SPECIAL MEETING OF THE CITY COUNCIL
SEPTEMBER 9, 1987
The Schertz City Council convened in Special Workshop Session,
Wednesday, September 9, 1987, at 7:00 p.m. in the Conference Room
of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas.
The following members were present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe; Hal Baldwin; and Ken Greenwald.
Absent: Adolph Aguilar ana Ray Stanhope. Staff present were
Jimmy G. Gilmore, City Manager and Alice Austin, Deputy City
Secretary.

12 ORDINANCE: Mayor Sawyer introduced an ordinance and
read the caption as follows:

ANNEXATION OF A TRACT OF LAND CONTAINING
383.4 ACRES OF LAND, OUT OF BEXAR COUNTY.

Mr. Baldwin made the motion to approve the first reading of the
ordinance to extend the boundary lines of the City of Schertz,
Texas by the annexation of 383.4 acres out of Bexar County. Mr.
Greenwald seconded the motion which carried with the following
vote:

#3 Discussion of proposed ordinance regulating enclosure of
a junk or salvage ~rd and the screening of garbage storage
areas.

Mr. Baldwin advised that he had no problem with the ordinance
except with screening. He also said that one of his concerns was
with how the screen would look after a while.
Mr. Sharpe advised that he would like more input from the
businesses.
Mr. Greenwald advised that he felt a clause to grant a variance
should be included.
All agreed that a clause should be included to provide that all
new construction provide for screened garbage storage areas when
planning their projects.

D. Transfer of Appropriations: Mr. Gilmore advised that
normally transfer of appropriations was done quarterly, but this
was only the second request this budget year. He advised that
the city may be short on tax collections they were running
approximately 94-96 percent. He advised that the item that
really saved us was warrant fees.

for the new bond issue. Moneys had to be set aside for the first
payment, legal and financial fees.
Mr. Baldwin advised that with the increase in workman's comp the
city might want to look at another company. He advised that the
school district did not pay as much for 144 employees. Mr.
Gilmore advised that police and fire were assessed very high and
the more employees we added in these fields the higher the cost
would be.

Mr. Sharpe ask why there was a decrease in sewage treatment. Mr.

E. Resolution directing the Tax Collector to charge $10.00 for
each Tax Certificate. Mr. Gilmore advised that Senate Bill 267
authorized the collection of $10.00 for each certificate.
Current cost was $3.50. Mr. Baldwin advised the the School
District was having the Appraisal District handle their

city might want to look into getting a terminal to allow them to
take advantage of this service.
#5 CITY KABAGBI'S IBPOIT: Mr. Gilmore advised that Mayor
Sawyer had signed' letters to the City of Cibolo and the State
Highway Department concerning future IH 35 expansion planning for
overpass.

Mr. Gilmore also advised that Mayor had also signed a letter to
Farmers Home concerning grant to upgrade district South of FM 78.
A copy was being sent to Mr. Kemple and Bob Lee.

Another letter signed by the Mayor concerned Cibolo's complaint 100
on what they thought were inflated fees assessed by the City on6~
sewer line repairs on Dietz Road. Mr. Gilmore advised that );;rl
copies of invoices would be enclosed.
Mayor Sawyer advised that the city should work out agreements in
writing on salaries before making agreements in the future.
Mr. Gilmore stated that the city had the opportunity to join with
other area police department in participating in a grant to be
administered by AACOG to create a Multi-agency Narcotics
Trafficking Task Force. The City would have to set aside $2,600
and would receive $30,000 in equipment and operating funds.

Mr. Gilmore advised that the Green Valley thing had been approved ~1, 1tl
and that a letter from the Mayor was needed to say that the city AIJ
no longer objects. He advised that the letter had already been ::.,
signed and that the lawyers had it.

#6 ITEKS BY COUWCIL: Mr. Sharpe asked if a date had been
announced for the Public Hearing on the Sewage Discharge Permit.
Mr. Gilmore advised that a hearing would only be set if an
objection was received. So far no objection had been received
and he would keep council posted on progress.
Mr.Sharpe said he felt it would be wise if the City came up with
a game plan on Schertz Parkway. He said this would help in
getting this end finished when the other end was finished.
Mr. Gilmore advised that we were not getting cooperation from
property owners on the all weather bridge. We were still waiting
for an answer. When an answer was obtained staff would compile a
time table and cost. He also advised that now was the opportune
time to go out for bids. He advised that we had to come up with
two designs a low water and an all weather bridges. Because of
two owners it now looks like the all weather bridge is out.
Mr. Sharpe also advised that the State was looking for a site for
a new penitentiary. He advised that we needed to encourage the
county and let them know we support that type of construction.
Mr. Greenwald advised that an agenda needed to be lined out for
the Joint Meeting of P&Z and Council on October 28. He also
advised that an APA Conference was scheduled for 12, 13, and 14
in Austin. He felt P&Z members had gotten a lot out of the
previous meeting they had attended.

Mr. Greenwald advised that the. problems with the towers in San
Antonio had po int ed up the need for some type of ins pec t ion.
Currently the the only inspections done are on the lighting.

#7 ITZKS BY KAYO": Mayor. Sawyer advised that Bexar County
wanted to loan the city $139,000 and us do the work on Rittimann
addition.
Mr. Gilmore advi~ed that there were 52 customers involved in this
area. Bexar County received a grant to improve the area and now
they want to loan us the money and the customers pay for it.
Mayor Sawyer advised that a group was attempting to form an
Optimist Club. They had a meeting scheduled for Wednesday the
16th at noon and the Council was invited.
Mayor Sawyer recognized Mr. George Brown of Northcliffe who had
arrived after the Hearing of Residents item. Mr. Brown advised
that he was one of approximately 5 homes which were located in
the Northcliffe subdivision which had been annexed by the City of
Schertz in 1980 or 81. He advised council that he did not feel
that he could get first rate services from the Fire Department or
SAFES ambulance because of the time necessary for them to reach
his location. He requested that if th City decided not to annex
the entire Northcliffe Subdivision they consider de-annexing this
area of houses. He did not fee that the quality of the services
he would be get t ing just if ied the amount of taxes he would be
paying.

Mr. Bill Heath of Fawn Drive advised that the problem with the
water from the tank in Deer Haven should never have gotten to the
point it had. He advised that an alarm system on the tank would
have alerted the City sooner that there was a problem. He also
advised that the employees who answered the call were not trained
to handle this type of situation. He felt that perhaps a better
training system should be set up. He Heath offered his help if
he could be of any service.
