this would be incorporated into the Zoning Ordinance. Mr. Andrews advised that developers would be required to notify persons purchasing homes in ~his area and sign a statement Which would be on file with his plat stating that he is aware of the zoning in this area. E. Defining limits and renaming FM 3009 OVerlay Ordinance. Mr. Willman advised that when the FM 3009 OVerlay Ordinance was passed there was no limits set the district. This would define the limits of the OVerlay District and rename the ordinance to the Jack Hayes OVerlay Ordinance. Mr. Aguilar asked about Sec. 4 para. 4.1 Jack Hayes Boulevard from IH 35 to FM 78 was there not a section that was not in the Ci ty of Schertz. Mayor advised that the roadway was all 'in- 'the 0 city limits. Mr. Sharpe advised that what would correct this would be to say " to a depth of 300 feet along Jack Hayes Boulevard from IH 35 to PM 78 within the City of Schertz. , ..iI:;,,",.~ , ... Mr. Baldwin advised that he had not received a copy of the -minutes. Mr. Aguilar requested that Item #6 C. Regular Meeting of April 21, 1987 be changed to read "Due to administrative oversight the Transfer of Appropriations was inadvertently left off of the agenda. Mr. Sharpe made the motion to approve the Minutes of the Regular Meeting of April 21, 1987 and the Special Meeting of April 29, 1987 as amended. The increase would be 20% on residential and 10 % on commercial service. Mayor Sawyer advised that~!' ' at 3pm Saturday 23, dance and installation of officers. May 24 flag raising and burying J:imecapsule:~'; and' dance. " Mayor Sawyer also advised that there would be an air show at the 01 ~ ultra lite field and they were expecting a vast number of people. I ',1" (' ,,'. Ii , , , Mr. Baldwin asked if they were going to take another look at the sign ordinance concerning properties less than 50 feet in width. Mr. Greenwald advised that in the latest revisions a lot of this had been changed. Mr. Aguilar advised that he had received a letter from Mr. Steele. Mr. Sharpe advised that he had called Mr. Steele and asked if he had received the letter. A group of citizens in ~A Universal City who are in the Schertz Cibolo School District are ,~t, putting together information to see whether or not they shouldl11.' / 'J.?) pass a petition to detach them selves from this school district~ '-~ and go with Judson. One of the things the group is focused on is tax rate. Our rate in Cibolo School district is higher than Judson but the assessed value of property in Guadalupe County is lower and in many cases the actual dollars paid to our school is lower. #9 ITEMS BY MAYOR: Mayor advised that he had nothing to bring up. Mr. Sharpe asked if we had received the estimate of the Tax roll from the appraisal district yet.
