BUDGET WORKSHOP: Mr. Sharpe referred to page 3 Tax
Expenditures and stated that the Appraisal District budget states
that Schertz' share will be $18,058.00 and our proposed budget
shows $24,000. Council agreed that a more realistic figure would
be $20,000.
Mr. Sharpe also questioned the $3000 under Police Department
Laundry and Cleaning - this figure was raised to $7800 to allow
for the additional money granted the patrolmen for cleaning and
uniforms.
Also on page 11, the salary line item was increase to allow for
one additional library clerk. Also the Social security,
retirement, workmans comp and group insurance line items were
increased. to allow for this additional person under
Administration.

Mr. Gilmore was asked to ascertain the cost of a gas sniffer for
the water department as suggested by our Risk Management agent.
Mr. Stanhope requested that Mr. Gilmore ,check to be sure that
there is money in the Streets and Parks budget for grass seed.
He also requested we ask the Highway Department if wildflower
seeds are available for our right-of-ways, especially on the new
Schertz Parkway.
Mayor Sawyer suggested Council continue to look at the budget and
if any more questions arise, they can be addressed at the
Wednesday Workshop meeting.
Mr. Gilmore reminded Council of the Justice Department seminar on
municipal liability to be held Tuesday and Wednesday, August 11
and 12. Invitations were sent to all surrounding pOlice
departments as their elected officials.
Mr. Gilmore announced that the landfill open meeting will start 0
at 9:00 a.m. at the Community Center on 11th of August.

Mr. Sharpe asked if the city people are taking defensive driving.
Mrs. Krause advised that Risk Management agent Mr. Benoy has all
the defensive driving and emergency driving courses available for
city staff.
Mr. Gilmore advised that when the State made their inspection,
the only thing he found wrong was some type of glove that cost
about $20 to $30 a pair.
Mr. Sharpe asked if the City has sufficient control for getting
rid of used equipment so that it will not cause trouble. Mr.
Gilmore said we do through our inventory.

Mr. Sharpe asked what happens if the Appraisal District does not
have the certified roll, based on 95%, by October 1. Mr. Gilmore
said they will give us a pretty close certification and we will
have to base our tax rate on that.
Mr. Sharpe suggested that after the appraisals are out of the
way, we should get together with the Commissioners, Mr. Kuempel
and Ms. Zafferini and see if there are some changes that can be
r made to make it easier on the Appraisal District.
Mr. Greenwald agreed, saying that with all the problems, now is
the time to make changes.
Mr. Gilmore asked if there was any need for additional budget
sessions.
Mayor Sawyer said he did not feel there was a need right now. He
did emphasize to Councilmembers that they should continue to look
at the budget and if any questions arise, bring them up at the
next workshop.
There being no further discussion, the meeting was adjourned at

concerning vandalism' o( - traffic signs. He suggested that maybe
wooden signs could be used in the high loss areas as this would
save a lot of money.
Mr. Greenwald stated that Mr. Simonson had a synopsis of what the
City has spent on signs in the different areas so far this year.
Mr. Greenwald suggested trying to get the various home owners
associations to help by getting license numbers and reporting any
suspicious activities.
Mayor Sawyer agreed this would be a good idea and said the best
ones to help keep their eyes on things would be the Neighborhood
Watch people.
Mr. Willman also said that he had been thinking of working up
some type of packet for prospective new businesses. He said he

lines. Mr. Sharpe said he is trying to update the information
for each city for the Chamber of Commerce to hand out to

Mr. Baldwin mentioned that Main and Randolph were not on the
list. Mr. Greenwald said that once a street gets so many cracks
and patches, seal coating will not work, and it would require
overlay.

Mr. Sharpe asked if the list provided was the extent of our bond
money. Mr. Gilmore explained that this list and the equipment
were the extent of the currently sold bond money. However there
is unsold Street bond money left. Mr. Gilmore said these are the
streets in the worse shape and they will deteriorate even
further. These streets will deteriorate faster than Main and
Elbel.

Urban Renewal that he knew was not done right.
Mr. Gilmore said the cost for this list of streets would run
right at $100,000 and the equipment would rUB about $180,000.

as we did not sell all the bonds.
Mr. Baldwin said he wanted to be sure that doing the short

Mayor Sawyer stated that it is the concensus of Council the list
presented is the one to be used to work on as soon as possible.
#4 Discussion of bid specification..
Mayor Sawyer said there were a lot of problems with the original
specifications and the ones now being presented are strictly
generic specs.
Mr. Greenwald said that after reading the specifications, he did
not think they leave any questions in any bidders mind as to what
we want and need. Mr. Greenwald did say that on all other
specifications, we require them to give service manuals but not
on the dump truck. Mr. Gilmore said he would check that out.
Mr. Gilmore went on to say that staff is going to see if there is
a company that can bid on most of this equipment so that we can
get the best bids we can.
Mr. Greenwald said these are our minimum requirements and bidders
should have no problem on bidding.

