NorthCliffe Residents Comments -08-1987 (/ 217 r-- Mr. Dick Reevis and Mr. John Handcock, residents of Northcliffe Subdivision asked to speak to Council regarding their relationship with Schertz. There are a lot of rumors floating around they would like to get cleared up. Mr. Handcock said he understood Schertz had taken in the first street in Northcliffe. Mr. Gilmore said it was part of the 750 feet each side of I 35 that was annexed several years ago. Those inside the city limits are entitled to police and fire protection, garbage service and all the things other citizens of Schertz receive. /~ 1 ~~ \ g , // Mr. Handcock wanted to know if those houses in the city would be paying the same amount for water or if the city was going to get involved. Mayor Sawyer said the City would be in violation of our contract if we moved in on their water sales. Mr. Handcock said they had all the taxes they need in Northcliffe and it would be trouble if there was any more added~ He also asked if the City was going to reach over and take in another street or two and if so, why not take in the whole area. Mr. Handcock said he would like to see the whole development come into the City of Schertz. r-- Mayor Sawyer said Council has heard this from others in Northcllffe. They would like to have police protection. He said the only thing that would keep the City from annexing them is that we have no idea of Northcliffe' s indebtedness. It would cost the City quite a bit to annex. The debt in the water district is going to continue to grow year after year. Mr. Baldwin stated that Council should put these gentlemen's fears to rest. He said that he has never heard this Council say they wanted to take in any more of Northcliffe. We just annexed 750 feet each side of I 35 to have control of I 35. Mr. Sharpe said he did not see why it would be so hard to get their financial indebtedness. He said maybe some of the people out there should get together and see what the rest have to say about annexation. Mayor Sawyer said that if taxes from there did not pay the GUADCO debt, then we could not take in Northc liffe. A lot of people from there have said they would like to come into the City of Schertz but Council has never seen a petition for annexation. Mr. Reevis said one group wants to become a part of Schertz, another Jlfants to incorporate and still a third group wants to leave th1ngs as they are. Mr. Reevis said they have been fighting their telephone rates and have finally won that. 218 Mayor Sawyer asked these gentlemen to give Council two weeks and then come back to a workshop and see what Mr. Gilmore can find out on the indebtedness. Mr. Reevis said part of their subdivision is in Guadalupe County, part in Comal County - they get their mail through Cibolo, their phone service from San Antonio, garbage from Schertz and their cable TV from San Marcos.
