ccreg 10-07-1986 ''-- '- :, 'I I I 246 REGULAR SESSION OF THE CITY COONCIL OCTOBER 7, 1986 o The Schertz City Council convened in Regular Session, Tuesday, October 7, 1986, at 7 :00 p.m. in the Council Chambers of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe, Ray Stanhope, Adolph Aguilar and Ken Greenwald. Absent: Councilman Hal Baldwin. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. II APPROVAL OF MINU'rES: Mr. Sharpe asked that in the minutes of the Special Meeting of September 10th, item 17 City Manager's Report, the second sentence in the 7th paragraph be clarified as follows: "He advised that the figure would place the city approximately 7 million dollars short in appraised value. " . Mr. Sharpe then moved to approve the minutes of the Special Meeting of August 27th, the Regular Meeting of September 2nd, the Special Meeting of September 10th and th'e Regular Meeting of September 16th. Mr. Stanhope seconded the motion, which carried with the following vote: . AYES: Councilmen Sharpe, Stanhope, Aquilar and Greenwald. NAYS: None MR. BALDWIN ARRIVED AT 7:03 p.m. 12 BEARING OF RESIDENTS: None o 13 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 86-S-28 AN ORDINANCE BY THE CITY COONCIL OF THE CITY OF SCHERTZ REGULATING THE TYPE, LOCATION, SIZE AND NUMBER OF SIGNS TO PROVIDE UNIFORM SIGN STANDARDS FOR THE CITY OF SCHERTZ; PROVIDING DEFINITIONS, PROHIBITIONS, NON- CONFORMING SIGNS; PROVIDING FOR PERMITS; PROVIDING' A SAVINGS CLAUSE; PENALTY AND AN EFFECTIVE DATE. Mr. Greenwald moveQ to approve the final consideration of an ordinance regulating signs in the City of Sch'ertz. Mr. Aguilar seconded the motion, which carried wlth the fOllowing vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. Greenwald moved to approve the Letter of Agreement with G~ada1upe County for Road and Street Construction. NAYS: None #5 CITY MANAGER'S REPORT: Mr. Gilmore said he received a qall from the State Highway Department'on Monday. Previously we hiad been told by letter that Jack Hays Boulevard was no longer in t!he five-year plan. The Highway Department said Monday that ~ustin had' said Jack Hays would be back in the five-year plan. Our share of the costs will most likely be asked of us by January 119 8 8 . i Mr. Gilmore said the City goes to condemnation for the final lots iin Live Oak Hills on Thursday. ! ,-- , Nlegotiations are still going on and it is looking pretty good ~ith the two people on this end of Schertz Parkway. Hopefully we can come to agreement with them shortly. ~r. Gilmore announced that Betty Tyler, the City's computer operator, passed away the past weekend. # 6 ITEMS BY COUNCIL: I Mlr. Sharpe said the Chamber of Commerce is still looking for brochures from the City of Schertz. He fe~ls the City is losing ~ not supply them to the Chamber. f1r. Sharpe had sample flyers that might be beneficial when we ~tart ~alking about the bond issue. It is nice t? have someth~ng ~hat g1ves som~ of the answers. Judson has a sl1de presentat10n ailso on their bond issue. Mr. Gilmore said Mr. Anderlitch is ~reparing this information for us. i Mr. Sharpe said that Guadalupe county Commissioners will be ~aving public hearings throughout the cOlJnty. They will be here ~n Schertz at the Community Center on O'ctober 14th to discuss 1:iheir budget. i r-- Mr. Sharpe said he would like to put on a workshop to talk about ~treets in subdivisions. Woodland Oaks has some that have not Qeen accepted by the City but are looking terrible right now. ~eferring to the letter signed by the Mayor to the Guadalupe ~ppraisal District, Mr. Sharpe said the Appraisal District will tie approving their budget unless taxing entities present l J 24M '-- "- '\ \ I I resolutions of objection within 30 days of passage. Mr. Greenwald said he felt it was too late for them to redo their budget completely but maybe they can amend it to include enough people to help get the rolls out on time. Mayor Sawyer said he was told they can amend their budget to include that it they get enough input from the various entities. Mr. Sawyer said from what he gets from' the Board, they did not understand that it was going to be late - did not realize that it was-Mr. Morris' schedule they approved rather than the State law. Mr. Baldwin asked if the City has done anything with the Beacon Street easement. Mr. Gilmore said he believed it has been given to the adjoining owners but he will have to check. There has already been a Council vote on this. The land was divided between the owners on each side. Il U Mr. Stanhope asked if anything is being done on the bond issue. Mr. Gilmore said turned over to Mr. Anderlitch and we need that information before we can get anything out. Mayor Sawyer said we will be asking our residents to pass a bond issue for $l,OOO,OOO for water; $l,OOO,OOO for streets and $lOO ,000 for parks. The bonds are urgently needed to fix our streets and update our'water system. The bond money will not be used for Schertz Parkway or Jack Hays'Boulevard but for streets that are already in existence and need work done. o Mr. Aguilar asked if now that we have be'en reaffirmed that Jack Hays Boulevard is in the Highway Department 5-year plan, have we asked GV~C about center lighting. Mr. Gilmore said not recently. Mr. Aguilar said he had asked if the SAFES people or police have lists of handicapped people in town. Mr. Gilmore said SAFES has a list but he is not sure if the police do. Mr. Gilmore asked the Herald reported if he could run something in the paper asking handicapped people to notify the police dispatcher. Mr. Greenwald asked about the monthly report that shows the John Deer as using a tremendous amount of oil. Mr. Gilmore said he was sure it was for an oil change. Mr. Greenwald said he received a handout at a meeting the night before that had a lot of information that could be useful to our citizens. We will try to get some additional copies. .7 ITBIIS BY MAYOR: Mr. Sawyer said he had received a letter from' the Department. of Health praising one o'f our employees - Betty-Ann Kent. Mayor Sawyer said h~' made a suggestion to the Judge that rules of procedures be g'ven because last time they let th~ Green Valley People talk s veral times but would not allow Schertz but one time. i I M~.
