SPECIAL MEETING OF THE CITY COUNCIL
SEPTEMBER 30, 1987
The Schertz City Council convened in Special Workshop Session,
Wednesday September 30, 1987 at 7:00 p.m. in the Conference Room
of the Municipal Complex, 1400 Schertz Parkway, Schertz, Texas.
The following members were present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe, Hal Baldwin, Ray Stanhope, Adolph
Aguilar and Ken Greenwald. Staff present were City Manager Jimmy
G. Gilmore and City Secretary June G. Krause.

Mr. Baldwin asked Henry Gutierrez, manager of Waste Management,
what problems he envisions in enclosing dumpsters. Mr. Gutierrez
said that it would increase the time of collection by 20 to 25%.
He said he had addressed this question to their Houston office
and they feel it would be a real bad situation. Mr. Gutierrez
said there are a few isolated cases that do not maintain their
dumpsters that cause the problems. He said they try to keep
their dumpsters fresh looking by changing them out periodically.

Mr. Gilmore asked about how many put trash outside the dumpster.
Mr. Gutierrez said that some do but they try to get them to
enlarge the size of their dumpster or increase times of service
when this happens. He said the side loading is a lighter truck
and they like to use them especially in apartment areas. Mr.
Gutierrez said that one apartment complex has eight dumpsters and
asked if they would have to have eight enclosures. Mr. Gilmore
said he felt the intent was to enclose those visible from the
street.

Mr. Baldwin said he could imagine that people will see the
enclosures and then just throw garbage into the enclosure rather 0

areas on Main Street.
Mayor Sawyer suggested taking that section out of the ordinance
regarding enclosing dumpsters and pass the rest of the ordinance.
Mr. Gutierrez said that Universal City has an ordinance that food
establishments should have their waste removed at least two times
a week.

specifications approved and Council were furnished with
tabulation sheets and recommendations from staff. He

Mr. Greenwald asked why they did not recommend taking
extended warranty. Mr. Graham said it was too expensive

the extended warranty.
B. Pneumatic-tired Loader staff recommended going with
Waukesha-Pearce Ind. for $46,413. After discussion, Council
agreed with their recommendation and to accept both option 1 and
option 2.
C. Dump truck - Mr. Graham said they asked for bids on both gas
and diesel engines. The gas will be cheaper and much less
expensive to repair. Council agreed to go with the gas engine.
Mr. Stanhope said he did not remember advertising for two trucks
and he would like to see the notes on that.
Council's decision was to go with the low bidder - San Antonio
Truck, in the amount of $20,394.25 each.

D. Utility Tractor - Although Brookside Equipment of Houston is
the lowest bidder, they apparently do not meet the requirements
to be within 75 statue miles of Schertz. Additionally, the
machinery they bid, although meeting all other specifications
except draft sensing - therefore staff feels their bid does not
meet specifications and are ineligible for consideration. He
said there is a local dealer of this equipment in the area who
would have to honor the warranty but they have said that the
repairs would go to the bottom of their repair list. Staff
recommended going with Dietz Tractor in Seguin on both the
Utility Tractor and the Flex Wing Mower, even though neither is
the low bid.
Council decision was to reject all bids on the Utility Tractor
and Flex Wing Mower and go out again putting both these pieces of
equipment under one bid.

ITEKS BY COU.CIL: Mr. Greenwald said a question came up
"Welcome to Schertz" sign. He asked ,if. Mr. Sharpe had
this up to the Business Club. Mr. Sharpe said he had not
it up but that he would soon.
Mayor Sawyer said we either need to fix it or to tear it down.
Mr. Greenwald also called attention to the tentative agenda for
the Joint meeting with the Planning and Zoning Commission
scheduled for later in the month.
Mr. Baldwin said he had waited until this meeting to gripe about
the looks of the Cibolo Creek at the low water crossing but it is
beginning to look a little bit better. Mr. Gilmore said the
whole thing has to be redone. They are moving all the utilities
in order to redo the railroad bridge.
Mr. Baldwin said he had received another pbone call from Barbara
Wright of the Canvas Shoppe concerning the condition of Eckard
Road. Mr. Gilmore said the City had mowed ~he bamboo and filled
some of the pot holes.

Mr. Sharpe said Mr. Brannon of the County is going to come back
to Council with their proposal because they are going to pave up
to our city limits. From what Mr. Brannon says, it might behoove
Council to take them up on their o'ffer to pave our portion of
this road. Mr. Gilmore said if Council would like him to he can
ask Mr. Brannon ~o send us a letter to this effect.
Mr. Baldwin said an article in the Light newspaper had an article
saying the Pit Bull Dog Show in Guadalupe County Fair Grounds had
been mo~ed tb so~e ~iivat~ property in Schertz because they did
not have the right kind of insurance. Mr. Baldwin suggested that
the City look into this.
Mr. Stanhope asked Mr. Gilmore to give Council an update of the
water tanks. Mr. Gilm.ore ,said we ,are working with the people in
Schermirvi11e area for land. It is looking very good - they are
deciding if they want to charge for it, donate the land or
participate in the road for it. We have not done anything on the
East Live Oak pr~perty because we are trying to find out how we
are going to bring water line to the property. We need an
easement for the 20 inch line.

Mr. Gilmore said he did not know what type of planning could have
been done. We are trying to get costs of various alternatives.
Mr. Aguilar said you cannot do everything before you go out for
bonds because you do not know if you are going to get the bonds
passed.
Mr. Sharpe said along these lines, he would like to see a time
table about drainage. We have talked about low or high crossing
and have to make a decision at some time. We need some type of
game plan or time table with alternatives.
Mr. Gilmore said they are running water lines down the road now.
We discussed two routes and negotiations are going on. We did
not discuss the time we would cut off and go with the low water
crossing. The property owner will give the right of way for
$100,000 for the land and then wants the City to deed it back to
him.

Mayor Sawyer said the City should build the low water crossing
and let him just sit there. Mr. Sawyer suggested letting Mr.
Gilmore give a time when the City shou1a give up negotiations and
go with the low water crossing.

Mr. Sharpe asked if the City took any action on the Appraisal
District budget and was told no action was taken.
Mr. Sharpe announced that there was an article in the newspaper 1, ?~I
that Schertz City Council was challenging other Councils in the rt I
area in the United Fund Drive. Win or lose, the City is getting jCJ<6
some positive publicity.
Mr. Sharpe also mentioned the organ donor cards, saying the
Rota~y Club has had two or three briefings on this subject.

Mr. Aguilar said he was glad to see the ordinance being presented
regulating junk yards, maybe somethinr can be done abo'u't the one
on the sout-h side of I 35. Mr. Gi more said we are up there
almost every week. Right now we don't have anything with teeth
in it. This ordinance will help.

Mr. Aguilar asked Mr. Sharpe if he had received any response on
the United Fund cha llenge. Mr. Sharpe sa id the time tab Ie to
report back is November 1st.
Mr. Stanhope had an article about some towns in Maine who are
burning their trash. Perhaps this could be discuss~d at a later'
meeting.
Mayor Sawyer said there was a study done not too long ago about
trash burning. He suggested Mr. Stanhope get a copy of this from
Mrs. Hazel Scott of Universal City.
Mr. Greenwald asked the status of the striper. Mr. Graham said
it is on order and will come direct to us from the factory.

Brannon about the road and also about fire protection in
Northcliffe. He said that perhaps we can get them to work with
us on a mutual aid agreement.
Council received a card from Mayor Bauder thanking them for the 0
flowers sent after the tragic loss of his wife.