Mr. Gilmore said on the grader specifications, there are at least
five companies that can meet these specifications. These are
specifications that we got from the State. Mr. Gilmore said if
Council had traveled around the city, they could have seen where
our people have been trying out several maintainers.
Mayor Sawyer ascertained from Council that they could live with D

#5 CITY KA.AGER'S REPORT: A. Mr. Gilmore passed out
copies of a proposed monthly report for Council consideration.
Mayor Sawyer said he felt this is more what Council wanted in a
monthly report. Council felt it could be shortened a little.
Mr. Gilmore said we would try this type for the next reporting
period. Mr. Baldwin reminded that the Health Officer has a good
short report.
B. Mr. Gi lmore reported that staff has had a very interes t ing
two weeks with the Councilman intern from Costa Rica. He has
been to all departments and we feel he has picked up quite a bit
of inf orma t ion. Mr. Gi lmore sa id he knew Mr. Barrantes has
taught him quite a bit. We have taken pictures when he visited
each department and are preparing an album to present to him
Thursday at 4:00 p.m. If any Councilmembers can stop by, please
do. Ed Melton set up a red carpet tour of Austin for him, which
he rea lly seemed to enj oy. From 1 is tening to him, the way we
operate here is similar to what they are trying to set up there.
C. The public hearing on the landfill has been placed in
continuance. They cancelled this afternoon's session and
tomorrow's to allow people who are complaining until November to
gather their data.

D. Mr. Gilmore, answering a question from Mr. Baldwin, said that
if the ,figures the County Appraisal District gave him are close ~
to right, we are looking at about 6 to 6-1/2% increase in taxes. f;1,t3.
Mr. Gilmore said we would like to keep below the 8%. If the Jd
figur~s come in higher, it is Council's discretion to go back in /~
and modify the budget. 80% of the estimated role is what this
budget is based on.

should get together with our legislators to see if the tax bill /j?/iPrIJ

Mr. Sharpe said he felt it would be better to go with the
Appraisal District boundaries, rather than city boundaries.
Mr. Aguilar said if someone has a solution that is workable, then
we should get together and discuss it with our legislators.
Mr. Sharpe announced that on August 24, there will be a meeting
with the Appraisal District and Mr. Kuempel at the McQueeny Lions
Club at 7:00 p.m. One of the things that has come up 1S full
disclosure when a house is bought and recorded in the C-ounty.
That is one of the things that will help the validity of the
appraisals.

Mr. Baldwin said he had a call from Dick Howe saying that the man
from Northcliffe has resigned from the Appraisal Board so we need
to come up with a name from this end of the county to nominate
for this position.
Mr. Greenwald said that one of the Savannah Square kids thought i,f!
it fun to turn on a fire hydrant and let it run for 2 or 3 hours. ~1.
Our crews had to go up and turn it off. Mr. Gilmore said it was I~
done twice the same night. We have put an extra patrol on up
there.
Mr. Sharpe said at the landfill hearing David J?ennis presented a
res 0 1u t ion from the Rando 1 ph Area Mayor s Counc i l, Tom Weave r
presented one from CCMA, Jim Brannon presented one from Guadalupe
County and Mr. Sharpe presented the one from the city. Four
resolutions of support in all. Mr. Dennis told Mr. Sharpe that
the resolutions are nor entered into the record unless there is a
public hearing. Mr. Sharpe went on to say that Randolph AFB was
the party opposing the landfill but they did not say anything at
the hearing while Mr. Sharpe was there. He said Randolph AFB
rules say within 10,000 feet of the base and this one is not.

Mr. Sharpe said Mr. Todd of the Oak Forest Home Owners
Association should be sent a letter and put on the mailing list
for both Council and P&Z agendas. Give him a chance because any
time a citizens wants to attend meetings, we should invite him
for showing interest.
Mr. Aguilar said he has been in contact with the gentleman from
Costa Rica and he has been more than appreciative for what the
city has done in his behalf. He has asked to thank all the
Council. He did not have anything but kind words and he wants
Council to visit them.
Mr. Sharpe asked if there were any resolutions that need to be
