REGULAR MEETING OF THE CITY COUNCIL
SEPTEMBER 1, 1987
The Schert z City Counc i 1 convened in Regu lar Ses s ion, Tuesday,
September 1,1987, at 7:00 p.m. in the Council Chambers, 1400
Schertz Parkway, Schertz, Texas. The following members were
present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal
Baldwi~, ~ay Stanhope arid Ken Greenwald. Absent: Adolph
Aguilar. Staff present were City Manager Jimmy G. Gilmore and
City Secretary June G. Krause.

Mr. Greenwald referred to the meeting of August 18 and asked that
the last sentence of the second paragraph in the second public
hearing be corrected as follows: "This budget is based on a tax
rate of .31555 cents per $100 valuation."

Mr. Sharpe referred to the meeting of August 10, the third
paragraph on page 2 and asked that the first sentence be changed 0
to read: "Mr. Sharpe asked if the City has sufficient control
for getting rid of used equipment."
Mr. Sharpe also corrected the spelling of a name on the last line
of page 6 of the meeting of August 12 to Geoff Sanders rather
than the Jeff Sanders as shown.
Mr. Baldwin moved to approve the minutes of the Special Meetings
of August 10 and 12 and the Regular Meeting of August 18, 1987 as
amended. Mr. Greenwald seconded the motion, which carried as
follows:

Leonard to the Schertz Police Reserve Force.
Mayor Sawyer called on Detective Starr to introduce Mr. Leonard.
Mr. Starr, after introducing him, said Mr. Leonard is now
attending the Law Enforcement Academy and has his license as a
Security Officer. He is interested in applying here for our
regular force upon completion. Mr. Starr said he feels Mr.
Leonard will make an outstanding officer for our city.

Mr. Sharpe asked when Mr. Leonard would be graduating from the
academy. Mr. Leonard said on October 21, 1987.
Mr. Baldwin moved to appoint David A. Leonard to the
Police Force. Mr. Stanhope seconded the motion, which

Mr. Gilmore gave Council copies of the revis~d ordinance, saying
that two whereas paragraphs had been added and there was a small
change under Section I, correcting the square foot platting fees.
Mr. Stanhope moved to approve the first reading of an ordinance
providing special platting fees for Schertz Parkway. Mr.
Greenwald seconded the motion, which carried as follows:

17 BBGIBBBRIBG FBBS: Mr. Gilmore advised that Mr. Ford of
Ford Engine~~i~g ha~' r~q~ested new fees for his services. 'In the
past, he had neglected to include gross salaries for individuals.
The salaries remain the same. As mentioned in Workshop, ~e had a
comparison of other engineering firms fees and Mr. Ford is well
within engineering fee ranges. Mr. Gilmore said he feels we are
getting very good rates.
Mr. Baldwin moved to approve the new engineering fees proposed
for Ford Engineering. Mr. Stanhope seconded the motion, which
carried with the following vote:

18 CITY KABAGBRIS RBPORT: A. Mr. Gilmore said the Council
had discussed putting a message on the water bill for the VFW.
Mayor Sawyer said he did not see anything wrong with this, as it
will advertise their Fun F~st which will benefit the entire City.
Mr. Sharpe said the City has a lot of worthy organizations in the
City and there are many messages we try to get out on the bills
for our own people. He said he objected to opening pandoras box
and felt it might not be appropriate.

Mr. Baldwin said he could understand Mr. Sharpe's reasoning but
he felt if we do not have anything pressing to put on the bills
ourselves, then it would, be okay to put something on for other 0
organizations.

Mr. Stanhope said he thought the VFW was trying to do something
for the city, leading up to something special, and this would be
okay with him.
As Mr. Greenwald had no objection, Mayor Sawyer said we will go
ahead ari let them put something on the bills.
B. Mr. Gilmore had a letter from Alamo Area Council of
Governments advising that the Executive Committee gave favorable
review to our grant application for parks. It has now been
forwarded to the Parks and Wildlife.
C. Mr. Gilmore said along with the ordinance on platting fees
for Schertz Parkway, there needs to be a letter of contract for
priority of pay back. Once it is written, it needs to go to
Richard Harris for review.
#9 ITEHS BY COUIICIL: Mr. Greenwald asked Mr. Gilmore to
have Ed Ford check on tbe drainage in Woodland Oaks on a regular
basis. Apparently they have filled in the drainage on Dimrock.
This needs to be checked so that we will not have trouble if we
get a good hard rain.

Mr. Stanhope asked if the City had heard anything on the widening ql
of F.M. 78. Mr. Gilmore yes, he was talking to the State Highway41,b
Department this date and they have just about completed plans for 31
the widening. The state needs to contact the Railroad to (
negotiate joint use agreement with them on right of way.

Mr. Stanhope also asked if the City had gotten the sewer permit
on I 35. Mr. Gilmore told him no we are still in the 30 day
period.
Mr. Baldwin asked if Mr. Gilmore would contact the contractor who
put the telephone lines under the railroad track at the Cibolo
Creek. This really looks terrible - they left it in bad shape.
Mr. Baldwin announced that school started this date and
enrollment is about what was estimated for this year. It is a
little under, but with starting before Labor Day, they expect to
meet their estimate. He also announced the first football game
for Friday night against Central Catholic.
