REGULAR MEETING OF THE CITY COUNCIL
AUGUST 18, 1987
The Schertz City Council convened in Regular Session, Tuesday,
August 18,1987, at 7:00 p.m. in the Council Chambers, 1400
Schertz Parkway, Schertz, Texas. The following members were
present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal
Baldwin; Ray Stanhope and Ken Greenwald. Absent: Adolph
Aguilar. Staff present were City Manager Jimmy G. Gilmore and
City Secretary June G. Krause.
PUBLIC BEARIBG: The purpose of the public hearing was to receive ff
input from the public on the proposed annexation of approximatelyQ1, ~
383.4 acres of land out of Bexar County. 1~7
Mayor Sawyer explained that the City had a request from the Boeck
family to annex their property and the Council acquiesced to
that request.

Mayor Sawyer explained that the Council has worked diligently on
this propose budget since last March. This budget is based on a
tax rate of .31555 cents per $1.00 valuation.
Mr. Gilmore stated that the public hearing notice was placed in
the newspaper with the request that the public could come in and
see it but there was no response to the request.
Mayor Sawyer added that the Council did a lot of
on this budget and did add people in the police,
and library departments.

Mr. Sharpe said it seemed strange to him that the amount for the
Animal Shelter budget keeps rising each year and is more than the
library or the swimming pool.
There being no further comments from Council, Mayor Sawyer
declared this public hearing closed at 7:03 p.m.
Before continuing with the regular agenda, Mayor Sawyer wished to
recognize a young man from Troupe 51 of the Boy Scouts - Steve
Branson and his father. Mr. Sawyer told Steve he was happy to
have him attend the meeting and if there is anything the Council
or staff can do to help him attain his goal of earning all the
badges available, just to let us know.

Mr. Sharpe referred to the minutes of the Special Meeting of July
29th, item #1 where it refers to Mr. Howe as b.eing Chairman of
the Appraisal Review Board. That should be corrected in two
places to "Appraisal Board".

Mr. Baldwin referred to the minutes of the meeting of August 4th
and requested the 4th paragra'p'h of item #,3 be corrected to. read:
"Mr. Baldwin said he woul~ l1ke to see the City designate Pheil
Street 'No Parking' on one side only."
Mr. Sharpe r,eques ted tha.t all referenc es to "Ros s Greer" in the
minutes of the Meeting of July 29th be changed to reflect it was

Mr. Sharpe moved to approve the minutes of the Special Meetings
of July 29th and August 3 and the Regular Meeting of August 4,
1987 as corrected. Mr. Stanhope seconded the motion, which
carried with the following vote:

Mayor Sawyer explained that a member of the Appraisal Board had
res igned and he had asked Mr. Sharpe to cons ider taking this
position as he is the kind of person we need on this board.
Mr. Greenwald moved to pass the ~esolution nominating Charles B.
Sharpe to the Guadalupe County Appraisal Board. Mr. Stanhope
seconded the motion.
Mr. Sharpe said that he appreciated the vote of confidence but
this action might be null and void. There is a discussion going
on between the Appraisal District and Commissioner's Court. It
stems from the fact that the appointee of the Commissions Court
has resigned. The remaining members of the Appraisal District
are empowered to appoint a person to fill this vacancy. The
contest being that the Commissions Court has the power to recall
and appoint a replacement. This is only for a four months term
because all members have to be appointed again the first of
January. Names for these nominees have to be submitted in
September. Council should work with the Schertz-Cibolo-Universal
City School District, and the cities of Cibolo and Marion on this
next year's nominations.
Mayor Sawyer thanked Mr. Sharpe for taking the nomination and
then called for a vote on the motion, which carried as follows:

#5 CITY KARAGER'S REPORT: Mr. Gilmore said the City is in
active process af loc~ting a tank site in the Schirmerville
Schaefer Road area. We have been talking to people there.

Staff is also trying to obtain easements along I 35 down Schertz
Parkway. There is a small problem - there are about six people
we have to work with on this, which will determine whether we
have an all weather bridge or a low water crossing.

The grant application for the park will be going to AACOG the
19th of August for their review committee.
#6 IrEKS BY COUWCIL: Mr. Sharpe said since we do not have
the striping machine;' could we go ahead and paint some of the
streets before school starts. We need to do somethi~g.
Mr. Baldwin said the Randolph Avenue school crossing especially
needs something done with it.
Mr. Greenwa Id reminded Counc i 1 they had discus sed the prev ious
week about vandalism and what it is costing the tax payers. We
have asked people from Schirmerville to help. Mr. Greenwald said
he hopes some people whose son has a sign in the bedroom realize
it is costing them tax money. Mr. Greenwald also mentioned the
problem in Woodland Oaks where someone is opening the fire
hydrants and letting the water run, which also costs tax payers.
Mayor Sawyer said people in each neighborhood should pass this
word along in their area as it is costing large sums of money.
He said the City has caught some that picked up traffic signs and D
that can be really dangerous. Mayor Sawyer solicited assistance
from everyone in the city and said to rest assured that the City
will take some action.

Tienor and she has ask~d for consideration in cleaning up after
the bon fire, as was done last year.

Thies, proclaiming September 16th as "Salute to Constitution Day"
in Sch;ertz.
